ABSTRACT The purpose of this study is to analyze and assess the implementation of human resource empowerment, implementation of work programs, inhibiting factors in the empowerment of human resources, inhibiting factors in improving the quality of human resources and efforts to improve performance in the Department of Manpower and Transmigration Karawang regency. This research is expected to contribute to the development of economics especially in the field of management science; As a contribution of scientific literature in the field of human resources management, as reference material in scientific writing, as an information material, both for leaders and employees at the Departemen of Manpower and Transmigration Karawang regency in the implementation of performance-based and career management as well as consideration and input for decision making. The research was conducted by using qualitative method of single case study that is; Collect, present, analyze, triangulate and test the validity of data and make conclusions and suggestions. The focus of research in the field of training and job placement of the Department of Manpower and Transmigration Karawang regency. Unit of research respondents: Head of Department, Head of Division, Secretary of Service, Human Resource Consultant and Human Resources Expert. Based on the results of the analysis, the following conclusions are obtained: the implementation of empowerment of human resources has not been implemented optimally, the implementation of work programs based on routine achievement, the factors that hamper the empowerment of human resources are the factors of human habit and discipline, the inhibiting factors Improving the quality of human resources is a factor of work culture that has formed from the first and efforts to improve performance by holding technical guidance of education and job training in the Department of Manpower and Transmigration Karawang regency. The importance study shows is based on the possibility of a company that through proper human resources management strategy achieved an increase in effectiveness and efficiency, and therefore the productivity of business in the conditions of high competition. Strategic management of human resources is an important part of the sphere of management, and is based on a theoretical - practical knowledge in the field of work psychology. Human resource management can significantly influence the behavior of employees, their attitudes and success. People, their skills, knowledge and information are the characteristic of the each organization and can not be copied. It must be borne in mind that human resource management can fail if the pursuit organitzacija hire the wrong people, or if they are not motivated enough to their employed. Human resources management strategy needs to be aligned with the company’s strategy. Basic objectives and methods of human resource management needs to ensure the success of the company. Human resources management strategy has an important operational and managerial function carried out by managers of human reusrse. Management Strategy managers are determined by the quality of employees and their potential. The objectives of human resources management in the organization is directly related to the individual indicators work and results achieved by the employees. From the quality of motivation and stimulation of employees rise to its productivity, loyalty and quality of work. At the organizational level, human resource management strategy should be aimed at increasing the level of average productivity, improving quality, improving working conditions. Planing human resources is achieved competitive strategy of the organization. All of that contribute the most to employees and their productive possibility.

This study aims to analyze the efficiency of human resource management in improving the quality of Muaro Jambi Extraordinary School. This study uses qualitative descriptive methods. Data is collected through observations, interviews, and documentation. The results showed that SLB Muaro Jambi applies two management functions in managing its SDM, namely the planning and implementation functions. Human Resource Management consists of planning the needs and development of educators and education personnel; procurement of capacity building training for teachers and staff/employees. The implementation of human resources involves committees, teachers, and staff/ employees to realize the activities that have been planned. Human Resources Management can effectively improve the quality of education in SLB.

The authors of the article strive to give an analysis of the main aspects of human resource management technology in the practice of transport companies, to identify the problematic issues of their development and to find solutions. The article discusses the criteria for effective human resource management, analyzes the conditions for monitoring the quality of human resource use in a transport company, describes the characteristics of grading as an effective management technology for the motivational component of the personnel in the transport sector. As an experimental base of research, the authors used monitoring the quality of human resources in transport companies of the city of Tyumen - Evrobus 72, IntelInvest, ComfortAuto Tyumen, as well as textual and graphical materials of reports.

