Symbolic narratives, such as an “ivory tower”, a “grey zone”, or a “black box” tell us about the gap between university and society, and academia and industry. Recently, they have been replaced by the Quadruple Helix model, which closes the gap by connecting four main stakeholders—government, university, industry, and society, into an innovation ecosystem. However, the roles of the different stakeholders are often blurred and difficult to define, and it is difficult to develop a basic approach to implement responsible innovations in industrial ecosystems in general. On the other hand, the interactions between stakeholder groups, especially universities and industry, are not sufficiently demonstrated in both scientific literature and empirical studies. We note that the responsible research and innovation (RRI) approach should facilitate a framework of shared taxonomy among stakeholders. By highlighting this situation, we follow the paradigm of emerging thinking and we seek to fill this knowledge gap theoretically and empirically. Therefore, in this study, we combined several strategies and perspectives. First, we conducted survey research concerning social capital in Poland and Lithuania to understand the impact of social capital and trust on stakeholder cooperation. Second, we conducted interviews with scientists who actively work to transfer knowledge into industry. Third, we utilized field notes from working experiences in research management. This work has theoretical and practical implications. The theoretical contribution of the paper demonstrates the construction of methodology based on emerging perspectives, and new theoretical insights, on professional discourses for implementing the responsible innovation approach in industrial ecosystems, by highlighting the commitments of main stakeholder groups. Practical input: our insights and empirical research will contribute toward sustainability policymaking and achieving substantial results in industrial ecosystems. The results indicate that if there is trust, then the government, companies, and society (in Poland and Lithuania) would be willing to cooperate with each other. However, there is a lack of trust and cooperation between universities and businesses. Stakeholders have become increasingly aware of the emergence of a science and industry cooperation as an open platform, enlarged with society and policies. They note the problem of making research public and transparent as part of a new mode of cooperation; however, they articulate RRI as a framework of shared taxonomy.

The management of Australian public universities has changed dramatically over the last two decades with the decrease in public funding across teaching and research sectors. This has forced a strategic repositioning of universities and likewise a rethink on value generation and its translation into various revenue streams. The aim of this paper is to provide an analysis of current government innovation policy and university capabilities to support the translation of innovation, and in so doing explore the possibilities of a Quadruple Helix innovation approach to building new models for education. The paper begins by examining the significant role innovation plays in developing economic wealth, and a discussion of the triple helix framework that identifies the complex collaborative relationships between universities, government and industry. The development of a Quadruple Helix Innovation Model, which places the user at the centre of the relationship, highlights the importance of capabilities in the transmission mechanisms driving innovation. We argue that the measurement of appropriate capabilities formed through collaborations amongst key stakeholders will be critical to new business models. Universities are encouraged to embrace the user value driven business models to provide the innovation, execution and disruption necessary to quadruple the impact on national growth.

Amidst a rapidly expanding population, Indian cities are unable to keep pace with the growing demand for efficient and adequate urban services especially in the sectors of water, waste and energy. This practice note looks at the WRI India approach of developing a powerful value accelerator platform to scale innovative solutions for gaps in service delivery in collaboration with the quadruple helix stakeholders of government, private sector, academia and citizens. This note summarizes the impact, experiences, and lessons learned from the TheCityFix Labs India held between September 2018 and September 2019, which was supported by the Citi Foundation. This note also assesses the existing innovation ecosystem and the potential for on-the-ground demonstrations and pilot projects to mobilise investment and spark policy reform for the successful delivery of sustainable urban services. This note also sheds light on some of the enabling conditions needed to deliver sustainable infrastructure, and issues that must be addressed to enable innovative small players and new entrants to participate.

The paper deals with economics of social capital which is defined as the capacity of society for collective action in pursuit of common good. Particular attention is paid to the interaction between social capital and formal institutions, and the impact of social capital on government efficiency. Structure of social capital and the dichotomy between its bonding and bridging forms are analyzed. Social capital measurement, its economic payoff, and transmission channels between social capital and economic outcomes are discussed. In the concluding section of the paper we summarize the results of our analysis of the role of social capital in economic conditions and welfare of Russian cities.

<p><strong>A</strong><strong>bstract</strong><strong>. </strong>This study aims to determine the effectiveness of the Teams Games Tournament (TGT) learning model to improve student learning outcomes. This research is important because the lecture learning model makes learning meaningless so it impacts on low learning outcomes. This research uses quasi experiment using control class and experimental class. Respondents in this study were students of class X SMK 8 Semarang Academic Year 2017/2018. Sample selection using random sampling, class X1 is <em>used</em> as a control class and X2 is an experimental class. The experimental class was given an intervention by learning Teams Games Tournaments (TGT), while the control class used lecture learning. The effectiveness of the model was measured by the student test analysis method. then analyzed by completeness test and average difference test. BACKGROUND Digital health (DH) innovation ecosystems (IE) are key to the development of new e-health products and services. Within an IE, third parties can help promote innovation by acting as knowledge brokers and the conduits for developing inter-organisational and interpersonal relations, particularly for smaller organisations. Kolehmainen’s quadruple helix model suggests who the critical IE actors are, and their roles. Within an affluent and largely urban setting, such ecosystems evolve and thrive organically with minimal intervention due to favourable economic and geographical conditions. Facilitating and sustaining a thriving DH IE within a resource-poor setting can be far more challenging even though far more important for such peripheral economics and the health and well-being of those communities. OBJECTIVE Taking a rural and remote region in the UK, as an instance of an IE in a peripheral economy, we adapt the quadruple helix model of innovation, apply a monitored social networking approach using McKinsey’s Three Horizons of growth to explore: • What patterns of connectivity between stakeholders develop within an emerging digital health IE? • How do networks develop over time in the DH IE? • In what ways could such networks be nurtured in order to build the capacity, capability and sustainability of the DH IE? METHODS Using an exploratory single case study design for a developing digital health IE, this study adopts a longitudinal social network analysis approach, enabling the authors to observe the development of the innovation ecosystem over time and evaluate the impact of targeted networking interventions on connectivity between stakeholders. Data collection was by an online survey and by a novel method, connection cards. RESULTS Self-reported connections between IE organisations increased between the two waves of data collection, with Small and Medium-sized Enterprises (SMEs) and academic institutions the most connected stakeholder groups. Patients involvement improved over time but still remains rather peripheral to the DH IE network. Connection cards as a monitoring tool worked really well during large events but required significant administrative overheads. Monitored networking information categorised using McKinsey’s Three Horizons proved to be an effective way to organise networking interventions ensuring sustained engagement. CONCLUSIONS The study reinforces the difficulty of developing and sustaining a DH IE in a resource-poor setting. It demonstrates the effective monitored networking approach supported by Social Network Analysis allows to map the networks and provide valuable information to plan future networking interventions (e.g. involving patients or service users). McKinsey’s Three Horizons of growth-based categorisation of the networking assets help ensure continued engagement in the DH IE contributing towards its long-term sustainability. Collecting ongoing data using survey or connection card method will become more labour intensive and ubiquitous ethically driven data collection methods can be used in future to make the process more agile and responsive.
