This paper employs the global Malmquist Luenberger (GML) index and the System Generalized method of moments (GMM) estimation method to investigate the influence of both environmental regulation and financial development on green total factor productivity in 41 cities of the Yangtze River Delta (YRD) in China from 2003–2019. We select the relevant input-output data to measure the green total factor productivity (GTFP) and its decomposition index including undesirable output. The results show that the GTFP and its decomposition index in the YRD have a slow fluctuating upward trend. The YRD mainly depends on improving the level of technological progress and environmental governance to promote the improvement of regional economic green development level. The empirical research results show that there is an inverted U relationship between environmental regulation and GTFP in the YRD, too strict environmental regulation will inhibit the growth of green total factor productivity. By adding control variables, the inflection point of environmental regulation is 0.5034, which is lower than that without control variables. There is a strong interaction and superposition effect between financial development and environmental regulation, which is closely related to the established financial cooperation mechanism, perfect financial system arrangement and cross-regional financial cooperation platform in the YRD. Government intervention should be reduced, the introduction of foreign capital should be controlled appropriately, foreign capital should be guided to green industries, and the use efficiency of foreign capital should be improved. This paper holds that we should pay attention to the strength of environmental regulation, prevent overcorrection, increase the guidance of credit funds, deepen the reform of the financial system, appropriately intervene in the market by the government, strengthen the guidance of foreign capital, and promote the development and transformation of the green economy in the YRD region with the help of several policies.

With the acceleration of industrialization and urbanization, the Yangtze River Economic Belt (YREB) is facing many environmental problems that need to be solved in the process of development. This paper aims to analyze the environmental governance effects of nine provinces and two municipalities in the Yangtze River Economic Belt from 2009 to 2018. Firstly, based on the input-output index, the slacks-based measure (SBM) undesirable model and Malmquist (ML) index were used to measure the green total factor productivity (GTFP) of the YREB from 2009 to 2018. The results showed that the technological progress index contributed the most to the GTFP of the YREB, followed by the pure technical efficiency index and the scale efficiency index. Environmental regulation has no significant impact on the GTFP of the YREB. Secondly, by analyzing the effect of environmental governance in the YREB, the results show that the main reasons for the ineffective environmental governance in the YREB are the redundant input of environmental resources, excessive unwanted output, and low harmless treatment rate of municipal solid waste, rather than the low level of urban environmental management. Finally, this paper provides recommendations for the ineffective provinces and municipalities of the YREB to further optimize the input-output factors of environmental governance.

The Yangtze River Basin (YRB) is an important area for China’s economic development and environmental governance. The aim of this paper is to analyze the total factor productivity across 97 cities in the YRB from 2005 to 2016. Based on the input and output indicators from 2005 to 2016, this paper selects the SE-SBM model to measure the environmental regulation efficiency (ERE) of 97 cities in the YRB and then uses the DEA–Malmquist index to measure the total factor productivity of the region. Results suggest that the overall ERE in the YRB is weakly ineffective, while ERE in the central and eastern coastal areas is relatively high. ERE matches the economic foundation and development of the city. YRB environmental regulation efficiency was in descending order in the middle stream, upstream, and downstream. The efficiency of regional environmental regulation shows an N-type development trend, with obvious characteristics of phased development. Moreover, the total factor productivity of the YRB has shown a downward trend. The scale efficiency index and the technical efficiency index have positively boosted the total factor productivity, while the technological progress index has dragged down the total factor productivity of the area. The contribution to the total factor productivity index is in order of scale efficiency, technological progress index, and technological efficiency index in the downstream. The overall inputs and outputs of the YRB have great development potential. The inputs have not been fully utilized, the outputs have not been maximized, and the regional differentiation is significantly observable.

