Sustainable development is critical to ensure the future of humanity. Therefore, the assessment and governance of sustainability becomes a central challenge our society is facing. This paper provides a novel ICT framework for addressing sustainable development goals. It is characterized by both local and global considerations, in the context of economic, ecological, and social aspects of sustainable development. The framework consists of three modules: data module, sustainability module, and governance module. Data module integrates data from several sources, processes data, infers knowledge, and transforms data into understandable information and knowledge. The second module implements SDGs at the level of municipality/city, ensures ranking of locally transformed SDGs to arrange them in line with the values and needs of the local communities, and proposes an integrated approach in modeling the social-ecological systems. By implementing governance theories, the governance module permits an effective citizen engagement in governance of SDGs. The ICT framework addresses short-term and long-term SDGs and allows for the vertical and horizontal linkages among diverse stakeholders, as well as for their contributions to the nested rule structures employed at operational, collective, and constitutional levels. Thus, the framework we provide here ensures a paradigm shift in approaching SDGs for the advancement of our society.

<p>An estimated 70% of the world’s poorest people live in rural spaces. There is a consistent differentiation between rural and urban contexts, where the former are typically characterised by weak infrastructure, limited services and social marginalisation. At the same time, the world’s poorest people are most vulnerable to global change impacts. Historic pathways to measuring and achieving poverty reduction must be adapted for an era of increasingly dynamic change, where spatio-temporal blind spots preclude a comprehensive understanding of poverty and its manifestation in rural developing contexts. To catalyse an effective poverty eradication narrative, we require a characterisation of the spatio-temporal anatomy of poverty metrics. To achieve this, researchers and practitioners must develop tools and mobilise data sources that enable the detection and visualisation of economic and social dimensions of rural spaces at finer temporal and spatial scales than is currently practised. This can only be realised by integrating new technologies and non-traditional sources of data alongside conventional data to engender a novel policy landscape.</p><p>Cue Earth Observation: the only medium through which data can be gathered that is global in its coverage but also available across multiple temporal and spatial scales. Earth Observation (EO) data (collected from satellite, airborne and in-situ remote sensors) have a demonstrable capacity to inform, update, situate and provide the necessary context to design evidence-based policy for sustainable development. This is particularly important for the Sustainable Development Goals (SDGs) because the nested indicators are based on data that can be visualised, and many have a definitive geospatial component, which can improve national statistics reporting.</p><p>In this review, we present a rubric for integrating EO and geospatial data into rural poverty analysis. This aims to provide a foundation from which researchers at the interface of social-ecological systems can unlock new capabilities for measuring economic, environmental and social conditions at the requisite scales and frequency for poverty reporting and also for broader livelihoods and development research.  We review satellite applications and explore the development of EO methodologies for investigating social-ecological conditions as indirect proxies of rural wellbeing. This is nested within the broader sustainable development agenda (in particular the SDGs) and aims to set out what our capabilities are and where research should be focused in the near-term. In short, elucidating to a broad audience what the integration of EO can achieve and how developing social-ecological metrics from EO data can improve evidence-based policymaking.</p><p><strong>Key words:</strong> Earth Observation; Poverty; Livelihoods; Sustainable Development Goals; Remote Sensing</p>

Evolutionary Studies (EvoS) examines the emergence and persistence of complex adaptive systems, including human social-ecological systems. Education for Sustainable Development (ESD) aims to empower students with the skills to develop and sustain human social-ecological systems that reflect the shared values of our species. The aims of EvoS and ESD have clear overlaps, and yet these two fields remain as distant islands of thought with few academic bridges between them. This chapter explores the connections between EvoS and ESD from historical, theoretical, and applied perspectives and presents the value of an integrated approach. The authors argue the strengths of this approach include its cumulative evidence base from wide-ranging disciplines, its explanatory power, and its overall simplicity.

Societies frequently generate public infrastructure and institutional arrangements in order to mediate short-term environmental fluctuations. However, the social and ecological consequences of activities dealing with short-term disturbances may increase the vulnerability of the system to infrequent events or to long-term change in patterns of short-term variability. Exploring this possibility requires the study of long-term, transformational change. The archaeological record provides many examples of long-term change, such as the Hohokam who occupied the Phoenix Basin for over a thousand years and developed a complex irrigation society. In the eleventh and fourteenth centuries, the Hohokam society experienced reductions in complexity and scale possibly associated with regional climatic events. We apply a framework designed to explore robustness in coupled social-ecological systems to the Hohokam Cultural Sequence. Based on this analysis, a stylized formal model is developed to explore the possibility that the success of the Hohokam irrigation system and associated social structure may have increased their vulnerability to rare climactic shocks.

