As early as 2001, the Europeen Commision expressedin its White Book the need for assessing the impacts on road safety and conducting road traffic safety inspections with the aim of reducing the number of fatalities in car crashes from 2001 to 2010. In this context, the Directive 2008/96/EC on road infrastructure safety was issued. The purpose of this Directive was to ensure higher level of traffic safety during all phases of the road life cycle, from its planning, designing, constructing to the maintanance of the road already in operation. The said Directive requires for procedures relating to the Road Safety Impact Assessment (RSIA), Road Safety Audit, Network Safety Management (NSM) and ranking of high accident concentration sections (Black Spot Management) and Road Safety Inspection (RSI) to be established and implemented. This paper aims at showing the current state of affairs in countries of the region with regard to the implementation of the road safety inspections. The results of this paper will provide the scientific and expert public with insights into the state of trafic safety of the region’s countries with regard to Road Safety Inspection.

The article is an attempt to present the two modern concepts of safety management systems. The first is the sunflower pyramid used especially in Europe, the second is the ISO 39001 standard (Road Safety Management System) of international scope. The idea and possibilities offered by use of both concepts of safety management, as well as an attempt to assess the impact of their actions on decrease in fatalities in selected EU countries, were presented. As a result of the conducted analyses, a downward trend was noted as to the number of certificates issued for compliance with the ISO 39001 standard in the world, which may indicate an appearance of the more adequate management systems, or other tools or concepts to improve the road safety, or inadequate education society and low level of awareness in this area of stakeholders, including politicians, scientists, producers, drivers (professional and reliable), as well as other road users, including unprotected ones.

The article is devoted to the author's concept development of the short-term road safety management on the federal roads in Russia. The results of development the rule for calculating hazard level depending on the road accidents risk are presented. The mathematical basis of the research is fuzzy modeling. The main stages of modeling are performed using the FisPro software. The concept of acceptable risk has been implemented based on the target values of state programs to improve traffic safety. The developed rule base is the basis for determining the hazard level, which can be the basis for calculating the main parameter of short-term road safety management – the hazard level.

AbstractThe article presents the application of the GWR (Geographically Weighted Regression) model to the description of differences in the level of road traffic safety in individual counties on the example of the Kuyavian-Pomeranian Voivodeship. The GWR model developed for counties, taking into account the diversity of NUTS 3 regions, can be a helpful tool for traffic safety management in voivodships and lower administrative units, and such an approach has not yet been applied.

Various traffic safety efforts that aimed to reduce the number of traffic accident victims on road. Traffic safety is a program to reduce the number of accidents either the consequences. Tendency of road accident causes are human factor, therefore is needed a system approach to handle traffic safety that include four aspects, that is 1) Process; 2) Infrastructure; 3) Management; 4) Coordination and integration. Safer road can not be achieved if only just using the strategy, but the capacity of institution is needed by coordination and integration amongst the ministries of the institution. Coordination and integration as a form of synergy among the ministries of the institution to handle the road safety conducted by sharing the role to handle various road safety related areas by using the Information Resources Information System – IRIS.

The article presents the results of the road safety-targeted research on the influence of driving automation system interfaces, regarding the highway chauffeur scenario. The verification of multisensory test stand operation was planned through the research targeting transfer of control in a driving simulator. Such examination on one hand allowed to verify its efficiency as a whole (as well as its modules), while on the other hand it helped to answer a significant question regarding the efficient and time-minimizing communication form with driver through the HMI. One of the main analyzed, road safety-targeted parameters was time needed for taking over the control of the vehicle. The results of conducted experiment show that providing the RtI information using all interfaces available in the vehicle may not to be the most effective way. The examinees achieved the best results when informed through visual and auditory interfaces (t=3,84 s). The next stage of the research will cover the analysis of the maneuvers made after the control takeover.

Increase in the interest of road safety and threats has influenced the promotion of research conducted in this area. When conducting the analysis of hazards in road traffic, special attention should be paid to the technical condition of the vehicle, the condition of the road infrastructure, the surroundings and the accessibility of the road and the behavior of road traffic participants. Road managers have the opportunity to influence the level of road safety directly, through the modernization and reconstruction of road infrastructure. In order to select effective solutions, it is necessary to conduct systematic research on the level of road traffic safety, accident rates and the effectiveness of implemented solutions. An example of the conducted research are the analysis of traffic participants' behavior. The paper presents an overview of the methods used to study the behavior of road users. One of the presented methods was developed and used as part of the Rector's Grant in 2017 by the Scientific Circle of Electrical Engineering in Transport Systems.

The use of innovative technologies is the most effective and promising way to improve the road traffic safety management system. The relevance of the work is expressed in the need for continuous implementation of innovations in the context of growing disproportion between the sharp increase in the number of vehicles, high traffic intensity, and imperfection of road traffic management (problems of existing infrastructure, poor information support for road users, etc.), which results in road traffic injuries and deaths. In the course of the research, it was found that in the context of the Republic of Adygea, using rumble strips installed at the road shoulder reduces the number of run-off-road collisions by 30%, while using centerline rumble strips reduces the number of cross-over incidents and resultant head-on collisions by 15%

Road safety management begins with a detailed analysis of accidents, which is reflected in Article 24 of the Law of Ukraine “On Road Traffic” which states that when performing repairs and maintenance of roads, streets and railway crossings road maintenance organizations in the first place should take measures for road safety on the basis of accounting and analysis of road accidents, results of inspections and surveys of roads, streets and railway crossings, and especially in emergency and dangerous areas and in places of concentration of road accidents. The problem of reducing the accident rate and reducing the number of victims of road accidents during the maintenance of roads has so far been solved mainly by identifying areas (places) of concentration of accidents with the development of measures to improve road conditions and improve the organization of traffic on them and conducting annual commission spring and autumn inspections of the road network by representatives of road organizations and the police. However, the areas of concentration of road accidents were not fully covered on the road network of local significance due to the lack of accurate reference of the places of accident in the accident registration cards, as well as they were not identified on the streets and roads of cities and other settlements due to the absence of any criteria for their identification and therefore the maximum efficiency from introduction of management of sites (places) of concentration of road accident isn’t reached. The article analyzes the criteria for determining the areas of concentration of accidents on public roads in different periods, examines the dynamics of the number of areas of concentration of accidents and considers other modern opportunities for effective traffic safety management, in particular, inspection (inspection) of existing roads.
