My discussion considers how crisis dramatically changes social relationships and interaction patterns within a multicultural context. Specifically, I note the inherent social asymmetry of multicultural configurations, thus rendering it vulnerable for the dominant ethnic/racial group, the ethnocracy, to exact symbolically and materialistically punitive measures against minorities during periods of national crisis. I situate my discussion of dramatically changed social interactions in the post- September 11, 2001 period, when the attacks on the World Trade Center towers triggered nativism against Arab Americans, or any group phenotypically similar to the construction of “Arab.” I note how this nativism is not new but is a historical and consistent articulation of the ethnocratic stratum that retracts the American identity and notions of citizenship away from minorities during times of national crisis. The discussion concludes with how American multiculturalism is still full of unresolved ethnic and racial symbolisms that hark back to nineteenth century attempts by the White power structure to idealize, culturally and phenotypically, the constitution of an “ideal” American.

This paper analyses Yan Fu’s translation of the title and the key terms in Thomas Huxley’s Evolution and Ethics and shows that his unfaithfulness was mainly due to his personal intention to inspire the Chinese people to fight against foreign enemies and the feudal system in late nineteenth-century China. In his famous The Heavenly Theory of Evolution, the translation of Evolution and Ethics, Yan Fu added the traditional Chinese value of ‘heaven’ by translating ‘evolution’ as ‘heavenly evolution’ in order to make Darwin’s theory more acceptable and easier to understand by target readers. When he translated terms such as ‘competition’ and ‘natural selection’, Yan Fu borrowed the slogan of the Westernizing reform to explain the relationship linking evolution, competition and selection. Yan Fu wanted to arouse people’s attention to the theory of evolution and hoped they would use evolutionary thought as a theoretical weapon to save themselves and the country from a national crisis. His unfaithful translation appealed to the scholars to make them spread the theory through their social influence.

PurposeA working group of Masters in Management of Library and Information Science (MMLIS) Librarian Faculty was formed to address diversity, equity, inclusion, accessibility and anti-racism (DEIA + AR) specifically in pedagogy and curriculum, resulting in actionable items and recommendations that will ensure the program is promoting diversity, equity, inclusive, accessable and anti-racist strategies, curriculum, resources and pedagogical practices in our classrooms.Design/methodology/approachThe Working Groups charge was designed to begin the work of dismantling the inequitable power structures which will lead to more equitable opportunities and access for marginalized groups that will become leaders in information sciences in the future.FindingsThe efforts of the DEIA + AR Working Group resulted in several supplemental documents in addition to the formal recommendations including curricular and pedagogical best practices, a terminology document (establishing a shared language), a commitment document, recommendations, and a resource repository.Practical implicationsA working group of MMLIS Librarian Faculty was formed to address DEIA + AR specifically in the program's pedagogy and curriculum, resulting in actionable items and recommendations that will ensure the program is promoting anti-racist strategies, curriculum, resources and pedagogical practices in our classrooms.Social implicationsThis process study has value and impact for academics from any discipline to learn about one University's MMLIS program prioritizing DEIA + AR in program development, curriculum and pedagogical practices.Originality/valueThe converging events of the international pandemic and the national crisis of inequity in the United States in 2020 prompted a renewed commitment by the MMLIS program at the University of Southern California (USC) to revisit the program's DEIA policies and procedures and add anti-racism constructs into the curriculum.

The first part of the chapter describes the legalisation of domestic violence. The Criminal Code criminalises domestic violence, including several areas of domestic violence such as emotional, physical, economic, and sexual violence. Two main limitations are that the Criminal Code does not sanction verbal abuse, and the police are obliged to file a criminal complaint ex officio only if domestic violence involves serious physical injuries. In all other cases, it is upon the request of the victim to file a criminal complaint against the offender. The second part of the chapter describes the roles of the different front-line agencies in responding to domestic violence; the police, the Child Protection Perceiving and Reporting System, the Guardianship office, the family support and child welfare services and the different NGO's that operate crisis management and different helplines. The next part of the chapter introduces the work of the National Crisis Telephone Helpline as a good practice of cooperation between stakeholders that helps victims of domestic violence and human trafficking through a free of charge telephone line. The last part shows the main challenges and shortcomings characterising the handling of domestic violence in Hungary.

