Abstract Transportation has been instrumental in the growth of cultures since the dawn of time, allowing individuals to migrate and goods to be transported. A poorly aligned road not only creates a possible traffic threat but also increases commuting costs and puts a burden on drivers and travellers. As a result, careful decisions are critical in highway construction, both in terms of current needs and the potential growth of the region. A Road Safety Audit is a critical technique for paying detailed attention to road safety during the planning, construction, and maintenance phases of a road. The two key techniques in road safety work are accident reduction and accident prevention. This study focuses on both aspects. The road chosen in this study is another District Road in Bareilly District, Uttar Pradesh. It originates from Fatehganj Paschmi near NH-530 and merges with SH-37 at Baheri. Road Safety Audit is conducted on the road section before opening it to the traffic. This is a two-lane road without a paved shoulder in which Bareilly-Shahi Road also merges from the side at Chainage km 3+400. It has a Major Junction at Chainage km 10+000 which is densely populated Shahi Village. This study is about the road safety measures adopted on the newly built Bhitoura-Shahi-Shergarh-Baheri road and identifies any flaws that could result in an accident or pose a safety risk to road users. It is constructed to liberate people from traffic congestion. During the day, there is a lot of traffic on the road. On the basis of primary and secondary data collection, a systematic analysis of the road section is carried out. The methodology used entails gathering primary data performing a physical survey (inventory) and analyzing the observations, and secondary data from the appropriate authorities. Various recommendations to improve the deficiencies in order to ensure safe and efficient mobility are suggested as per IRC. The plants and tree along the road sides although control pollution of vehicles yet sometimes their branches have to be cut to reduce accidents.

The imbalance population and number of vehicles increasing from year to year with number of roads causing traffic jam. Build toll road is the government's effort to solve traffic jam. The construction of toll roads that carried out by Government is expected to be able reduce traffic jam on arterial roads but in reality, does not reduce traffic jam even though traffic jam still exist on toll roads. Traffic jam causes stress and fatigue and can lead to traffic accidents. Indonesia has a much higher mortality rate compared to other countries. Traffic accidents are influenced by three main factors: human factors, vehicle factors, and road factors. To improve road safety and high number of deaths each year, it will be carried out research by direct observation using the Road Safety Audit (RSA) form of the Kunciran-Serpong Toll Road. The result of this research by direct observation on Kunciran-Serpong Toll Road in general there are still many shortcomings, such as various types of road damage and pavement, there are no signs to bend to the left or right, the drainage system is not good on several roads, and the median is not good because not all segments get fenced. Keywords: Traffic Jam; Accident, Toll; Road Safety AuditAbstrakSeiring dengan pertambahan jumlah penduduk maka jumlah kendaraanpun terus berkembang dari tahun ke tahun, sedangkan panjang ruas jalan tidak dapat menyusul secara signifikan, hal ini mengakibatkan terjadinya kemacetan lalu lintas. Upaya pemerintah mengurangi kemacetan dengan membangun jalan Tol yang diharapkan untuk mampu mengurangi kemacetan yang ada di jalan arteri. namun pada kenyataannya tidak mengurangi kemacetan bahkan jalan tol saat ini juga mengalami kemacetan. Beberapa jalan tol dibangun untuk mengurangi kemacetan yang ada di ruas jalan tol yang lama, karena apabila tidak dikurangi maka kemacetan menyebabkan stres dan lelah fisik, mengurangi produktifitas yang akhirnya mengakibatkan kecelakaan lalu lintas. Indonesia memiliki tingkat kematian yang jauh lebih tinggi dibandingkan dengan negara lainnya di ASEAN. Kecelakaan lalu lintas dipengaruhi tiga faktor utama yaitu faktor manusia, faktor kendaraan, dan faktor jalan. Dalam rangka upaya meningkatkan keselamatan jalan dan mengurangi angka kematian setiap tahunnya maka dilaksanakan observasi langung dengan mengunakan formulir Audit Keselamatan Jalan (AKJ) atau Road Safety Audit (RSA) pada ruas jalan tol operasional. Hasil dari observasi langung pada ruas jalan tol operasional di bawah 1 tahun secara umum masih terdapat banyak kekurangannya, seperti berbagai jenis kerusakan jalan terutama pada perkerasan, tidak adanya rambu peringatan tikungan ke kiri maupun ke kanan dan beberapa rambu lainnya, kecepatan eksisting yang lebih besar dari kecepatan rencana, dan median yang kurang baik karena tidak semua ruas terdapat pembatas