Under the low-carbon background, with the aid of the Malmquist–Luenberger SBM (Slack-based Measure) model of unexpected output, the green total factor productivity (GTFP) of the logistics industry in Jiangsu Province, China, was measured and decomposed in this study based on the reality and experience of logistics industry development in 13 cities in three regions of Jiangsu Province in the years 2006–2018 by taking resource consumption into the input system and discharged pollutants into the output system. It is concluded that the environmental regulation (ER) has a significant positive effect on the growth of the GTFP of the logistics industry, and technological progress has become an important endogenous force that promotes the GTFP of the logistics industry in Jiangsu Province. On this basis, a dynamic GMM (Generalized method of moment) model and a Tobit model were constructed to further study the possible temporal and spatial effects of ER on the GTFP of the logistics industry. The research results reveal that the ER can exert both promoting and inhibitory effects on the GTFP of the logistics industry, and there is a temporal turning point for the effects. Besides, the effects notably differ spatially and temporally. Finally, some policies and advice for the green sustainable development of the logistics industry were proposed. For example, the government and enterprises should pay attention to the green and efficient development of the logistics industry and dynamically adjust the ER methods. They should consider the greening of both forward logistics links and reverse logistics system in the supply chain.

Abstract. Observations of atmospheric CO2 mole fraction and the 13C ∕ 12C ratio (expressed as δ13C) in urban airsheds provide constraints on the roles of anthropogenic and natural sources and sinks in local and regional carbon cycles. In this study, we report observations of these quantities in Nanjing at hourly intervals from March 2013 to August 2015, using a laser-based optical instrument. Nanjing is the second largest city located in the highly industrialized Yangtze River Delta (YRD), eastern China. The mean CO2 mole fraction and δ13C were (439.7 ± 7.5) µmol mol−1 and (−8.48 ± 0.56) ‰ over this observational period. The peak monthly mean δ13C (−7.44 ‰, July 2013) was 0.74 ‰ higher than that observed at Mount Waliguan, a WMO (World Meteorological Organization) baseline site on the Tibetan Plateau and upwind of the YRD region. The highly 13C-enriched signal was partly attributed to the influence of cement production in the region. By applying the Miller–Tans method to nighttime and daytime observations to represent signals from the city of Nanjing and the YRD, respectively, we showed that the 13C ∕ 12C ratio of CO2 sources in the Nanjing municipality was (0.21 ± 0.53) ‰ lower than that in the YRD. Flux partitioning calculations revealed that natural ecosystems in the YRD were a negligibly small source of atmospheric CO2.

Abstract. The Yangtze River Delta (YRD) and the megacity of Shanghai are host to one of the busiest port clusters in the world, the region also suffers from high levels of air pollution. The goal of this study was to estimate the contributions of shipping to emissions, air quality, and population exposure and characterize their dependence on the geographic spatiality of ship lanes from the regional scale to city scale for 2015. The WRF-CMAQ model was used to simulate the influence of coastal and inland-water shipping, in port emissions, shipping-related cargo transport on air quality and, population-weighted concentrations, a measure of human exposure. Our results showed that the impact of shipping on air quality in the YRD was attributable primarily to shipping emissions within 12 NM of shore, but emissions coming from the coastal area of 24 to 96 NM still contributed substantially to ship-related PM2.5 concentrations in YRD. The overall contribution of ships to PM2.5 concentration in YRD could reach to 4.62 μg/m3 in summer when monsoon winds transport shipping emissions onshore. In Shanghai city, inland-water going ships were major contributors (40–80 %) to the shipping impact on urban air quality. Given the proximity of inland-water ships to urban populations of Shanghai, the emissions of inland-water ships contributed more to population-weighted concentrations. These research results provide scientific evidence to inform policies for controlling future shipping emissions; in particular, stricter standards could be considered for the ships on inland rivers and other waterways close to residential regions.

This paper is based on the input-output panel data of logistics industry in 30 provinces and regions in China from 2005 to 2017, using nonparametric DEA model to evaluate the green total factor productivity of logistics industry, and build a panel threshold model to empirically test the nonlinear impact of environmental egulation. It is found that environmental regulation has a double threshold effect on green total factor productivity of logistics industry, the estimated threshold values are 89.85 and 211.27 respectively; when environmental regulation is at a low level below 89.85, environmental regulation has a positive effect of 2.09% on green total factor productivity of logistics industry, when environmental regulation is in the intermediate stage of 89.85 to 211.27, environmental regulation has a positive improvement effect of 6.41% on green total factor productivity of logistics industry; when environmental regulation is at a higher level than 211.27, environmental regulation has a negative inhibitory effect of 1.57% on green total factor productivity of logistics industry. Based on the empirical conclusion, this paper puts forward: First, using the performance assessment as the baton to urge the local government to establish an effective environmental regulation system; second, the government should plan to guide the green transformation and upgrading of the logistics industry to avoid “one size fits all” environmental regulation.
