In view of the uncertainty of evaluation indicators for water resources carrying capacity the theory of set pair analysis is adopted. The samples are preliminarily classified by calculating the connection degree between the samples and evaluation indicators. Then the samples are further ranked through the identity, difference and antagonism set pair analysis. The weights of evaluation factors in the model are obtained from the avail value of data reflecting the information entropy, by which the weight allocation is more reasonable. The application result of this model to an example is compared with those obtained from integrated evaluating methods and the attribute recognition method. It shows that the proposed method is practical and reasonable.

Since the reform and opening up, with the rapid development of economy and society, China's water resources are facing severe challenges. However, there is no recognized best method for the evaluation of water resources carrying capacity. The evaluation process is either subjective and random. Either the researcher relies too much on the inherent information of the sample and ignores the subjective initiative. The results of both evaluations are not objective and fair. The entropy weight method is used to determine the weight of sample index, and the water resources carrying capacity is comprehensively evaluated through the coupling of the Philo model. Taking Hefei City as an example, the evaluation results are scientific, reasonable and authentic, which can provide reference for the comprehensive evaluation of water resources carrying capacity of related cities.

Abstract In order to describe the micro motion between the connection number components and seek a more applicable evaluation model, quantitatively evaluate and analyze regional water resources carrying capacity (WRCC). Firstly, an evaluation index system and grade standards of regional WRCC were constructed. Then, a method for determining the connection number was proposed, which considered the micro motion between the connection number components in system structure. Finally, built an evaluation model based on set pair analysis (SPA) and partial connection number (PCN) that used subtraction set pair potential (SPP) to identify vulnerability factors, and identification results were compared with total partial connection number (TPCN). The model was applied to Huaibei City, Anhui Province, China. The results showed that: the WRCC grade value was between 2 and 3 that was poor; the support and regulation subsystem grade value was between 2 and 3, and the pressure subsystem grade value was between 1 and 2. SPP identified that the support force and regulation force subsystem were the vulnerable subsystems. Eight indexes such as water resources per capita, rate of ecological water consumption and density of population were the main indicators causing the poor WRCC, which were in good agreement with the local measured data. In addition, the SPP and TPCN are compared to further verify rationality of the connection number determination method and reliability of the identification results. The model established in this paper has strong applicability and can also be used for the dynamic evaluation of other resources, environment and ecological carrying capacity. The results in this study can provide a scientific basis for water resources management and decision-making.

Water carrying capacity assessment is to reveal the relationship between water resources, population, and economy, fully use water resources, and make economic development go hand in hand with protection of water resources, which simultaneously promote sustainable social and economic development. Based on the analysis of water resources carrying capacity defined, according to the measure of the demand for sustainable use of water resources, using a combination of quantitative and qualitative methods to construct water resources carrying ability evaluation index system with three aspects of socio-economic systems, environmental systems and water systems, gives the five evaluation criteria, proposed set pair analysis to evaluate it, analyze the advantages of set pair analysis, and finally select Gaochun as case study areas, provide a new method for the carrying capacity of water resources.

It is of great significance to establish a scientific and reasonable water resources carrying capacity evaluation system and evaluation method on the basis of studying the interdependence and mutual relations of water resources, society, economy and the ecological environment. This can guide water resources utilization and economic and social development planning, and promote the sustainable development of water resources and the socio-economic system. Projection pursuit technology can achieve automatic index selection and index weight confirmation. When used to assess water resources carrying capacity, the subjectivity and uncertainty of index weights can be avoided. Meanwhile, it can also be used to optimize the index system, and can improve the accuracy of evaluation results and discrimination. In this paper, the projection pursuit grade model of water resources carrying capacity is established. The evaluation criteria are determined by combining the theory with practice. Grades I to IV indicate that the water resources capacity declines gradually. This is the first study of water resources carrying capacity in four municipalities in China. The results show that the water resources carrying capacity of the four municipalities in 2012 belong to the third level, Chongqing is close to the second level and Tianjin is close to the fourth level.
