Ethics and ethical principles extend to all spheres of human activity. They apply to our dealings with each other, with animals and the environment. They should govern our interactions not only in conducting research but also in commerce, employment and politics. Ethics serve to identify good, desirable or acceptable conduct and provide reasons for those conclusions. Fair subject selection is the first and foremost concern which must be ensured before initiating a research project.  Which subjects may enroll in the research is determined by the study’s inclusion or exclusion criteria. One of the important aspects of fair subject selection is to have an oversight system through International Review Board (IRB) to review to conduct the research and to have approval whether subject selection is fair or not.

This chapter examines the jurisdiction and structure of tribunals. It then considers two very different tribunals through the use of case studies, namely the Employment Tribunals and the Investigatory Powers Tribunal. Tribunals have existed for many years but have traditionally operated as an oversight system for administrative issues. In recent years, the number of tribunals has increased and their work has begun to involve more complicated legal questions. Tribunals are now, in essence, a parallel system of dispute resolution and their complexity is recognized by the fact that their presiding officers now bear the title of ‘judge’. This chapter examines this parallel judicial system and identifies similarities between and differences from court justice.

The revised Common Rule adopts the reasonable person standard to guide research disclosure. Some members of the research community contend that the standard is confusing and ill-suited to the research oversight system. Yet the revised rule is not as radical as it might seem. During the 1970s, judges started using the standard to evaluate negligence claims brought by injured patients who said doctors had failed to obtain informed consent to the harmful procedures. In its influential Belmont Report, the National Commission recommended application of a “reasonable volunteer standard” to guide IRBs evaluating research disclosures. Evidence also suggests that IRBs often invoke the reasonable person standard in deliberations about consent forms. But past application of the standard has been informal and uneven. Robust application of the reasonable person standard will require researchers and IRBs to learn more about what ordinary people want and need to know about the studies they are invited to join. Input from people with personal experience as study participants could be particularly useful to this effort.

As Artificial Intelligence technology seems poised for a major take-off and changing societal dynamics are creating a high demand for caregivers for elders, children, and those infirmed, robotic caregivers may well be used much more often. This article examines the ethical concerns raised by the use of AI caregivers and concludes that many of these concerns are avoided when AI caregivers operate as partners rather than substitutes. Furthermore, most of the remaining concerns are minor and are faced by human caregivers as well. Nonetheless, because AI caregivers’ systems are learning systems, an AI caregiver could stray from its initial guidelines. Therefore, subjecting AI caregivers to an AI-based oversight system is proposed to ensure that their actions remain both legal and ethical.

ABSTRAK Kinerja organisasi merupakan gambaran mengenai hasil kerja organisasi dalam mencapai tujuannya yang tentu saja akan dipengaruhi oleh sumber daya yang dimiliki oleh organisasi tersebut. Konsep kinerja organisasi juga menggambarkan bahwa setiap organisasi publik memberikan pelayanan kepada masyarakat dan dapat dilakukan pengukuran kinerjanya dengan menggunakan indikator-indikator kinerja yang ada untuk melihat apakah organisasi tersebut sudah melaksanakan tugasnya dengan baik dan untuk mengetahui tujuannya sudah tercapai atau belum. Kinerja pegawai merupakan tingkat pencapaian atau hasil kerja seseorang dari sasaran yang harus dicapai atau tugas yang harus dicapai atau tugas yang harus dilaksanakan sesuai dengan tanggung jawab masing-masing dalam kurun waktu tertentu. Kinerja pegawai juga merupakan prestasi kerja, yakni perbandingan antara hasil kerja yang dapat dilihat secara nyata dengan standar kerja yang telah ditetapkan organisasi.  Jenis penelitian yang digunakan adalah jenis penelitian assosiatif dengan teknik analisis data menggunakan regresi linier berganda. Hasil penelitian menunjukkan bahwa Program Peningkatan Sistem Pengawasan Internal dan Pengendalian pelaksanaan kebijakan KDH tidak berpengaruh terhadap Kinerja Inspektorat Kota Manado, Program Peningkatan Profesionalisme Tenaga Pemeriksa dan Aparatur Pengawasan berpengaruh terhadap Kinerja Inspektorat Kota Manado dan Secara simultan Program Peningkatan Sistem Pengawasan Internal dan Pengendalian pelaksanaan kebijakan KDH dan Program Peningkatan Profesionalisme Tenaga Pemeriksa dan Aparatur Pengawasan berpengaruh signifikan terhadap Kinerja Inspektorat Kota Manado. Kata kunci: besaran anggaran, kinerja inspektorat ABSTRACT Organizational performance represents the work of the organization in discussions which of course will be allocated by the resources owned by the organization. The concept of organizational performance also examines every community organization providing assistance to the community and providing performance appraisal using existing performance indicators to see whether the organization must do its job well and to find out what has been improved or not. Employee performance that determines the results or work results of a person from the target that must be achieved or tasks that must be approved or tasks that must be carried out in accordance with their respective responsibilities in a certain period of time. Employee achievement which is a work achievement, which is determined between work results that can be seen that is real with the work standards set by the organization. The type of research used is the type of associative research with data analysis techniques using multiple linear regression. The results showed that the Internal Oversight System Improvement Program and Control of KDH policy implementation did not contradict the Performance of the Manado City Inspectorate, Professionalism Improvement Program Examining Staff and Supervision Apparatus improved the Performance of the Manado City Inspectorate and the Simultaneous Program for Internal Supervision System and KDH Workmanship and Program Control Services Increasing Professionalism.
