The article analyzes the development trends of regional medical information systems in the field of health care. The authors pay special attention to the peculiarities of the development of regional medical systems, identify individual and general problems of these systems, and finally draw conclusions about the ongoing development of the legal framework of the Russian Federation in the field of e-health, and as a solution to the identified problems, they propose to form unified rules at the federal level containing general principles and provisions on regional medical information systems, including the electronic health records.

The abstract: the paper presents the urgency of the problem of integrating of medical information systems and external specialized software products. The main goal of the paper is to optimize the process of remote monitoring of the patient’s health with an implanted device. As a result, the integration module of the hospital information system of the Federal state budget foundation “Federal center of cardiovascular surgery” of the Ministry of Health of the Russian Federation (Astrakhan) was introduced, in terms of the patient’s Electronic Health Records (EHR) and Medtronic CareLink remote monitoring system. The ability to integrate various medical systems makes it possible to optimize the processing of electronic medical documents, in particular, routine data collection and processing operations in the patient’s electronic medical record (Electronic Health Records, EHR) in the daily work of a medical specialist.

The article discusses the development of personal data protection. Changes in the legal framework for the protection of personal data in healthcare institutions are analyzed. The necessity of applying a comprehensive approach to the issue of personal data protection is identified and justified, and a software package is proposed that will prevent the leakage of personal data.

Abstract The common issue for medical information systems are missing values. Generally, gaps are filled by statistically suggested values or rule-based methods. Another approach is to use the knowledge of information systems working under the same ontology. The medical incomplete system receives a query unable to answer, because of some unknown patient attributes. So, it has to communicate with other medical systems. The result of the collaboration is collective knowledgebase. In this paper, we propose a measure supporting choice of closest pair of systems. It determines the distance between the two systems. We use ERID algorithm to extract rules from incomplete, distributed information systems. Each constructed rule has confidence and support. They allowed to determine the distance between a pair of medical information systems. The proposed solution was verified on the basis of several “manipulated” medical information systems. Next, the solution was verified in systems with randomly selected data. The satisfying results were obtained and based on them, the proposed measure can be successfully used in medical systems to support the work of doctors and the treatment of patients.
