Kasus stunting di Kabupaten Sleman setiap tahunnya mengalami penurunan, tahun 2015 sebesar 12,86%, tahun 2016 sebesar 11,88%, tahun 2017 sebesar 11,99%, tahun 2018 sebesar 11%, dan ditahun 2019 sebesar 8,38%. Permasalahan stunting tidak dapat diselesaikan oleh satu pihak, melainkan perlu campur tangan dari pihak lain. Maka dari itu tujuan dari penelitian ini adalah untuk mengetahui model collaborative governance, peran setiap stakeholder, dan desain kelembagaan dalan upaya penanggulangan stunting di Kabupaten Sleman. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Data yang diperoleh menggunakan teknik wawancara, observasi, dan dokumentasi. Selanjutnya teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan collaborative governance yang diukur dengan dinamika kolaborasi yakni keterlibatan berprinsip, motivasi bersama, dan kapasitas aksi bersama secara keseluruhan sudah cukup baik, namun beberapa indikator belum berjalan dengan baik, yaitu belum tersedia forum komunikasi secara khusus di tingkat Pemerintah Kabupaten dan masih kurangnya peran swasta. Tindakan kolaborasi berbentuk inovasi kegiatan dalam penanggulangan stunting pelaksanaannya terdapat faktor penghambat seperti penolakan dari masyarakat, kondisi lingkungan kurang sehat, dan pekerjaan orang tua yang mempengaruhi pola asuh. Faktor pendukung sendiri seperti sumber daya manusia, sumber daya alam, dan anggaran. Dampak collaborative governance ini adalah menurunnya angka stunting dan masyarakat lebih teredukasi. Kolaborasi ini menghasilkan desain kelembagaan berupa pola akuntabilitas. Berdasarkan hasil penelitian maka penulis memberikan saran kepada Pemerintah Kabupaten Sleman berupa perlunya melakukan monitoring dan evaluasi, meningkatkan peran swasta, seluruh stakeholder memperkuat komitmen, dan meningkatkan koordinasi antar stakeholder.

Combining insights from collaborative governance, performance management, and health technology assessment (HTA) literature, this study develops an integrated framework to systematically measure and monitor the performance of HTA network programmes. This framework is validated throughout an action research carried out in the Italian HTA network programme for medical devices. We found that when building up collaborative performance management systems, some elements such as the participation in the design and the use of context specific performance assessment framework, facilitate their acceptance by managers and policy makers especially in high professionalized and sector-specific organizations because it reflects their distinctive language and culture. The hybrid framework may help health authorities and policymakers to understand the HTA network, monitor its performance, and ensure network sustainability over time.
