China has already committed to peaking carbon dioxide emissions by 2030 and achieving carbon neutrality by 2060 (referred to as the 30·60 Target), which has brought both daunting challenges and great opportunities to the automobile industry in China. However, there is still a lack of comprehensive and in-depth studies on the challenges, paths, and strategies for reducing carbon emissions to fulfill the 30·60 Target in automobile industries. Therefore, this paper proposes low-carbon development strategies for China’s automobile industry. This study’s method is to integrate the results from different literature to summarize the status, challenges, opportunities, and refine the coping strategies for carbon emission of the automobile industry. The results indicated that the paths for achieving the 30·60 Target include joint carbon emission reduction by upstream and downstream enterprises inside the industry. It also needs cross-industry and cross-sector coordinated decarbonization outside the industry. Meanwhile, the low-carbon policy and regulation system should be established to provide a direct driving force and fundamental guarantee for the low-carbon development of China’s automobile industry.

Electrically excited synchronous motor (EESM) is widely used in many large equipment drives because of its strong overload capacity, high efficiency, and adjustable power factor. The research and development of a high-performance EESM control system can realize the high combination of energy-saving speed regulation and green environmental protection and has a high social effect and economic value. In this paper, the signal injection method is used to obtain the initial rotor position information of EESM. Sliding Fourier transform is used to improve the initial position angle detection method based on the rotor signal injection method, and the improved method is compared with the traditional voltage integration method. Rotor high-frequency signal injection method was used to detect the rotor position information of the motor during operation, and the influence of the damping winding on the rotor signal injection method was analyzed. On the premise that the damping winding had no influence on the method, a method of obtaining the rotor position information of EESM without a speed sensor was designed. Finally, the speed sensorless regulation system using the initial rotor position detection method is simulated, which verifies the accuracy of the proposed speed sensorless control scheme.

The purpose of this research is to investigate, understand, describe, analyze and get a picture of the legal position of MUI fatwas in the statutory regulation system in Indonesia based on Law No. 12 of 2011 on Making Rules and Hierarchy of Rules.  The method used in this research is normative. The results show that MUI fatwas are not included in positive law and don't have permanent legal power based on Law No. 15 of 2019 on the Amendment to Law Number 12 of 2011 on Making Rules and Hierarchy of Rules, so it cannot be legally applied to all Indonesian people. Also, fatwas of MUI cannot be a legal instrument to enforce legal act or to become the basis for imposing criminal sanctions for those who violate the law. It can only become positive law if the substance is stipulated by the authorized state institutions into laws and regulations as it is outlined in Law No. 15 of 2019 on the Amendment to Law No.12 of 2011 on Making Rules and Hierarchy of Rules.

Stemming from the statistical data on tourism trends during 2018-2020 and author’s own methodology of calculating the efficient tourist multiplier, to determine regularities and factors behind the reaction of the leading world economies to the critical fall in tourist services production under the coronavirus pandemic conditions. The research study is based on the statistical analysis of tourists’ spending impacts on the dynamics of nominal GDP in 48 countries of the world and also on the author’s own approach to determining the efficient tourist multiplier (miniplier in this case) as well as on the hypothesis about the accumulating uselessness of tourist services production. We have detected regularities in the dynamics of tourist multiplier as well as in restructuring of tourist services production in the leading economies of the world under the conditions when the tourist market environment was critically worsening. In the research the trends of tourist multiplier for 2018-2020 were determined and also recommendations on modernization of the state regulation system as well as on corporate strategizing were offered, taking into account the author’s methodology of measuring the tourism efficiency multiplier (miniplier) and accumulating uselessness of tourist services production under crisis.

Aiming at the problems that the cutter frequency of combine harvester is difficult to be adjusted adaptively with the forward speed, and that the missed cut or repeated cut may cause the harvesting loss to increase and the operation effect to fluctuate greatly, the system is designed to regulate the cutter frequency of combine harvester by sections. By constructing the cutter trajectory equation, the influence of the relationship between the forward speed of the harvester and the cutting frequency on the cutting area is analyzed, and the optimum cutting frequency range at different operating speeds is determined. The results show that the error between the actual cutting frequency and the desired frequency of the cutter is less than 0.8Hz, and the maximum relative error is less than 8.6%; the average steady-state adjustment time of the system is 1.3s when the input cutting frequency of the device changes abruptly. The research class provides technical support for the improvement of the combine harvester handling system and the increase of the machine automation level.

Purpose: to highlight the concept of public health system and public health services in Ukraine. Materials and Methods. Scientific methods of analysis, synthesis and generalization were used in order to achieve this goal. Results. Considering in detail the functioning of public health institutions in Ukraine at the national and regional levels, we can note that to ensure the epidemiological surveillance and assessment of health and well-being of the population modern new tools were created. These tools have been used to monitor public health. The basic standards of activity and priorities are used. There are new structures, such as a clear reporting system, financing, monitoring of the quality of labor resources and rendering of services to consumers. The current state of social programs in public health research has shown the presence of a number of theoretical, methodological, economic, organizational, legal problems. Evidence suggests that investing in public health is generally cost-effective for the health care sector, other sectors, and the economy in a broad sense. A clear position of the state is important for the further development of social programs in public health. The state created the basic conditions for the development of such programs and these conditions were important for the initial stage of their formation. It is a need for creation a regulation system of such programs, which will reflect not only tax benefits, but also other preferences for developers of such programs. Particular attention should be paid to overcome the COVID-19 pandemic, which has made significant changes to the number of chronic and acute diseases and to the public health system. Conclusions. The adoption of the Concept for the Development of the Public Health System in Ukraine in 2016 was a driving stage in the modernization of public health in Ukraine and had a positive impact on its development. There are still problems with the need to improve the further development and modernization of the public health system in Ukraine, which ought to be addressed at the national and regional levels, taking into account the international experience of the highly efficient systems in Europe and the World.

LANGUAGE NOTE | Document text in Chinese; abstract also in English. It is an inspiring idea that public participation should be the key factor for determining the human embryo research policy. However, public participation is missing from the Chinese government's vision of an ethics regulation system for scientific research. This article argues that to develop human embryo research policy for China and a new regulation system globally, the most important tasks may be to set rules for public participation and to understand the views on human embryo and cell-based embryo research ethics held by different stakeholders and the Chinese public.
