It is necessary to mobilize households so that they make changes to their everyday activities to address climate change. However, in the academic literature, there has been little focus on the perceived barriers to climate change action at the household level. Previous research has also highlighted a need for more studies in Latin America. This study contributes to the literature by filling these gaps. In a face-to-face and online survey administered in Nuevo Leon, Mexico, we asked participants what barriers impede their household from taking action to address climate change. Using thematic analysis, seven main barriers were identified: (i) everyday life; (ii) awareness of climate change; (iii) lack of perceived locus of control; (iv) physical limitations of the dwelling; (v) social, (vi) regulatory; and (vii) economic. Given the significant potential effects of climate change in the Nuevo Leon region, a better understanding of the barriers that prevent households from addressing climate change will inform the development of targeted guidelines and strategies to address changing climate.

Household-level mitigation and adaptation actions are important because households make a significant contribution to greenhouse gas emissions and are severely affected by climate change. However, there is still very little understanding of the factors that influence household-level mitigation and adaptation action. From a review of literature, we identified the factors that potentially influence climate mitigation and adaptation actions of households, which we then tested using survey data from 622 households in Nuevo Leon, Mexico. Nuevo Leon is a major emitter of greenhouse gasses and is a state where climate-related disasters are recurrent and expected to increase in frequency and severity. Results from ordinal regression analyses showed that perceived knowledge and financial self-efficacy greatly influenced the extent of household-level action taken. To a lesser extent, the age and educational level of the respondent also affected action. Respondents pointed out the need to know about different aspects of climate change. An implication of our study is the value of recognizing the importance of perceptions, as mitigation and adaptation actions are shaped by perceptions of climate change alongside socio-demographic characteristics. This may have significant implications for policies and campaigns promoting household-level action to increase resilience to climate change.

Purpose Research has demonstrated that governance of disaster risk reduction (DRR) and climate change adaptation (CCA) have evolved largely in isolation from each other – through different conceptual and institutional frameworks, response strategies and plans, at both international, national and subnational levels. As a result, the management of disaster risk through DRR and CCA is highly fragmented. The purpose of this paper is to investigate the set of actors and their location in government that create and shape governance in DRR and CCA integration within the Southern African Development Community (SADC) member states. Design/methodology/approach The study draws upon a range of data collection techniques including a comprehensive literature review relating to DRR and CCA in general and in the SADC member states, face-to-face interviews and an online survey. A mixed method research design was applied to the study with a total of 35 respondents from Botswana, Madagascar, Malawi, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe participating in the face-to-face interviews and an online survey. Findings The analysis shows that DRR and CCA are carried out by different departments, agencies and/or ministries in all but three SADC member states, namely, Mozambique, Mauritius and the Seychelles. Participants were able to highlight the different ways in which integration should unfold. In light of this, the paper proposes a normative model to integrate government organisations for DRR and CCA within SADC member states. Originality/value The implementation of the model has the potential to accelerate the integration of organisations for DRR and CCA, with the resultant improvement in the implementation of risk reduction strategies and efficient use of resources.

Abstract The current young generation are living through socio-historically situated intersecting crises, including precarity and climate change. In these times of crisis, young people are also bearing witness to a distinctive global wave of youth-led activism involving protest actions. Much of this activism can be deemed dissent because many young activists are calling for systemic change, including the radical disruption, reimagining and rebuilding of the social, economic and political status quo. In this interdisciplinary article, between politics and peace studies, we investigate how the concept of peace plays an important role in some young dissent, and specifically the dissent of young people taking action on climate change. We observed that these young environmental activists often describe their actions in careful terms of positive peace, non-violence, kindness and care, in order to express their dissent as what we interpret as positive civic behaviour. They also use concepts grounded in peace and justice to navigate their economic, political and social precarity. Based on a youth-centred study, drawing on insightful face to face semi-structured interviews in Britain and France with school climate strikers, Friday For Future (FFF) and Extinction Rebellion (XR) activists, we explore how young environmental activists themselves related their dissent, and especially how they attached importance to it being non-violent and/or peaceful. Stemming from our findings, we discuss how young environmental activists’ vision of violence and non-violence adapted to the structural and personal violence they face at the complex intersections of young marginalization, global inequalities and injustices in the lived impact of climate change and the policing of protest.
