System of quality and safety management in medical organization. Modern state

The article presents main approaches to provision of quality and safety of medical organization’s activities. The main attention is focused on the issues of implementation of the Suggestions (recommended practice) of Roszdravnadzor on organization of the internal quality and safety control of medical activities, as well as particular points of the Order of June 7, 2019 No. 381n “On Approval of Requirements for organization and conduction internal control of the quality and safety of medical care in hospitals”.

Safety of medical activities as an integrated problem

The combined nature of the factors that threaten the patient and the complex subordination of many clinical risks are the basis of the authors' perception of the safety of medical activity (SMA) as a complex problem, the solution of which should be sought in improving managerial measures of a systemic nature. As structural components of an integrated approach to providing SMA, measures should be implemented aimed at increasing staff motivation, at increasing the level of medical communications, at introducing modern diagnostic and medical technologies, at improving the control and administrative component based on the industrial model of healthcare organization.

The prevention of conflicts with patients as an indicator of the quality of pharmaceutical care

The article presents a study of patients' opinions about the quality of pharmaceutical services by analyzing reports in book of comments and suggestions in pharmacies. The authors have developed and presented algorithms for conflict-free communication of pharmacists in with the patients in a situation of returning (exchanging) a previously acquired medicines due to poor quality ones.

New requirements for hospitals to conduct internal control of quality and safety of medical care: content, goals, prospects

In order to form common approaches for organization and conduction internal control of the quality and safety of medical care, and to assuring mechanisms for continuous improvement of medical processes in medical organizations of the Russian Federation, the Ministry of Health of Russia, together with Roszdravnadzor, developed an Order of June 7, 2019 No. 381n “On Approval of Requirements for organization and conduction internal control of the quality and safety of medical care in hospitals”.

The experience in integrating of medical information systems to help a practicing doctor

The abstract: the paper presents the urgency of the problem of integrating of medical information systems and external specialized software products. The main goal of the paper is to optimize the process of remote monitoring of the patient’s health with an implanted device. As a result, the integration module of the hospital information system of the Federal state budget foundation “Federal center of cardiovascular surgery” of the Ministry of Health of the Russian Federation (Astrakhan) was introduced, in terms of the patient’s Electronic Health Records (EHR) and Medtronic CareLink remote monitoring system. The ability to integrate various medical systems makes it possible to optimize the processing of electronic medical documents, in particular, routine data collection and processing operations in the patient’s electronic medical record (Electronic Health Records, EHR) in the daily work of a medical specialist.

Implementation of quality management system in health care of the Lipetsk region by optimizing internal quality control and safety of medical activities. Results and future prospects

The article describes the experience of implementing a quality management system in healthcare of the Lipetsk region using the example of the “Lipetsk Regional Clinical Hospital”. The approaches to the organization of internal quality control and safety of medical activities as a basic element of a quality management system are shown. There are presented primary results of the audits. The prospects for the further implementation of the quality management system in the healthcare sector are identified.

Quality and safety management of medical care: the experience of the Republic of Kazakhstan (based on the results of the visit of the delegation of Roszdravnadzor)

The article describes the results of the visit of the Russian delegation to the medical organizations of the Republic of Kazakhstan. The greatest interest was aroused by the activity of the Republican Center for Health Development of the Republic of Kazakhstan in organizing and conducting accreditation of medical organizations for compliance with standards in the field of quality and safety management of medical care.
