Education Balanced Scorecard for Online Courses

This case presents a best-practice in higher education, whereby a balanced scorecard approach was used to assess the effectiveness of a distance education (online) course in an accredited business degree program at an Australian public university. The assessment rubric was created by applying the concept of the balanced scorecard (from management science) to measure student performance, satisfaction, as well as content and delivery effectiveness. Performance was derived from the course grades while a validated survey instrument was utilized to gather estimates of all other factors from the students. One of the key lessons-learned in the case was that rather than reinvent the wheel, it was better to reuse accreditation surveys designed for the classroom to assess online courses and leverage the management science philosophy of measuring more than just performance to evaluate program success. Similar scorecard concepts have already been applied in U.S. universities, thus their differences with this case are also discussed.

This chapter investigates how organizations have been adapting their performance measurement practices in response to their adoption of e-business in their business operations. It aims to identify the features and benefits of an effective e-business performance measurement system. Twelve organizations known to have had some success in developing performance measurement systems suitable for the online environment were studied. The researchers found that these organizations adopted an incremental rather than a radical approach to changing their performance measurement system for e-business, thereby avoiding the costs and disruption associated with the introduction of more complex performance metrics. Secondly, they eschewed the use of best practice recipes (such as the balanced scorecard). The study concludes that although these results may be at odds with the prescriptive generic performance measurement literature, they may be appropriate for the current state of development of e-business.

Abstract. This study is purposed to develop the Analysis of balanced scorecard based performance measurement at the Wolter Mongisidi Hospital, Manado. This study consists of empirical surveys based on comprehensive questionnaires, followed by individual and in-depth interviews, as well as the analysis of relevant documents. The data were collected from administrative and healthcare staff located at selected departements in Wolter Mongisidi Hospital. The interview participants were selected from the staff and healthcare personnels who are actively engaged in performance measurement activities. Triangulation was pursued through the multiple sources of evidences. The findings of the study are beneficial in terms of the lessons learned for managerial practices. They provide useful knowledge and understanding of the balanced scorecard based performance measurement in public hospital, particularly Wolter Mongisidi Hospital, Manado. The study contributed to literature in terms of the development of a performance measurement model. The modified performance measurement model is intended to make it easier for the hospital to engage in the performance measurement process, particularly in measuring performance indicators by using the balanced scorecard. The proposed performance measurement model may assist Wolter Mongisidi Hospital to carry out their performance measurement reporting and eventually could provide a positive impact on accreditation status. This study also presents a knowledge base for further research in similar studies and expands the findings in the context of public hospitals in Indonesia.Keywords: Performance measurement, balanced scorecard, financial perspective, customer perspective, internal process perspective, growing and learning perspective.Abstrak. Penelitian ini bertujuan untuk menganalisis pengukuran kinerja berbasis balanced scorecard di Rumah Sakit Wolter Mongisidi, Manado. Penelitian ini terdiri dari survei empiris berdasarkan kuesioner komprehensif, diikuti oleh wawancara individu dan mendalam, serta analisis dokumen yang relevan. Data dikumpulkan dari staf administrasi dan kesehatan yang terletak di beberapa tempat yang dipilih di Wolter Mongisidi Hospital. Para peserta wawancara dipilih dari staf dan petugas kesehatan yang secara aktif terlibat dalam kegiatan pengukuran kinerja. Triangulasi dilakukan melalui berbagai sumber bukti. Temuan penelitian bermanfaat dalam hal pembelajaran untuk praktik manajerial. Studi ini memberikan pengetahuan dan pemahaman yang bermanfaat tentang pengukuran kinerja berdasarkan balanced scorecard di rumah sakit umum, terutama Rumah Sakit Wolter Mongisidi, Manado. Studi ini memiliki titik puncak yakni konsep pengukuran kinerja. Model pengukuran kinerja yang dirancang dimaksudkan untuk memudahkan rumah sakit untuk melakukan pengukuran kinerja, terutama dalam mengukur indikator kinerja dengan menggunakan balanced scorecard. Model pengukuran kinerja yang diusulkan dapat membantu Rumah Sakit Wolter Mongisidi untuk melaksanakan pelaporan pengukuran kinerja mereka dan akhirnya dapat memberikan dampak positif pada status akreditasi. Studi ini juga menyajikan basis pengetahuan untuk penelitian lebih lanjut dalam studi serupa, dan memperluas temuan dalam konteks rumah sakit umum di Indonesia.Kata Kunci: Pengukuran kinerja, balanced scorecard, perspektif keuangan, perspektif pelanggan, perspektif proses internal, perspektif pertumbuhan dan pembelajaran.

