The regional labour market: demography and economy of the Republic of Karelia

The interaction between demographic and economical factors of the development of the regional labour market is being considered. The analysis of the dynamics of key economical-demographic indexes is completed on the base of the wholly period of market transformation. The idea that the market transformations determined not only the structural changes of the economy, but also the adequate intersectoral displacement of labour resources and so the labour sphere optimization is approved. The defining reaction of the labour market on the structural dynamics of the economy caused the growth of institutional variety of employment’s forms.

The distribution of the labour force by sectors and the country economic structure indicate the economic development level of countries. The traditional sectoral transformation is observed in all countries during the economic development process. Since the establishment of the Republic of Turkey, industrialization has been one of the fundamental development policies to be achieved. As an inevitable result of the development, the sectoral distribution of production and employment changed in Turkish economy over the years. This structural transformation is associated with the transition from primary sector to capital intensive production structure in which the manufacturing and the service sectors expand while the agricultural sector shrinks. However, the agricultural sector is still important in Turkey. Today, approximately one-fifth of the labour force is employed in the agricultural sector. This ratio shows the developing country feature of Turkish labour market despite the industrialization and urbanization policies and the structural changes in recent years. In this context, the aim of this study is to analyze the sectoral transformation of the Turkish economy within the scope of the sectors share in the GDP of Turkey and the share of sectors in the total employment, within the changing structure of the labour market and the level of urbanization.Keywords: economic development, structural transformation, Turkish economy

The relevance of the study is determined by the fact that in order to improve the legislation of the country, it is necessary to study the successful experience of other countries. The purpose of the study is to propose a number of measures that will help improve labour legislation in Kazakhstan. The work uses primarily the analytical method. It is determined by the fact that apart from statutory labour protection rules, some safety standards are contained in collective agreements that speci-fy and sometimes supplement relevant legislative provisions. The paper states the fact that it is necessary to factor in world experience in organizing and operating a system of supervision and control over compliance with labour legislation for the Republic of Kazakhstan. The novelty of the study is that with a study of the legislation on labour regulation in Western countries, the authors identify a number of measures that will be relevant for implementation in the Republic of Kazakhstan. The practical significance of the study is determined by the incompatibility of iso-lation from the outside world, including from the international labour market with objectives of development.

The article discusses the interrelated relationship between education and the labour market. The balance of the labour market-university system is considered as the main problem. It is substantiated that today, with the state system's management, it is possible to achieve greater efficiency. In the absence of public administration, employers and universities find it difficult to find systematized solutions independently. The article presents some of the most relevant solutions, which are more practical for urgent correction of the situation.