This research proposes a methodology to identify critical sections of highways where the location of speeding control may be beneficial. The method relies on a spatial and statistical analysis of infrastructure risks, along with traffic accident frequency and severity. A relevant feature of this methodology is related to its potential to be used in areas where there are no detailed historical records about traffic crashes, which is common in Global South countries. We applied the methodology to a rural road network in Colombia, where a recent law established that technical criteria should support the location of speed cameras. The case study uses accident information from six years, and risk data from a road safety audit carried out in the area under study. Even though historical records of accidents in the area were not fully available, the methodology allowed prioritising speed camera installations in the zone and identifying the relevant variables to define camera location. The relevant variables were the geometric characteristics of the road, traffic flows, risk factors, and proximity to populated centres. The use of speed controls should be part of a road safety management system, which allows defining camera location according to robust technical criteria.

Enhancing the quality of road travel is one of the main challenges present day traffic engineers and planners face. Travel delays cause loss of millions of person hours each year; and the economic toll of road accidents is staggering. Thus, engineers are always looking at opportunities for reducing delays and accidents. This project evaluates the operational and safety deficiency in a traffic network of nine intersections in the East York region and recommends appropriate and feasible corrective measures. The first phase of the project deals with the evaluation of traffic operations in the network, using simulation and optimization techniques, while the second phase encompasses a road safety audit that attempts to reduce crashes and fatalities. The study reveals that the majority of the intersections in the network are failing operationally, with level of service (LOS) F typical. Although a reduction in delays is achieved by optimization, no substantive improvement in LOS can be obtained by optimization alone. It is recommended that geometry and operations of the critical intersections be altered to enhance quality of service. Analysis of collection data was supported by a site investigation; recommendations for improving safety include relocating traffic signs, improving pavement condition and lighting and installing additional traffic control devices.

This project uses a practical procedure for conducting in-service road safety reviews of existing intersections. The procedure in this project is based on current experience in Canada and other countries and applies road safety engineering research to the Canadian environment. An in-service road safety review is an in-depth engineering study of an existing road using road safety priniciples with the aim of identifying cost-effective countermeasures that would improve road safety and operations for all road users. A review can be done for any road section, intersection, or interchange, and is generally most effective when conducted at locations where a high collision risk has been identified. In-service reviews typically include a structured review of collision history, geometric characteristics, and traffic, operational efficiency and could also include traffic conflict observations and a human factors assessment. The main output from in-service road safety reviews is the identification of road safety problems and the development of cost-effective countermeasures to overcome these road safety problems.

Road Safety Audit is a safety tool that offers promise to help reduce roadway crashes and fatalities. The Transportation Association of Canada (Reference 2) defines a road safety audit as "a formal and independent safety performance review of a road transportation project by an experienced team of safety specialists, addressing the safety of all road users". The purpose of this project was to select a "high risk" corridor in the Region of Waterloo, Ontario and to conduct a Road Safety Audit of the corridor. The audit involved an in-depth study of the accidents that have occurred in the corridor during the last five years. Analysis of the collision data was supported by site visits during which the roadway and intersections were examined in detail to gain an understanding of why collisions occurred and why particular types of collision occurred. Numerous recommendations were developed from the audit process. The recommendations included improving pavement condition, installing new traffic signs, relocating existing traffic signs, reducing the number of driveways at certain locations, improving lighting, installing additional traffic control devices such as red light cameras, and conducting an in-depth study to consider possible geometric improvements. All of the measures suggested are designed to contribute to accident reduction in the corridor. In addition, the report recommends and road safety audit should be widely used in Canada to evaluate and improve the safety of our highway system and to minimize the risk of accidents.
