Achieving the ambitious Sustainable Development Goals of the 2030 Agenda requires strong and accountable institutions. However, the focus on sustainability outcomes set forth in the Agenda’s 17 SDGs has side-lined the debate on accountability mechanisms to ensure effective policy implementation. Six years into the adoption of the 2030 Agenda, it is time to assess progress made in this regard. Drawing on theories of public interest and rational choice, this paper argues that horizontal accountability between different state organs will be key to the emergence of national SDG accountability regimes. We provide evidence on monitoring and evaluation mechanisms for SDG progress based on an original database (AccountSDG) built through a document analysis of 136 Voluntary National Reviews (VNR) submitted between 2016 and 2019. Our analysis provides the first systematic cross-national empirical analysis of the role assigned to parliaments, Supreme Auditing Agencies (SAI), and National Human Rights Institutions (NHRI) in national processes of SDG implementation. We conclude that horizontal accountability, especially the role of SAI and NHRI, remains under-institutionalized in most countries. We conclude by discussing best practices and addressing the most important lacunae, as well as by pointing out limitations of our study and avenues for future research.

That National Human Rights Institutions (NHRIs) play an important role in the protection and promotion of human rights is a well-known fact. This has been widely acknowledged by the United Nations (UN). Also well-known is the fact that several African countries have enacted new constitutions during the last two to three decades. One of the most salient features of those new constitutions is that they establish NHRIs, among other things. Given their unique role and mandate, these NHRIs can and do play an important role in the realisation of the sustainable development goals contained in the UN 2030 Agenda for Sustainable Development. Adopting a case study approach, this article explores the role NHRIs have played in the promotion and protection of human rights in selected African countries and implications for sustainable development in those countries. The main argument is that there are several lessons African countries can learn from each other on how their NHRIs can more meaningfully play that role. Accordingly, best practice and comparative lessons are identified and it is recommended that NHRIs can contribute to sustainable development more meaningfully if they can make themselves more relevant, credible, legitimate, efficient and effective.

The global framework set forth by the United Nations 2030 Agenda and its Sustainable Development Goals (SDG) include water resources in their scope, which emphasizes how water assets and society well-being are closely intertwined and how crucial they are to achieving sustainable development. This paper explores the role of hydropolitics in that Post-2015 Development Agenda and uses Brazilian hydropolitics set to reach SDG6 as a case study.

Purpose In light of the emphasis on “inclusion” in the sustainable development goals (SDGs), the notion of social inclusion encompasses the goal of granting opportunities for disabled people, integrate them and make them participate in the new environment. Referring to the capability theory, the purpose of this study is to examine the role of information and communication technology (ICT) in the social inclusion of disabled young people in Lebanon. Design/methodology/approach This paper uses a qualitative approach based on a series of focused semi-structured interviews with 11 participants occupying key positions in aid associations for disabled people. Findings The findings suggest that smart technologies can enhance social inclusion through three key factors: the nature of impairment and other personal characteristics of disabled people, the resources available to them and the environmental aspects provided by government policies and society’s cultural practices. In the contemporary society characterized by an increasing role of ICTs, the findings of this research could contribute to lead the developing countries to a sustainable and inclusive world through social inclusion of their youth. Research limitations/implications This study has some limitations that should be mentioned. First, it was conducted only on a small sample size (with 11 interviewees). Further empirical research must be conducted on larger sample to build and elaborate on the findings. Second, the results are mainly based on the points of view of people working in aid associations for disabled people. In future research, semi-structured interviews can be carried out with the disabled people themselves or with members of their family to ask them about their personal experience with smart technologies and the impact of this on their social inclusion. It was also suggested that the future research should explore the challenges of inclusion for different categories of disabled people separately because they are not all facing the same issues and the same challenges. Furthermore, as this paper focuses on the role of smart technologies in the development of social inclusion of disabled people, future research could take place with other groups, for example, Palestinian and Syrian refugees, to identify whether these groups are experiencing similar challenges and barriers when trying to use smart technologies as a way to enhance their social inclusion. Practical implications Related to a larger and broader approach, social inclusion of disabled or marginalized people or refugees in developing countries could be a way to commit to a sustainable and inclusive world, in alignment with the eight goals of the Millennium Development Goals. The 17 Sustainable Development Goals (SDGs) of the United Nations 2030 Agenda for Sustainable Development intends to improve efforts of governments, societies, and companies to deal with major social and environmental problems affecting contemporary societies. From a business perspective, companies can find a propulsive boost of innovation looking at different models of production and use of services/products. This new perspective is radically changing the ways companies and consumers interact, and the role of companies in supporting the achievement of SDGs through service innovation is becoming pervasive. In addition, the emerging digital economy represents a great opportunity opening up to sustainability-oriented service innovation and firms are developing their competitive advantage based on the introduction of new digital business models. This chapter explores this issue through an explorative case study based on the MyTaxi business model. Implications for managers and researchers and opportunities for future research are highlighted.

