Digitalization can increase resource and energy productivities. However, the production and usage of information and communication technologies (ICTs) require materials and energy, and the application of ICTs fosters economic growth. This paper examines whether digitalization helps or hinders an absolute decoupling of environmental throughput from economic growth. The paper combines the literature on “green IT” and “ICT for green” with studies on decoupling, i.e., the relationship between economic growth, technological change, and environmental throughput. The paper identifies several strains of the decoupling debate and connects them to the environmental implications of digitalization. We focus on the relation between digitalization and (1) the question of finite non-renewable energies, (2) the environmental Kuznets curve, (3) the role of energy consumption for economic growth, (4) efficiency improvements vis-à-vis rebound effects, and (5) the role of general purpose technologies for resource and energy demand. We find that the empirical basis regarding digitalization’s relation to these four aspects is still weak and hence, further research is needed. Comparing the mitigating and the aggravating impacts of digitalization, we conclude that a more active political and societal shaping of the process of digitalization is needed to make ICT work for global environmental sustainability.

This paper focuses on the relationship between Information and Communication Technologies, GDP growth and productivity in the Central and Eastern European (CEE) countries. It elaborates on measures of the digital economy/information society, emphasizing the role of complementary factors to ICT that are crucial for the productive use of these General Purpose Technologies. The paper discusses the impact of technical progress, induced by the development of ICT, on sources of economic growth by describing changes in the contribution of ICT capital and non-ICT capital, labour and TFP to GDP growth in the CEE and EU-15 countries.

In this chapter, the authors elaborate on the concepts of e-Government and e-Governance and place these concepts in the broader context of the introduction and diffusion of information and communication technologies. The question that is being addressed is “what should an effective and pro-active e-Government do?” For that purpose, the ICTs are not only considered general purpose technologies, but recognized as the driving force of an unfolding technological revolution. As such, a recurrent pattern in techno-economic and socio-economic development can be discerned that goes back to the First Industrial Revolution in Britain around the late 1700s and early 1800s. It is argued that appreciating the fifth instance of this pattern and recognizing the challenges each transition invokes can inform the policy formation process and make policy action more effective. In the broader context of roles that governments may assume, a stepwise approach is introduced to address the many challenges the diffusion of ICTs is bringing about in the economic and social realm, aimed at reaping the benefits implied in the new techno-economic paradigm.

This study investigates the role of Information and Communication Technologies (ICT) investment and diffusion on Pakistan’s economic growth by proposing the threshold level of ICT investment. At our proposed level, the ICT imports significantly enhance the intermediate inputs to capital goods, ultimately enhancing economic growth. For this empirical investigation, we use the maximum available data on technological innovation and investment, ranging from 2003 to 2018. Incorporating the structural breaks, the results of regression analysis reveal that Pakistan’s economic growth is unaffected by ICT development. However, we observe the mixed shreds of evidence on the ICT investment. Following existing literature, we use ICT goods exports and imports as a proxy for ICT investment. Interestingly, the economic growth of Pakistan is again unaffected by the ICT goods exports. However, we observe that a one percent increase in ICT goods imports enhances economic growth by 1.73 percent. Then, we extend this analysis to the threshold approach, which reveals that ICT imports affect the overall economic growth when the ICT goods imports reach the level of 4.13 percent of the total imports. At this threshold, the ICT goods import significantly enhances the intermediate input to the capital goods, leading to higher economic growth. Therefore, the policymakers should ensure that the ICT goods import must be greater than the 4.13 percent of Pakistani imports.

Abstract The development of information and communication technologies (ICTs) has significant economic and social impacts at both the global and regional level. Some of these implications have been perceived as positive and unexpected. While both the positive and negative social and economic impacts have been highlighted in the literature, opinions on these impacts remain ambiguous. Those aspects considered to be advantageous include faster communication, ease of use, development in the range of services and revenues, and an increase in individuals’ free time allowance. ICT penetrates all branches of the economy as a set of general purpose technologies. New information and communication technologies ease everyday life, serve as tools to help people in extreme situations, e.g. accidents, illnesses or natural disasters, and are also the pillars of contemporary entertainment media. The usefulness of ICT has been stressed and loudly disseminated to a large extent by the media. On the other hand, these new technologies sensitize society in quite new ways to the well-known natural hazards that people have encountered in the past.

If we want to convert our rural population into knowledge driven, progressive, self sufficient, self reliant, sustainable society, the role of Information and Communication Technologies (ICT’s) cannot be ignored. Timely availability information is considered as most important factor in Indian agriculture. At present ICT is the technology of this millennium. Transferring the developed technology to all end users is time-consuming and tiresome task and is often not completed due to paucity of resources and lack of manpower. In India, agriculture and rural development has gained significantly from ICT due to its widespread extension and adoption. In this era of internet, ICT is committed to provide real, timely accurate authentic information to the farmers and rural peoples.
