Housing affordability is an ever-growing concern in rapidly urbanizing countries like India. The need for affordable housing can hardly be overemphasis in India. Government has many policies and programs running for fulfilling the requirement. But it is essential to define affordability standards for the success of any such policies and programs. The Ratio Method, which is currently used as the base for determining affordable housing, doesn’t have the flexibility to match the varied scale and standards across Indian cities. This paper is based on Michel E stone’s residual income’ method to measure housing affordability for India’s million-plus city. It gives a new approach for measuring housing affordability based on the minimum living cost for survival. It uses Poverty Line data (2014) and NSSO economic survey data (2012) for defining the minimum standard of living in the city. Stakeholders can use the city-specific measurement for affordable housing generated from this paper in affordable housing policies and programs.

It explores literature, resale market data and planning policies to address the affordability crisis of housing in the City. It begins by a literature overview of the various definitions of affordability and examines the different historical economic methodologies used by different levels of Canadian governments. This discussion is followed by a millennial demographic analysis of the City of Toronto as a whole, and of the 25 City Wards. Housing market trends are also discussed by considering central principles and potential implications for housing affordability. An income analysis to determine affordability within select Wards is also addressed using the residual income ratio method and economic market constraints. The paper concludes by addressing the issues of affordable housing through planning policies and makes recommendations for policies that relate to the issue on all levels of government. <p>As the world becomes increasingly urbanised, cities are forced to manage significant population increases. Jakarta, in Indonesia, has a significant population that is visibly living below the poverty line which suggests the city was not fully prepared to accommodate the radical growth. With such a large number of people living in poverty, and there being a lack of affordable housing Jakarta faces an issue where a significant number of these people are forced to live in informal settlements, which are spread throughout the city. These informal settlements, known as Kampungs are typically made up of dense clusters of single or two story residential structures packed together in communal areas. The erection of these houses often results in unplanned but functional networks of footpaths. These urban arrangements normally have a lack of sanitary infrastructure. The government’s current plans to mitigate this issue are by forced evictions, and moving the informal settlement residents into subsidised social housing apartment buildings. Generally, people are against these forced evictions and in many cases they are forced to leave, or simply rebuild on top of the rubble of their old homes. How can architecture support the existing social connections within the community, while improving the living conditions of the residents in the informal settlements of Jakarta? This research proposes a community centre design which is able to provide necessary facilities to the informal settlements. Although the residents are not in need of a new housing design, this research focuses on providing facilities to improve the quality of life. The research takes into account extensive site, literature, and precedent analysis; to develop a design criteria which aims to produce positive neighbourhood development. Traditional Indonesian architecture has a heavy influence on the form and construction material, with the intention to give the opportunity for the community to get involved in the construction and maintenance of the building. The final design result is a community centre with a large auditorium space for community gatherings, and support spaces which include emergency accommodation, teaching facilities, exhibition space, workshop space, sanitary facilities, recycling management centre, and retail spaces. This architectural intervention provides a place for the community to come together and to have a better quality of life while still being able to live in their personally constructed and designed homes.</p>

The way housing affordability evolved since WW2 in Greece—and in its capital city in particular—is an example of how the South European welfare system managed, for several decades, to provide socially inclusive housing solutions without developing the services of a sizeable welfare state until global forces and related policies brought it to an end. The increased role of the market in housing provision since the 1980s, the rapid growth of mortgage lending in the 1990s, the neoliberal policy recipes imposed during the crisis of the 2010s and the unleashed demand for housing in the aftermath of the crisis have led to increased housing inequalities and converged the outcome of this South European path with the outcome of undoing socially inclusive housing solutions provided by the welfare state in other contexts. The article follows longstanding and recent developments concerning the housing model in Greece and especially in the city of Athens, focusing on mechanisms that have allowed access to affordable housing for broad parts of the population during different historical periods, and examines the extent to which the current housing model remains inclusive or not. The aim here is to discuss the most important challenges concerning access to decent housing and highlight the need for inclusive housing policies to be introduced into the current social and political agenda.