The United Nations Convention on the Rights of Persons with Disabilities (CRPD) was adopted and ratified with unprecedented support from states, including those on the African continent. In large measure this was precipitated by the remarkable work of disabled peoples’ organisations (DPOs). However, CRPD ratification is only the first step in a long process which African states parties must undertake to manifest the treaty's provisions in the lived experiences of persons with disabilities. This article examines opportune avenues for advocacy by African DPOs to engage with constitutional and statutory reform processes, disability-specific policies and their implementation, strategic litigation and national-level development planning. In doing so, we draw on the rich experiences and best practices already evidenced by many of these civil society organisations in domesticating provisions of the CRPD into legal, social, political, economic and institutional frameworks across Africa. We also examine the CRPD's intended role for DPOs and consider the manner in which their further empowerment would advance the treaty's objectives. Finally, we consider the relationship between DPOs and national human rights institutions, and articulate areas for collaboration. We conclude that the experiences of African DPOs in translating the CRPD into meaningful social change can be replicated, thereby more effectively actualising the rights of persons with disabilities on the continent.

Most research on outsourcing looks at cost-driven, resource-based or transformational motives to understand outsourcing decisions at the company-level. This article brings in the workers’ perspective, which is a topic that has not been the focus of attention of most previous studies. The article takes cross-national data for 18,264 companies in 18 European economies to examine the role of worker power on outsourcing decisions. According to the results from multilevel logistic analysis and contrary to the authors’ expectations, worker power relates to a higher likelihood of outsourcing. This article concludes with some thoughts on this finding and presents some directions for future research.

This review examines the role of schooling in the life course of individuals, focusing on the timing and sequencing of schooling in the transition to adulthood. First, I examine conceptual issues in the study of schooling and the life course, drawing heavily on the sociological literature. I then consider the timing and sequencing of schooling in the transition to adulthood in the United States, and the consequences of variations in the timing and sequencing of schooling for adult social and economic success. I then discuss the role of social structure, norms, and institutional arrangements in the transition to adulthood, with special attention to cross-national comparisons with the U. S. and historical changes within countries. I conclude with speculations regarding trends in the role of schooling in the life course, and some directions for future research on this topic.

The World Health Organization Commission on Social Determinants of Health (SDH) places great emphasis on the role of multi-sector collaboration in addressing SDH. Despite this emphasis on this need, there is surprisingly little evidence for this to advance health equity goals. One way to encourage more successful multi-sector collaborations is anchoring SDH discourse around ‘sustainability’, subordinating within it the ethical and empirical importance of ‘levelling up’. Sustainability, in contrast to health equity, has recently proved to be an effective collaboration magnet. The recent adoption of the Sustainable Development Goals (SDGs) provides an opportunity for novel ways of ideationally re-framing SDH discussions through the notion of sustainability. The 2030 Agenda for the SDGs calls for greater policy coherence across sectors to advance on the goals and targets. The expectation is that diverse sectors are more likely and willing to collaborate with each other around the SDGs, the core idea of which is ‘sustainability’.
