Environmental change is subject to discussion among scientists, practitioners, and policymakers. As increasing threats to both environment and society are on the agenda, alternative management approaches are gaining importance. This paper focuses on the influence of policy changes on flood risk management. There is evidence that shifts in settlement patterns and population growth might influence the dynamics of flood damage and loss. There is increased pressure to intensify land use, but also to keep free spaces for hazard mitigation and adaptation. In this paper, we focus on new regulative and management approaches associated with the implementation of the European (EU) Floods Directive in Austria. The concept of tipping points, which are defined as turning points for system change, has been applied. Based on semi-structured interviews we evaluate whether or not the implementation of the EU Floods Directive has triggered a system change in flood risk management. Our results show that triggers for change are past flood events and a general need for action rather than the implementation of the directive itself. Changes related to the EU Floods Directive are likely to happen in the long-term; however, these cannot yet be determined. The main challenges are associated with transparency and communication between policymakers and the affected society. So far, the requirements of the first policy cycle of the directive have been fulfilled. The second policy cycle will show further outcomes and potential needs.

 Abstract: In a private international law context reflecting significant divergences between the ob­jective choice-of-law rules for matrimonial property regimes, the principle of party autonomy appears as a salutary solution, bringing certainty, predictability and simplicity, while satisfying also the spouses’ substantial interests. The study focuses on the rules devoted to this principle by the European legislator in the (EU) Regulation no 2016/1103, attempting to outline its regime and insisting, particularly, on its admissibility and on the limitations that accompany its practical exercise. Providing a sufficient fra­mework for discussion and helping to illustrate the implications of the European text, the rules of the Romanian Civil Code and of the 1978 Hague Convention on the law applicable to matrimonial property regimes will serve as a benchmark.Keywords: matrimonial property regimes, EU Regulation no 2016/1103, autonomy of will, electio juris agreements, states with more than one legal system, change of the applicable law.Resumen: En un contexto de derecho internacional privado que refleja divergencias significativas entre las reglas objetivas de elección de los regímenes matrimoniales, el principio de autonomía de las partes aparece como una solución saludable, aportando certeza, previsibilidad y simplicidad, al tiempo que satisface también los intereses sustanciales de los cónyuges. El estudio se centra en las normas dedicadas a este principio por el legislador europeo en el Reglamento (UE) n. ° 2016/1103, que intenta delinear su régimen e insistir, en particular, en su admisibilidad y en las limitaciones que acompañan a su ejercicio práctico. Proporcionar un marco suficiente para el debate y ayudar a ilustrar las implicaciones del texto europeo, las normas del Código Civil rumano y del Convenio de La Haya de 1978 sobre la ley aplicable a los regímenes matrimoniales de propiedad servirán como punto de referencia.Palabras clave: regímenes económicos matrimoniales, Reglamento (UE) no 2016/1103, auto­nomía de la voluntad, acuerdo de elección de la ley aplicable, estados con diversos regímenes jurídicos, cambio de la ley aplicable.

The paper presents an inside evaluation of the EuroPsyT project, funded by the EU Leonardo Program in 1999-2001. While standard research usually neglects to reflect on the internal and external constraints and opportunities under which research results are achieved, the paper stresses exactly those aspects: starting from a brief description of the overall objectives of the 11 countries project, the paper proceeds to describe the macro-context and the internal strengths and weaknesses of the project team, the internal procedures of cooperation,. and obstacles encountered during the research process. It winds up in noting some of the project's achievements and with a look towards future research.
