STRUCTURE AND DYNAMICS OF CATCHES OF THE SHURYSHKARSKY DISTRICT OF THE YAMALO-NENETS AUTONOMOUS OKRUG

Анализ статистики уловов Шурышкарского района показал, что в 2015-2020 гг. промысловое значение имели 12 видов рыб, обеспечивая уловы от 8,6 до 10,1 тыс. тонн. Наибольший вклад в уловы по району вносили щука (47 %) и язь (27 %), доля сиговых в этот период снизилась с 22 до 11 %. Доля района в освоении биоресурсов ЯНАО возросла с 13 до 23 %, вклад в общие уловы щуки, леща, язя, окуня и карася в отдельные годы превышал 30 %. The analysis of catch statistics of the Shuryshkarsky district showed that in 2015-2020, 12 fish species were of commercial importance, providing catches from 8.6 to 10.1 thousand tons. The largest contribution to catches in the region was made by pike (47 %) and ide (27 %), the share of whitefish in this period decreased from 22 to 11 %. The share of the district in the development of biological resources of the Yamalo-Nenets Autonomous District increased from 13 to 23 %, the contribution to the total catches of pike, bream, ide, perch and crucian in some years exceeded 30 %.

Developing democracy institutions and citizen participation in state affairs, the world community focuses on postcolonial studies, which allow us to identify new perspectives, set new priorities in various areas, in law and public administration among others. In Arctic countries, postcolonial discourse has an impact on the methodology of research related to indigenous issues, and this makes possible to understand specific picture of the world and ideas about what is happening in the world. Moreover, the traditions of Russian state and governance are specific and interaction between indigenous peoples and public authorities should be studied with a special research methodology which would reflect the peculiarities of domestic public law and aimed at solving legal issue and enrich public policy. The objective of the paper is to present a new integrated methodology that includes a system of philosophical, anthropological, socio-psychological methods, as well as methods of comparative analysis and scenario development methods to involve peripheral communities into decision-making process of planning the socio-economic development in one of Russia’s Arctic regions — the Yamal-Nenets Autonomous District and to justify and further legislatively consolidate the optimal forms of interaction between public authorities and indigenous communities of the North. In 2020, the Arctic Research Center conducted a sociological survey in the Shuryshkararea of the Yamal-Nenets Autonomous District, which seems to limit existing approaches to identifying public opinion about prospects for developing villages and organizing life of their residents. Our proposed methodology for taking into account the views of indigenous peoples can help to overcome the identified limitations.

Purpose: the aim of the thesis – analyze the development of the oil and gas sector of the Yamal-Nenets Autonomous District and assess the influence exerted by them on the socio-economic and environmental dynamics of the region.Methods:the methodological foundations of the research are based on modeling scenarios, analysis of open statistical sources, projected estimates and calculations, projected methods. As open statistical sources were used the data of the official statistics, analytical materials of international organizations, federal and regional authorities.Results:the main result of the research is the author's methodology for assessing regional effects arising from the implementation of investment projects. Based on the created methodology, regional effects resulting from the implementation of investment projects in the Yamal-Nenets Autonomous District were identified, according to the analysis of which developed recommendations to strengthen their localization in the region.Conclusions and Relevance:during the analyzed period the carried out calculations of regional effects showed that the positive direct effects emerge in the economic sector only while indirect ones are too weak in the Yamal-Nenets Autonomous District. In these conditions, the regional authorities face the problem to strengthen the localization of direct and indirect effects in the region, because the investment projects can be a locomotive for the development of the region’s prosperity.
