With the collapse of the USSR and the formation of new independent states in the post-Soviet space, the Caspian region gradually turned into a geopolitical space in which focused the attention of the leading world powers. Development the region since that time has led to its dramatic change with the transformation into one of the notable factors of global politics and economy. The key factor that largely determines the condition and development of the economic potential of the Caspian region and hydrocarbon resources are also influencing the geopolitical processes around it. The active development of oil and gas fields in the Caspian region initially raised the issue of ensuring the transportation of hydrocarbons with the aim of exporting them to foreign markets. At the same time, special emphasis is placed both on the expansion of the throughput capacity of the currently operating pipelines and on the implementation of projects for the construction of new ones. The formation of a single transport space based on the balanced development of an efficient transport infrastructure seems to be one of the most serious issues, in a positive solution of which all the Caspian countries, without exception, are interested.

The paper notes that the hydrocarbon potential of the Black Sea-Caspian region is not exhausted, and therefore the development of its resources is intensifying. The exploitation of oil and gas fields is closely associated with negative consequences for theenvironment. Therefore, the geo-environmental features of the area must be studied and taken into consideration. In relation to the Black Sea-Caspian region the authors have identified and described such features as: the diversity of geopolitical, regional-geological, geographical conditions; the factor of stability of the geological environment; oil pollution of the marine environment and the organization of monitoring of oil pollution.

Due to the high relevance of the offshore oil and gas fields’ de-velopment, the authorsexaminethe technology of subsea mining, which is gaining popularity in the Russian Federation. The main types of subsea production system constructions were analyzed and a number of factors, which affect the development of offshore oil and gas fields, were proposed. An algorithm for the software product was created which allows after geo-logical exploration and the discovery of industrial oil and gas recourses to optimize the planning process and to save time and material costs for the company at the preliminary stages of planning. The software product algo-rithm based on such factors asdepth and size of the field, duration of ice season of the region, remoteness of the field from the coast, the level of development of transport infrastructure and the complexity of geological structure.

The article discusses the features of the development of oil and gas fields in the Caspian region by the coastal states. The analysis of the participation in various years of large international companies in the development of oil and gas fields in the waters of the Caspian Sea is carried out. The development of the resource base of hydrocarbon raw materials in the countries of the Caspian region associated with the discovery of new geological structures is considered. Aspects of how the countries of the Caspian region have become full-fledged exporters of hydrocarbons are outlined. The main aspects of the great prospects for the development of the Caspian countries and possible steps in bringing to a new stage of cooperation between the states of the region in the energy, transport and communication spheres are stated. It is indicated that the joint development of the shelf hydrocarbons, which are of international and regional importance, serves to strengthen dialogue and cooperation on dividing the bottom of the Caspian Sea.
