This research proposes a methodology to identify critical sections of highways where the location of speeding control may be beneficial. The method relies on a spatial and statistical analysis of infrastructure risks, along with traffic accident frequency and severity. A relevant feature of this methodology is related to its potential to be used in areas where there are no detailed historical records about traffic crashes, which is common in Global South countries. We applied the methodology to a rural road network in Colombia, where a recent law established that technical criteria should support the location of speed cameras. The case study uses accident information from six years, and risk data from a road safety audit carried out in the area under study. Even though historical records of accidents in the area were not fully available, the methodology allowed prioritising speed camera installations in the zone and identifying the relevant variables to define camera location. The relevant variables were the geometric characteristics of the road, traffic flows, risk factors, and proximity to populated centres. The use of speed controls should be part of a road safety management system, which allows defining camera location according to robust technical criteria.

In India there is road network of 33 lakh kilometres of which nearly 65% of the cargo activity and 80% of traveller movement is on the road networks. National Highways constitute around 1.7% of the road network but carry about 40% of the aggregate road traffic. Number of vehicles has been increasing at a normal pace of 10.16% for every annum in the course of the most recent five years. Road safety audit is the formal methodology for getting accident potential and safety potential in the development of new road schemes and the schemes for the improvement and maintenance of the existing road facilities. Accident prevention and accident reduction are the two main strategies in the road safety. In this case study we analyse the NH-65 which is the major highway connecting VIJAYAWADA and HYDERABAD from the 270thKM to 247th KM. The highway carries considerable amount of traffic throughout the day and it has number of conflict points such as villages, industries. Detailed analysis of NH-65 will be carried out from the point of view of safety and geometric design aspects will be performed. This paper aims to identify deficiencies, improving design aspects, enhancing credibility of the roads.

As early as 2001, the Europeen Commision expressedin its White Book the need for assessing the impacts on road safety and conducting road traffic safety inspections with the aim of reducing the number of fatalities in car crashes from 2001 to 2010. In this context, the Directive 2008/96/EC on road infrastructure safety was issued. The purpose of this Directive was to ensure higher level of traffic safety during all phases of the road life cycle, from its planning, designing, constructing to the maintanance of the road already in operation.The said Directive requires for procedures relating to the Road Safety Impact Assessment (RSIA), Road Safety Audit, Network Safety Management (NSM) and ranking of high accident concentration sections (Black Spot Management) and Road Safety Inspection (RSI) to be established and implemented. This paper aims at showing the current state of affairs in countries of the region with regard to the implementation of the road safety inspections. The results of this paper will provide the scientific and expert public with insights into the state of trafic safety of the region’s countries with regard to Road Safety Inspection.

In the three years since the last road safety report was issued, the number of road traffic deaths has continued to increase throughout the Americas, reaching 154,997 deaths in 2016 (latest year of available data). However, the death rate from road traffic crashes has remained stable (15.6 per 100,000 population in 2016 as compared to 15.9 per 100,000 population in 2013). Data presented in this report show that aspects of road safety management, legislation, and post-crash care have improved in some countries. However, the improvements have been modest and it is clear that the Sustainable Development Goal (SDG) target 3.6, to halve road traffic deaths by 2020, will not be achieved... Since 2014, more countries in the Region have implemented road safety legislation. Two additional countries, the Dominican Republic and Uruguay, established laws on drink-driving based on best practice, bringing the total to eight countries. Ecuador implemented legislation on helmet use (resulting in a total of seven countries), Dominican Republic implemented legislation on seat-belts (19 countries in total), while Chile implemented child restraint laws (two countries in total). However, no new speed laws have been enacted in the Region. Overall, four countries (Chile, Dominican Republic, Ecuador, and Uruguay) have amended their laws regarding one or more road safety risk factors to bring them in line with best practice. Despite these legislative developments, enforcement remains a major challenge in most countries...

The need for improving urban road safety, livability, and sustainability is evident. Quantitative estimates and qualitative methods/strategies can be used by road safety practitioners to design safety interventions. This study proposes a flexible integrated design framework for safety interventions on existing urban road segments and intersections that integrates quantitative and qualitative methods. The proposed design framework is divided into four stages of the safety management process: End of Network Screening, Diagnosis, Selection of Countermeasures, and Economic Assessment. Pilot applications of the proposed method were performed on existing roads of the urban road network of the Municipality of Bari, Italy. Results from the application were useful to highlight some possible problems in the different stages of the design process. In particular, the discussed problems include a lack of crash and traffic data, difficulties with defining the road functional classifications, including rural-to-urban transitions, a lack of local inspection procedures, the recurrent problems from diagnosis, difficulties regarding the safety assessment of cycling infrastructures and sight distances, the criteria for grouping countermeasures into sets, and the choice of appropriate predictive methods. In response, appropriate solutions to the highlighted problems were presented. The usefulness of the proposed method for both practitioners and researchers was shown.