IntroductionIn South Korea, non-pharmaceutical interventions such as mask-wearing, hand washing and social distancing were strictly implemented to prevent the spread of COVID-19 after a national crisis alert was raised to the highest level early in the pandemic (23 February 2020). We aimed to investigate changes in the occurrence of respiratory diseases at the national level after the COVID-19 outbreak.MethodsThe study period was from 1 January to 1 August 2019 (213 days) and from 1 January to 31 July 2020 (213 days). Based on the National Health Insurance Service data, we analysed changes in the numbers of patients treated for respiratory diseases. The changes in the numbers of individuals using public transportation and visiting the theatre were investigated to assess the effect of social distancing after the national crisis alert was raised. Differences in daily cumulative numbers (DDCNs) in 2020 were calculated as follows: (daily cumulative number in 2020)–(cumulative number for that day in 2019). A change over time in DDCNs of <0 was taken as indication that the numbers decreased from 2019 to 2020. Segmented regression analyses were performed using generalised least squares method to identify changes in trends of DDCNs of patients treated for respiratory diseases and individuals using public transportation and visiting the theatre.ResultsAfter the national crisis alert was raised to the highest level, DDCNs of patients treated for respiratory diseases, individuals using public transportation, and those visiting the theatre exhibited a significant daily decline by 53.18 per 10 000 inhabitants (95% CI −65.86 to −40.49), 48.19 per 1000 inhabitants (95% CI −62.05 to −34.32) and 25.30 per 5000 inhabitants (95% CI −36.30 to −14.30), respectively, compared with before the national crisis alert was raised.ConclusionNon-pharmaceutical interventions to prevent the spread of COVID-19 significantly reduce the incidence of respiratory diseases.

As education leaders are making plans for how to use American Rescue Plan funds, Maria Ferguson considers what lessons they might learn from the American Recovery and Reinvestment Act in 2009. Like the tranches of funding being provided to schools as COVID relief, the ARRA funds were meant to help schools grapple with a national crisis, in that case the Great Recession. To receive funds, states had to commit to certain reforms that aligned with President Barack Obama’s education agenda. However, the funds were not enough to enable state, district, and school leaders to accomplish the desired goals, and the political heat generated by the Common Core State Standards didn’t help. Today’s funds come with more flexibility than in the ARRA era, but, once again, money may not be enough to accomplish what’s needed.

The article outlines the Government of the Republic of Ireland response to the COVID-19 pandemic and explores implemented measures to overcome the negative changes caused by the coronacrises in economic, political, and social life. The study examines the period from March 2020 to June 2021, when the country experienced three waves of pandemic. It required the adoption of unique rapid measures. The problems caused by the increase in the incidences of coronavirus are considered in the context of the global crisis along with the realities of the EU and the specifics of the development of Ireland. There is no doubt that the strategy chosen by the Government of the Irish State has reduced the damage from the first wave of the pandemic as much as possible, stopped the rapid growth of the disease during the second round and continues to contain the infection and carry out recovery measures at the present stage. Transparency, a commitment to an open data policy, the use of media to inform the population have led to a high level of compliance among the general public with the various medical and non-medical measures introduced by the Irish Government.

The article deals with the issue of identifying required material reserves, also referred to as strategic or emergency reserves. These reserves are managed by state authority as part of national crisis preparedness. The article explores how scenarios can be used as a method for planning, i.e. determining adequate, realistic, and affordable material reserves. A scenario-based analysis, well proven in the defence planning domain, is identified as a method offering a high degree of analytical rigor and traceability of resulting requirements. Selected planning scenarios clearly must reflect national threat/hazard and risk assessments. They also have to reflect other important national policies, such as those governing economy, industry, health care, or environment. The illustrative conduct of the initial steps of the proposed method is demonstrated using Latvia’s security policy circumstances.

As in a number of other continents, Africa experienced a wave of student and union protests in May 1968. One of its epicenters was in Senegal, based at the University of Dakar, also known as the “eighteenth French university,” where students from France and almost all Francophone Africa were directed. The events of May 1968 in Senegal were primarily caused by local factors, although similarities with the global youth protest movement can also be found. Initially ignited by a student revolt over the conditions of scholarships, the movement spread to high school students and workers’ unions, gaining the support of the working classes, while the party-state relied on the army’s loyalty as well as the support of marabouts, the Muslim leaders. This in turn expanded the crisis, first from Dakar to other parts of the country, then from Senegal to the native countries of the students who had been arrested and expelled after the university campus had been stormed by the police. At the crossroads between an escalating student strike, a student movement infiltrated by political opposition or foreign influence, a rebellion against neocolonialism, as well as a sense of weariness due to difficult social and economic circumstances, May 1968 in Senegal resembled a protest against the personal power of President Senghor as well as a demonstration led by young people who, like their counterparts abroad, wanted to change the world. The national crisis, in a context of international turmoil and in interaction with global issues, ended on September 26, when the four-month high school strikes satisfactory ended.
