Based on the 286 green consumption policy documents issued from 1989 to 2019 at the national level, we analyzed the stage of documents issued, the intergovernmental relationship network of the policy issuing units, and the evolution of the green consumption policy system. The results revealed that: (1) the development of green consumption policies had undergone three stages (i.e., initial stage, preliminary development stage, and deep development stage). For the issuing units, collaborative decision-making by multiple units is a significant phenomenon in the current green consumption policy field; (2) the green consumption policy focus had evolved from placing an initial emphasis on pollution control and clean production to constructing a circular economy and encouraging ecological environmental protection; (3) in respect to the research topic, the results of high-frequency keywords indicated that six clusters were generated, and these included industrial pollution, green product certification and labeling, resource conservation and energy-saving technological development, environmental protection and the energy ecological cycle, the low-carbon economy, and publicity and social participation.

Our country is in a low carbon economy development period, this paper described the whole evaporative air cooler is based on energy conservation and environmental protection thinking of development, this paper described the development history of air cooler in energy conservation and environmental protection, the main body of the thinking of equipment design and each index assessment, in a large number of experimental data are put forward on the basis of the concept of "full evaporation", according to the requirements of the indicators and process requirements of equipment parts for detailed design of equipment, automatic control design, form the mechanical and electrical integration, energy conservation and environmental protection, automatic control, full evaporative air cooler and heat exchange equipment.

With the theme of ecological environment and low-carbon economic of the 21st century, the environmental protection industry possesses a huge market potential. Strengthen our environmental protection industry can create enormous economic as a new industries. Our environmental protection industry has already achieved certain progress, but it has still a large margin from the reality of the claim and the level of developed countries. In view of the problems in our environmental protection industry, this paper analysis the development status of China’s environmental protection industry, based on the prospect of environmental protection industry, propose measures of accelerating the development of China's environmental protection industry, which will push China's environmental protection industry into a new development stage.

In the context of globalization and low-carbon economy, the Chinese government has drawn up a number of policies and policy experiments to carry out low-carbon economy. But these policies are not perfect, there are still some problems in the formulation process to adapt to the phenomenon of the low level of the national development, the high degree of the “input level”, the policy pilot of the promotion. In response to these phenomena, this paper proposes innovative mechanisms to promote the policy system. The establishment of low-carbon-based government to improve public participation in policy development, the strategies that track the pilot survey of policy, the use of a combination of scientific method such as qualitative and quantitative development of low carbon policy, the low-carbon cycle mechanisms and publicly available information system will be conducive to low-carbon economic policies favorable operating in China.

A low-carbon economy reach is a win-win configuration of a kind of economy that zoology and economy coordinate development. This paper researches on the low carbon economy development based on the view of the logistics industry, therefore the paper discusses two respects: first, interaction mechanisms between the logistics and ecological environment; second, feedback relationship between the logistics and the economic development. However, the traditional logistics can only make economic development, but not be able to achieve environmental protection. Finally, it comes to the necessity of the development of the low-carbon logistics, in addition puts forward the methods and measures for the low-carbon logistics.

The proposition of low-carbon tourism concept gave birth to the new developing rules of scenic area. Understanding the connotation of low-carbon scenic area and build the evaluation and certification of low-carbon scenic area as quickly as possible, which is the theoretical basis of low-carbon transition in scenic area. This paper builds a concept model of low-carbon Scenic Area by referring to the UN Commission on Sustainable Development (UNCSD)'s DSR (Driving — Status — Response) model, and understands the connotation of low-carbon scenic area from five levels which include development stage of scenic area, resources and environment, emission-reduction technology, consumer operation, policy concept. On the base above, to construct the evaluation system of low-carbon scenic area by choosing four level indicators including low-carbon resources evaluation, the development evaluation, the awareness evaluation and the experience evaluation , which can provide a reference for the development potential of low-carbon scenic area and provide the theoretical direction and the technical support for the inspect of future low-carbon scenic area, the cooperation of emission reduction projects and the establishment of discharge compensating system.

Green industry evaluation is a necessary part in the development of low-carbon economy and achieve sustainable development in the economic, social and ecological environment. Establishing a system of reasonable indicators is the key to green industry evaluation. From the connotation of green industry, this paper chooses green industry evaluation indicators with the extensive inclusion of green production, green consumption and green environment. Based on the principle of the maximum information content and the principle of eliminating redundant information, it establishes the evaluation indicators system of green industry. The proposed index system exhibits universal features of selection methods. Furthermore, the indexes of green industry formulated by authorities, such as EMCA, and designed for cities, such as Beijing and Shanghai in China, are described in terms of mass-elected indexes; these indexes can also provide important reference for green industry development in other similar cities, particularly coastal cities.