The study examined the relationship dynamics of sustainable development goals on poverty and inequality in sub-Saharan Africa: beyond the COVID-19 pandemic. Monthly data were sourced from World Bank Sustainable Development Goals Data Bank, Africa SDG index from 2015 (m01) to 2020 (m12). Both static and dynamic panel analysis techniques were employed in estimating the interrelationship among the seventeen SDGs and cases of COVID-19. The study presents mixed results as it revealed the SDGs having both and either positive or negative short run or long run relationship with poverty, inequality and COVID-19. By implication, some SDGs presents a short-term relationship while some SDGs presents a long-term relationship. In another scenario, some SDGs presents both short term and long-term relationship towards the achievement of No poverty and reducing inequality on or before year 2030. The study therefore recommends that policy should be put in place in sub-Saharan Africa so as to differentiate the SDGs having short term goals from SDGs having long term goals and from the SDGs having both short term and long-term goals towards the achievement of No Poverty and reducing Inequality on or before year 2030.

Humanity shapes freshwater flows and biosphere dynamics from a local to a global scale. Successful management of target resources in the short term tends to alienate the social and economic development process from its ultimate dependence on the life-supporting environment. Freshwater becomes transformed into a resource for optimal management in development, neglecting the multiple functions of freshwater in dynamic landscapes and its fundamental role as the bloodstream of the biosphere. The current tension of these differences in worldview is exemplified through the recent development of modern aquaculture contrasted with examples of catchment-based stewardship of freshwater flows in dynamic landscapes. In particular, the social and institutional dimension of catchment management is highlighted and features of social-ecological systems for resilience building are presented. It is concluded that this broader view of freshwater provides the foundation for hydrosolidarity.

The United Nations’ Agenda 2030 marks significant progress towards sustainable development by making explicit the intention to integrate previously separate social, economic and environmental agendas. Despite this intention, the Sustainable Development Goals (SDGs) which were adopted to implement the agenda, are fragmented in their formulation and largely sectoral. We contend that while the design of the SDG monitoring is based on a systems approach, it still misses most of the dynamics and complexity relevant to sustainability outcomes. We propose that insights from the study of social-ecological systems offer a more integrated approach to the implementation of Agenda 2030, particularly the monitoring of progress towards sustainable development outcomes. Using five key features highlighted by the study of social-ecological systems (SESs) relevant to sustainable development: (1) social-ecological feedbacks, (2) resilience, (3) heterogeneity, (4) nonlinearity, and (5) cross-scale dynamics. We analyze the current set of SDG indicators based on these features to explore current progress in making them operational. Our analysis finds that 59% of the indicators account for heterogeneity, 33% for cross-scale dynamics, 23% for nonlinearities, and 18% and 17%, respectively, for social-ecological feedbacks and resilience. Our findings suggest limited use of complex SES science in the current design of SDG monitoring, but combining our findings with recent studies of methods to operationalize SES features suggests future directions for sustainable development monitoring for the current as well as post 2030 set of indicators.

This paper aims to examine descriptively the management of biodiversity carried out by the Bantul Regency Government as part of sustainable development. Strengths such as conservation of biodiversity and protection of ecosystems by the Government must go hand in hand with sustainable development. The method used in this research is descriptive qualitative, using data analysis obtained by researchers from research results, journals, and the official website of the Bantul Regency Government. The results show that the strategy in managing biodiversity in Bantul Regency is the maintenance of biodiversity using an integrated approach and a long-term perspective. This is evidenced by management that integrates the conservation value of biodiversity ecosystems. The issuance of several Regional Regulations on Biodiversity Management is concrete evidence, ensuring that no extinction or damage occurs in biodiversity in Bantul Regency. Management activities will be a strong foundation for realizing sustainable development through various conservation approaches such as In-Situ and Ex-situ conservation to implement biodiversity management programs in Bantul Regency. Other strategies/methods are creating areas/zones at several points of improvement in the area and their habitat while in the ecosystem.

Assam was the first state in India to have undertaken the Global Sustainable Development Goals (SDGs) as a long-term guiding strategy for development. At the end of five years, before the state election, evaluating the work on SDGs in Assam is essential to follow up on the commitment of the government. But before we start evaluating the SDGs it is important to understand the development road Assam has taken over the last 100-150 years and why we must make a new turn. This study has tried to understand certain loopholes which have hampered the progress of SDGs in Assam along with how much Assam has been able to address its sustainability issues and how we can progress. We have reviewed the performance of the state based upon the official performance index released by NITI Aayog, Government of India. Our review of the index reflects that Assam has performed relatively poorer than the other states of the country. However, the ethnic culture of the region was deeply rooted in nature which the state can now adopt and harness to achieve its SDGs.
