The Chinese government is committed to its goal of building a resource-saving and environmentally friendly society (RES). The hope is that establishing an RES will accelerate social and economic development, improve resource utilization, and transform industrialization. This paper focuses on the Changsha–Zhuzhou–Xiangtan urban agglomeration (CZTUA) in Hunan Province, which is a pilot for the RES, as an example. A slack-based measure model based on data envelopment analysis was used to evaluate industrial land use efficiency (ILUE), which includes undesirable outputs. We collected panel data from 2003 to 2018 and used the difference-in-differences method to investigate whether the ILUE in the CZTUA has improved since the implementation of the RES in 2007. The results showed that: (1) the ILUE in the CZTUA increased from 0.25 in 2003 to 0.48 in 2018; (2) from 2007 to 2018, the establishment of the RES increased the ILUE in the CZTUA by 24.6%; (3) gross domestic product and the secondary industry structure ratio had key roles in improving the ILUE in the CZTUA; (4) there is an inverted U-shaped relationship between economic development and the ILUE in the CZTUA; (5) since the establishment of the RES, the pollution emission index of the CZTUA has clearly decreased each year. These findings not only provide a reference for the Chinese government for following up the formation of the RES and its promotion in other regions of China, but may also contribute to sustainable economic development in other transitional countries in the world.

With the rapid and unbalanced development of industry, a large amount of cultivated land is converted into industrial land with lower efficiency. The existing research is extensively concerned with industrial land use and industrial development in isolation, but little attention has been paid to the relationship between them. To help address this gap, the paper creates a new efficiency measure method for industrial land use combining Subvector Data Envelope Analysis (DEA) with spatial analysis approach. The proposed model has been verified by using the industrial land use data of 30 Chinese provinces from 2001 to 2013. The spatial autocorrelation relationship between industrial development and industrial land use efficiency is explored. Furthermore, this paper examines the effects of industrial development on industrial land use efficiency by spatial panel data model. The results indicate that the industrial land use efficiency and the industrial development level in the provinces of eastern region are higher than those of the western region. The spatial distribution of industrial land use efficiency shows remarkable positive spatial autocorrelation. However, the level of industrial development has obvious negative spatial autocorrelation since 2009. The improvement of industrial development has a significant positive impact on the industrial land use efficiency.

The implementation of the Beijing, Tianjin, and Hebei coordinated development strategy has seriously increased the influence of land use and urban traffic. Thus, understanding the coordination between urban land and transportation systems is important for the efficient and sustainable development of cities, especially in this rapidly urbanizing era. Urban–industrial land and highway networks are, respectively, primary types of urban land and transportation systems, and have significant impacts on social and economic development. However, limited studies have been conducted to examine the relationships between urban–industrial land and highway networks. Therefore, this paper aims to examine the coupling coordination relationship between urban–industrial land use efficiency, and the accessibility of the highway networks of cities. Specifically, in the context of the Beijing–Tianjin–Hebei (BTH) urban agglomeration, the coupling coordination between urban-industrial land use efficiency and accessibility of the highway traffic network was empirically analyzed. The results show that: (i) The differences in urban-industrial land use efficiency in the BTH region are significant. Capital cities in the BTH urban agglomeration have higher economic, social, and comprehensive efficiency, while in industrial cities, the use of urban–industrial land should prioritize ecological and environmental issues. (ii) Because of its good geographical location Beijing has the best accessibility, with an accessibility index of 1.416, while Qinhuangdao had the lowest accessibility index of 0.039. (iii) In most BTH cities, the urban-industrial comprehensive land use level has fallen behind the highway network development level. The results of this study can provide references for the coordinated development of the BTH urban agglomeration.