The article is devoted to the author's concept development of the short-term road safety management on the federal roads in Russia. The results of development the rule for calculating hazard level depending on the road accidents risk are presented. The mathematical basis of the research is fuzzy modeling. The main stages of modeling are performed using the FisPro software. The concept of acceptable risk has been implemented based on the target values of state programs to improve traffic safety. The developed rule base is the basis for determining the hazard level, which can be the basis for calculating the main parameter of short-term road safety management – the hazard level.

The article is an attempt to present the two modern concepts of safety management systems. The first is the sunflower pyramid used especially in Europe, the second is the ISO 39001 standard (Road Safety Management System) of international scope. The idea and possibilities offered by use of both concepts of safety management, as well as an attempt to assess the impact of their actions on decrease in fatalities in selected EU countries, were presented. As a result of the conducted analyses, a downward trend was noted as to the number of certificates issued for compliance with the ISO 39001 standard in the world, which may indicate an appearance of the more adequate management systems, or other tools or concepts to improve the road safety, or inadequate education society and low level of awareness in this area of stakeholders, including politicians, scientists, producers, drivers (professional and reliable), as well as other road users, including unprotected ones.

IntroductionRoad traffic injuries (RTIs) are the leading cause of preventable death in Qatar; consequently, the country has participated in the Decade of Action for Road Safety (DoARS) coordinated by the United Nations Road Safety Collaboration (UNRSC). Its goal is to reduce the number of road traffic deaths and injuries by 50% by 2020, by implementing road safety activities, in the areas of road safety management, safer roads, safer vehicles, safer road users and postcrash response, the five pillars. This study will evaluate the initiatives and programs implemented in Qatar, during the initial period of the DoARS.MethodsA retrospective process evaluation of the compliance of national road safety activities in Qatar, with global indicators for the DoARS set by the UNRSC was conducted. A web-based online and electronic media search, in both official languages of Qatar: Arabic and English, for data and information on completed or ongoing road safety initiatives and activities implemented in Qatar, from January 1, 2011 to December 31, 2016, was supplemented by personal consultation with relevant stakeholders in the road safety field.ResultsThere was complete compliance for Pillars 1 (Road Safety Management) and 2 (Safer Roads), whereas Pillars 4 (Safer Road Users) and 5 (Postcrash Response) met most of the DoARS indicators, and Pillar 3 (Safer Vehicles) complied with none.ConclusionQatar must continue to implement its present road safety activities within the Action Plan for the DoARS to achieve its goals by 2020. It must, however, implement more new efforts to require safer vehicles and make road users safer, especially those at the highest risk, that is, young drivers, occupants and workers.Level of EvidenceLevel IV.

As a consequence of increasing traffic volume and mobility, road accidents have been a serious problem especially in low and middle-income countries. The number of road accidents in such countries tends to increase every year. Considering different contributing factors to the road accidents, road and its environment have played an important role. Road safety audits and road safety inspections have been worldwide used tools to monitor and to evaluate road projects and existing road sections from the safety perspective. In this study, through the evaluation of different safety auditing techniques applied in the world, a case study on a Nigerian Road Section has been implemented. The expectations from such a study are: (i) To show the main safety deficiencies of the Nigerian road sections; and (ii) To introduce a new tool to the local road authorities to further use it for monitoring their road sections. Based on this study, the audit report was prepared to summarize findings with possible countermeasures.

The realizing and improvement of road infrastructure, of modern road networks provides normal, safe and pleasant road traffic conditions and also help prevent road accidents. The road network, with its constructive characteristics, has to offer optimal conditions for the movement of vehicles, pedestrians and other categories of participants in the road traffic. Starting from the case study of a road sector with heavy road traffic, the current paper analyzes the increase in road safety in Romanian localities along European and national roads through the implementation of specific measures such as setting up sidewalks, installing New Jersey median barriers, expanding the road sectors with 2+1 lanes, replacing normal pedestrian crossings with elevated crossings or with pedestrian crossing with mid-road waiting areas etc.

Road safety is a global crisis and one of the proactive preventive measures for accidents is the Road Safety Audit (RSA). The benefits of RSA are numerous. RSAs have been practiced in many countries following the guidelines of their own. The objective of this study was to compare the contents of the guidelines of selected seven (07) countries. The documents were reviewed and compared in terms of seven (07) critical parameters. The definition of the term “RSA” varied among guidelines. The RSA process was required for different stages of a project in different countries. The attached check lists or forms also varied in terms of contents and in terms of the coverage. The qualifications of auditors or team requirements were unequally emphasized in the documents. The legal liability aspects were not given any emphasis in three of the seven guideline documents. Two country documents did not contain any sample RSA report or any sample case study. Some country documents have good emphasis on some parameters while those lack in other aspects. No RSA guideline document can be called as the best one, as those were prepared considering the local conditions and requirements. Recommendations were made to improve the guideline documents.