Human resource has a very strategic position and it is a prerequisite in building a work culture in an organization or institution. Building a work culture requires professional human resources with integrity, commitment, discipline and responsibility, and exemplary of good behavior. This research aims to describe the creation of a work culture through the models of improving the quality of human resource. The method of the study was a qualitative method with descriptive approach through library research by collecting and analyzing data from various literatures related to work culture and human resources. Based on the results of discussion, it shows that building a work culture should develop the quality of human resources through the various models of enhancing professionalism, integrity, discipline and responsibility, and good exemplary behavior of the employee. The results of this discussion could be a recommendation for all leaders of organizations or institutions and other stakeholders, so that improving the quality of human resources would be helpful for building a work culture

This study analyzes the importance of human resource management in schools by focusing its analysis on human resource management in improving the quality of education at Al-Islam Krian High School, Sidoarjo, East Java. The education system at every level relies heavily on human resources for the implementation of its programs. The success of education in schools is determined by the principal's success in fostering and developing educators and education personnel in schools to improve the quality of education. This research uses a qualitative approach with the type of case study. Data collection techniques are carried out through; observation, interviews, and documentation. The results showed that planning in improving the quality of education was carried out by analyzing human resource needs and mapping positions according to the school's vision, mission, and goals, making job descriptions and job specifications. Existing human resources are then fostered and trained to improve the quality of their resources by those targeted by educational institutions.

Scope: In general, human resource management is a process of carrying out the continuity of duties of organizational members as resources that can support all tasks and functions for the achievement of organizational or institutional goals. In the context of education as a formal educational institution, schools or madrassas strongly emphasize the improvement in the quality of the human. Objective: This study aimed to determine the effort to empower human resource management in improving the quality of Madrasah Aliyah Al Manshury Sungai Bakau Besar Laut. Method: This study used a qualitative approach. The data analysis technique used is an interactive model analysis with stages: data collection, data reduction, presentation of data and conclusions or verification. Findings: This institution has successfully functioning its human resources effectively; staring from well develoed its school profile, school vision and mission, well infrastructure arragement, quality management activities including staff welfare, staff training, assesment of work perforamnace, recruitment, library and practicum laboratory, employers welfare, good staff selection management and quality control. Conclusion: The madrasah has be able to improve the quality of education that has been determined in the vision and mission in achieving its main goal. However, it needs further research for improvement.

The competence of human resources specialists becomes more important nowadays due to the knowledge-based development of society and economics. It affects not only the quality of their own work, but also the efficiency, capacity and motivation of all the employees in an organization. The article deals with the composition of competences of human resources management, the profiles, responsibilities and functions of personnel managers. By means of theoretical studies and empirical research, the functions of personnel management and the related competences have been analysed with the aim to reveal employees’ expectations regarding personnel managers. The analysis has revealed the current situation in organizations. The results of the empiric research have shown which actions of the personnel management that refer to the competence of human resources management are most acceptable by the employees and how they are affected by these actions.p>

This study aims to determine the improvement of human resources quality of the Village Institution through Catur Marga-based Work Culture in Bali Aga Village, Buleleng Regency. A quantitative approach will be used in this study. The data analysis technique used in this study was SEM PLS Version 3.0. The sample is 135 people with t-table values for the significance level α = 0.05 of 1.960. The results showed that there was a positive and significant result in all relationships where the Effect of Catur Marga-based Work Culture on HRM was 4.477. Likewise, the Effect of Catur Marga-based Work Culture on Work Productivity was 31.010, and the relationship of Human Resource Management to Work Productivity was 7.338. From the results, it can be concluded that Catur Marga- based culture work has a positive role because it can provide good results for improving the Quality of Human Resource Management and Work Productivity.

Starting from the fact that the units of local self-government of the Republic of Serbia are not sufficiently oriented towards innovations related to human resources and the environment, the application of quantitative research tradition examines the positioning and understanding of certain procedures and decisions of human resources management regarding the functioning of the environmental protection system, on the one hand, and future strategies for changing the given system, on the other. A series of 105 face-to-face interviews were conducted during the whole of 2016 in 105 of the 191 municipalities in the Republic of Serbia. Examination of the attitudes of the local self-government was carried out using a specially designed closed electronic questionnaire. The results of the multivariate regressions show that the most important predictor of the possible improvement of the environment is the size of the municipality. The remaining variables (e.g., human resources policy, human resources service) did not have significant effects on the ability to improve the environment. In more than half of local self-governments, there was no clearly defined human resources strategy in the field of environmental protection, an environmental protection service, an Environmental Action Plan, as well as an employment plan for waste management in local governments, etc. The research has shown that top managers of local governments agree that the management of human resources in environmental protection represents a significant opportunity to improve the quality of the environment. The results of the research can be used to improve the organization of human resource competence in environmental protection and the quality of a working and sustainable environment in the area of local self-government.