The Balanced Scorecard (BSC), when it reaches its maximum potential, is a strategic management system mainly usedby companies. However, with some adjustments, it can be used by Non-profit Organizations (NPO). Its use, in this case,needs to be further investigated. The article reports the experience and lessons learned from using BSC in an academiclab for sixteen months. The process included initial planning, three rounds of performance measurement and a finalplanning review. Entrepreneurial BSC, with some adjustments, was adequate for strengthening laboratory’s identity,for performance measurement and results reporting, although not reaching, during the experiment period, the maturityof a strategic management system.

Dalam perkembangan lembaga pendidikan sangat ditentukan oleh teknologi informasi (TI). Pada STIMIK Sepuluh Nopember Jayapura terdapat masalah dalam hal belum menyadari pentingnya untuk meningkatkan efisiensi biaya. Sehingga perlu dilakukan pengukuran untuk mengetahui tingkat kematangan lembaga dalam hal pengelolaan efisiensi biaya. Tata kelola TI sangat dibutuhkan untuk mengetahui sejauh mana pemanfaatan TI demi tercapaianya visi dan misi lembaga. Salah satu proses penting dalam penerapan tata kelola TI adalah melakukan evaluasi untuk mengetahui sejauh mana institusi menerapkan tata kelola yang baik. Penelitian ini menjelaskan bagaimana lembaga pendidikan dapat meningkatkan efisiensi biaya dan kontribusinya terhadap profitabilitas bisnis. Balanced Scorecard merupakan sebuah kerangka kerja yang baik untuk melakukan penilaian terhadap kinerja Organisasi. Dalam hal ini COBIT dan Balanced scorecard memberikan sebuah patokan pada financial perspektif yang dapat dijadikan acuan manajemen sebuah institusi yang ingin melakukan pembenahan khususnya dalam efisiensi biaya. Penelitian ini menghasilkan cara meningkatkan maturity level yang dapat dijadikan acuan oleh lembaga dalam menyusun tata kelola TI yang sesuai dengan best practice COBIT 4.1. Pada penelitian ini diperoleh kesimpulan bahwa tingkat kematangan tata kelola lembaga saat ini khususnya PO5 = 2,37 dan DS6=2,69, berada pada level 2.Kata Kunci — Tata Kelola TI, COBIT, Balanced ScorecardIn the development of educational institutions is largely determined information technology (IT). STIMIK Sepuluh November Jayapura there were problems in terms of not realizing the importance of increasing cost efficiency. Necessary to measure the maturity level of the institution in terms of managing cost efficiency. IT governance of an institution is needed to find out how far IT is used for achieving vision and mission. The most important processes in implementing IT governance is conducting an evaluation that aims to determine the extent of institutions in implementing good governance. This study explains how an educational institution can improve cost efficiency and its contribution to business profitability. The Balanced Scorecard is a good framework for assessing Organizational performance. COBIT and the Balanced Scorecard provide a benchmark for financial perspective that can be used as a reference for management in an institution that wants to make improvements, especially cost efficiency. This study has a way to improve the maturity level that can be used as a reference by the institution in compiling IT governance that is in accordance with COBIT best practices. This study expands on current research that examines the impact of online courses on retention, degree completion, and student success. The researchers investigated the impact of online courses on degree completion by using existing graduation rate data, course enrollment data, and student grades for undergraduate students at a multi-campus 4-year institution. The researchers aimed to provide advisors, faculty, and administrators with a better understanding of how online classes fit into an undergraduate student’s program of study while completing their degrees within the desired timeframe.  The researchers additionally sought to understand the impact of taking online classes on degree completion while controlling for student demographic and academic factors (e.g. age, first-generation student status, socioeconomic status, SAT/ACT scores, and 1st semester GPA) and campus type (traditional flagship, urban research, and regional). Results indicated that regardless of campus type taking one or more online classes during their program of study increased undergraduate students’ likelihood of successful degree completion. Lastly, to provide further insight, this study compared student performance in online and on campus classes. Results for this comparison were mixed; slightly higher or slightly lower online course grades were obtained by students compared to face-to-face course grades depending on type of campus.

MOOCs have become a new trend in education, taking the world by storm in 2012. Is this just a fad or is it because of their nature in opening education to the masses? In this chapter, the authors explore how Massive Open Online Courses (MOOCs) use networks that connect people across the globe to foster education that cannot be replicated in any walled classroom. They illustrate case studies, emphasizing best practice strategies employed as well as lessons learned, in an attempt to understand what makes these courses the new cry in higher education. The authors ask whether the local, European, and international markets are ready to accept these massive, open learning environments and how the transfer and transformation of information occurs during exploits of massive collective intelligence. They address learning that is manifested inside social networks and this can be augmented through the sharing of knowledge within the global community. In this digital economy, the authors look at capturing and harvesting “open knowledge” using means that are accessible to all. Is academia ready for all of this? The authors propose an outline of a journey from the birth of MOOCs to their indicative future directions. The scope of this chapter is that of discussing the role of social networks and social applications in these massive courses, as the authors describe why they think this lies at the root of the courses' success.