Chile faces a serious crisis on housing affordability given that most of the population is unable to secure a house. While housing prices between 2008 increased by 70.96%, wages only increased by 20.43%. This article presents the analysis of the housing prices configuration for the main district in the country: Santiago Centro. The assessment focuses on verticalised housing buildings constructed between 2015 and 2019. The article develops an exploratory study on the price of housing in the city of Santiago de Chile, to generate a diagnosis to identify the role played by expectations of profitability when configuring that price. Based on the information generated, we seek to contribute to the discussion on public policies that advance towards the development of affordable housing for households in central communes with high urban value, as is the case of Santiago Centro. We hypothesize that profitability expectations of real estate developers play a key role in the housing prices and an adjustment in the profit ratios may increase the affordability keeping the housing market over profitable rates. The research is relevant due to the lack of data transparency in the Chilean housing market, where access to investment costs, land values, yields and house price formation are not part of the public discussion, even though this implies that many households are facing severe difficulties in paying for access to decent housing.

Urbanization assumes a pivotal role in the economic development of any country. Housing affordability has been broadly perceived as a fundamental issue in making practical assembled condition particularly with regards to developing world urban communities. As a result, a large number of the least urbanized and least developed Indian nations' will confront serious difficulties in giving moderate housing to the urban tenants. This exploration is done to distinguish conceivable indicators for affordable housing in India, particularly in the urban zones. Likewise, it inspects the present view of housing affordability in outlying regions through the improvement of a set of empirical indicators. These indicators are applied to give an incorporated affordability record for each statistical area unit across India.

There has been a recent interest in expanding the focus of deindustrialisation studies to the cities of the Global South. Bangalore, with its long legacy of state sponsored industrialisation, as well as a substantial shift in its economy following economic liberalisation in 1991, presents itself as a suitable case to examine the impacts of industrial transformation. We study the decline of the engineering economy in one of Bangalore’s earliest planned industrial suburbs, Rajajinagar, to understand how industrial restructuring at the city and national scale has affected and reconfigured local economies. Using this case study, we make two main theoretical contributions: one, we bring out shifts at a neighbourhood scale that go beyond the existing literature on neoliberal transformations in Bangalore as well as other Indian cities. Two, the case also allows us to assess the limitations of deindustrialisation as a framework to analyse these changes, and we suggest a modified framework, that of ‘industrial destabilisation’.

As the number of favelas and poor residents of Rio de Janeiro grew quickly by the mid-20th century, they became the object of policymaking, social science research, real estate speculation, and grassroots mobilization. After a decade in which local authorities recognized the de facto presence of favelas but without legally ascertaining the right of permanence, the 1960s and early 1970s witnessed the era of mass eradication. Seemingly contradictory—but complementary—policies also included the development of massive low-income housing complexes and innovative community development and favela urbanization experiences empowered by community organizations with the assistance of experts committed to improving the lives of poor Cariocas (residents of Rio). Favelas in Rio were at the crossroads of a particular interplay of forces: the urgent need to modernize Rio’s obsolete and inadequate urban infrastructure; the new administrative status of the city after the inauguration of Brasilia; and the redefinition of the balance of power between local, municipal, and federal forces in a time of radical politics and authoritarian and technocratic military regimes, Cold War diplomacy, and the transnational flows of expertise and capital.

Diffusion models explore the reasons policies transfer across governments. In this study, we focus on U.S. state level efforts in affordable housing. Drawing predominately from policy diffusion literature, our research examines the determinants of the creation of state Housing Trust Funds (HTFs). We utilize event history analysis with logit regressions and survival modeling to examine how problem severity, neighbor adoption, economic standing, elected leadership, housing investment, and demographics predict state HTF adoption. Results indicate that both problem severity and elected leadership predict the adoption of HTFs. This work improves our understanding of state policy diffusion and efforts in housing affordability.
