The assessment of an investment is currently carried out by using mainly financial tools. This work presents a new model for the assessment of the sustainability of an industrial investment and focuses on the development of a holistic framework with the use of indicators. With the use of multi-criteria decision analysis, the framework evaluates a total of eighteen (18) alternative indicators in order to select the optimal bundle to be used for the assessment of future industrial investments. The proposed indicators are selected based on relevant data from the literature, taking into account the principles of prevention, planning and designing. The alternatives are assessed over four (4) criteria, namely environment, society, economy and technology, which are grounded on the principles of sustainable development. Depending on the special characteristics of the programme that is foreseen to fund the potential investments, the decision-maker is provided with a hierarchized set of indicators over which the alternative investments could be optimally assessed in parallel with widely used indicators that strictly assess economic performance. In the present work, twelve (12) different scenarios are examined, incorporating different values in the coefficients of the criteria. For the majority of the scenarios examined (a sensitivity analysis is also provided), the alternative indicator that is assessed with the highest score is “Resource Savings”, followed by “Recycling” and “Research, Innovation, Development”.

Objectives:The aim of this study was to adapt and assess the value of a Multi-Criteria Decision Analysis (MCDA) framework (EVIDEM) for the evaluation of Orphan drugs in Catalonia (Catalan Health Service).Methods:The standard evaluation and decision-making procedures of CatSalut were compared with the EVIDEM methodology and contents. The EVIDEM framework was adapted to the Catalan context, focusing on the evaluation of Orphan drugs (PASFTAC program), during a Workshop with sixteen PASFTAC members. The criteria weighting was done using two different techniques (nonhierarchical and hierarchical). Reliability was assessed by re-test.Results:The EVIDEM framework and methodology was found useful and feasible for Orphan drugs evaluation and decision making in Catalonia. All the criteria considered for the development of the CatSalut Technical Reports and decision making were considered in the framework. Nevertheless, the framework could improve the reporting of some of these criteria (i.e., “unmet needs” or “nonmedical costs”). Some Contextual criteria were removed (i.e., “Mandate and scope of healthcare system”, “Environmental impact”) or adapted (“population priorities and access”) for CatSalut purposes. Independently of the weighting technique considered, the most important evaluation criteria identified for orphan drugs were: “disease severity”, “unmet needs” and “comparative effectiveness”, while the “size of the population” had the lowest relevance for decision making. Test–retest analysis showed weight consistency among techniques, supporting reliability overtime.Conclusions:MCDA (EVIDEM framework) could be a useful tool to complement the current evaluation methods of CatSalut, contributing to standardization and pragmatism, providing a method to tackle ethical dilemmas and facilitating discussions related to decision making.

<p>The construction of infrastructure projects represents a large sustainability impact, both positive and negative. Increased positive and reduced negative impacts can be achieved through better design and planning of the construction. To make more sustainable choices, well-defined predictive sustainability assessment methods are required. Multi-criteria decision analysis (MCDA) is a well- suited method for predictive sustainability assessment. This paper evaluates two MCDA methods for sustainability assessment of infrastructure construction and exemplifies their application with two case studies. The aim of this paper is to discuss if the methods are suitable for identifying the most sustainable alternative during the procurement process of an infrastructure project. It is recommended that MCDA methods are further developed to comply with the recently published EN standard on sustainability assessment of civil engineering works.</p>
