Salah satu metode populer dalam model tata kelola saat ini adalah kolaboratif. Kolaborasi tersebut dinilai mampu menghimpun para pemangku kepentingan dalam suatu lembaga yang akan efektif dalam memecahkan masalah, salah satunya adalah masalah dalam pemberdayaan. Oleh karena itu, artikel ini bertujuan untuk membahas persepsi dari pemangku kepentingan terhadap bentuk pengelolaan pemberdayaan nelayan di Kabupaten Pesisir Selatan. Penelitian ini menggunakan pendekatan multi-kriteria sistematis untuk mengeksplorasi informasi tentang preferensi para pemangku kepentingan mengenai tujuan apa yang mereka anggap penting (apa), langkah-langkah dan strategi untuk mencapai tujuan mereka (bagaimana), dan opsi yang mereka tawarkan untuk meningkatkan tata kelola pemberdayaan. Hasil penelitian menunjukkan bahwa masing-masing stakeholder memiliki preferensi, dan langkah-langkah yang berbeda di dalam melihat tata kelola pemberdayaan, tetapi mereka memiliki opsi yang sama tentang bentuk tata kelola pemberdayaan yang  dianggap efektif yaitu pengelolaann pemberdayaan yang mampu melibatkan atau mengakomodasi banyak pihak. Sehingga, hasil penelitian ini menyarankan terbentuknya pengelolaan pemberdayaan nelayan yang berbentuk kolaboratif antara stakeholder yang ada di Kabupaten Pesisir Selatan. Dengan cara ini pemberdayaan nelayan dapat lebih baik dalam memfasilitasi kepentingan dan partisipasi dari stakeholder.

Organizations turn to multistakeholder partnerships (MSPs) to meet challenges they cannot handle alone. Combining insights from collaborative governance, performance management, and health technology assessment (HTA) literature, this study develops an integrated framework to systematically measure and monitor the performance of HTA network programmes. This framework is validated throughout an action research carried out in the Italian HTA network programme for medical devices. We found that when building up collaborative performance management systems, some elements such as the participation in the design and the use of context specific performance assessment framework, facilitate their acceptance by managers and policy makers especially in high professionalized and sector-specific organizations because it reflects their distinctive language and culture. The hybrid framework may help health authorities and policymakers to understand the HTA network, monitor its performance, and ensure network sustainability over time.
