Cross-Border Cooperative Network in the Perspective of Innovation Dynamics

This study proposes a framework for the empirical research of cross-border innovation networks dealing with network characteristics, resource and information flows, and decision-making concerning technological innovations. The authors develop a conceptual model that relates network properties, flows of knowledge, and tangible resources with the likelihood of a decision on open innovation, closed innovation, and business expansion without innovations. The model decomposes knowledge flows, considered as the most significant factor for innovation dynamics, into flows of information, trust, and technological competence. The likelihood of strategic decisions in a cross-border innovation network environment is supposed to be dependent on the peculiarities of these flows, network properties such as structural cohesion, autonomy, equivalence, as well as cognitive distance. The paper discusses some distinctive features of this type of network between the North-West of Russia and South-East of Finland.

Official statistics on inbound and international tourism in different countries due to differences in estimation methods do not give the full idea of the value of cross-border tourist flows. The purpose of the study is to find aparameter, which would allow to evaluate the value of cross-border tourist flow, as well as the level of formation of cross-border touristic-recreational regions of different scales. In the capacity of such aparameter in the article there is an annual number of crossings of the border via multi-sided vehicle checkpoints. Within the region of the research, stretching along the border of Russia with Norway, Finland, Estonia and Latvia, there are 15such checkpoints. Altogether there are four cross-border touristic-recreational meso-regions in the researched region, the level of formation of which is evaluated to be an average and above average. Still, there were three more cross-border touristic-recreational micro-regions of the first order identified, the level of formation of them is estimated to be below average and low.

Latvians of Šventoji, nowadays inhabiting the north-west territory of Lithuania by the Baltic Sea, have kept distinctive features of the Curonian subdialects in their language and integrated into its phonetics and grammar many features of Lithuanian, including Samogitian dialect. One of the linguistic changes caused by the language contacts, characteristic to all the Latvian community near the border of Lithuania (Būtingė, Šventoji, Monciškė, Kunigiškiai), is „the use of frequentative past uncharacteristic for the south-western subdialects of Kurzeme” (Straupeniece 2018, 127) with inflectional affix -dav-, e.g., adīdava, braukdava, būdava. Also, there is a characteristic construction of the Latvian language of Šventoji – person forms of the verb cienīt + infinitive – which corresponds to the Samogitian construction – person forms of the verb liuobėti + infinitive –, e.g., kaimiņi cienīja atiet. The article reveals that, at the beginning of the 21st century, another construction has been identified in the Latvian language of the younger generation of Šventoji – a construction of the verb ļubēt with an infinitive. There are three models of the construction: the verb ļubēt in past tense and infinitive, e.g., tad ļubēja visi liepājnieki sabraukt, the verb ļubēt in present tense and infinitive, e.g., tas vīrs arī ļub atbraukt, the verb ļubēt in future tense and infinitive, e.g., viņš vi sumit ļubēs atnākt pie mūs. This construction is a lithuanism that has been established in the Latvian language of Šventoji under the influence of the Samogitian dialect.

Features of north-west belorussian dialects as a result of regional ethno-cultural contacts and relationsFor a long time, north-west Belorussian dialects (and their predecessors) have been the area of different Slavic-Baltic contacts and relations. Interactions between Slavs and Balts took place here always on adstratum and substratum levels. These processes have led to the formation of  the north-west dialect zone (= regiolect) of Belorussian. The corresponding linguistic phenomena form a basis of the north-west dialectal complex and can be discovered on every level of the language. As a rule, there are not many significant structural changes. However, some of them reflect certain tendencies and possibilities of the linguistic development in the region. These can achieve the status of structural innovations in the language.Belorussian-Polish language interaction is the second important moment in the formation of the north-west dialectal zone of Belorussian. The influence of Polish (both the dialectal and the standard varieties) on the Belorussian dialects can predominantly be discerned in the vocabulary and word-building mechanisms.The Baltic and especially Polish influences are also important for keeping some early linguistic phenomena alive and reinforcing their status as regional features of Belorussian dialects.Frequently, both factors have a joint effect. On the whole, the tendency to form a common repository of linguistic features is present in north-west Belorussian and neighbouring Baltic and Slavic dialects at any time. Therefore, we may say that the language is gradually forming a new independent variety with specific structure and a complex of distinctive features. Белорусские северо-западные зональные языковые отличия как результат региональных этнокультурных контактов и связейСеверо-запад Беларуси издавна известен как регион разного рода славяно-балтских (resp. балто-славянских) контактов и связей. Взаимодействие между славянами и балтами всегда протекало тут как на субстратном, так и на адстратном уровнях. Эти процессы привели к образованию северо-западной диалектной зоны (= региолекта) беларуского языка. Соответствующие особенности составляют основу северо-западного зонального языкового комплекса и так или иначе выявляются на всех ярусах системы данных говоров. Как правило, это явления неконституционного характера. Однако некоторые из них отражают определенные тенденции и потенции регионального языкового развития и в благоприятных исторических условиях могут приобрести статус языковой закономерности. Для определения специфики отмеченного зонального единения белорусских говоров другим важным моментом является взаимодействие с польским языком (как в диалектной, так и в литературной его разновидностях). Польское языковое влияние прежде всего выявляется в области словаря и в сфере деривации. Поскольку и в первом, и, особенно, во втором случаях речь идет о взаимодействии генетически (близко)родственных систем, важным для данной региональной общности говоров следует считать и факт существования языковой поддержки. Оба названных языковых фактора часто выступают совместно. В целом для белорусских северо-западных и соседних с ними балтских и инославянских говоров всегда актуальным было стремление к созданию общего фонда языковых средств. И это, несомненно, можно квалифицировать как движение в сторону формирования самостоятельного идиома со своей специфической структурой и особым набором языковых отличий.

Oreochromis mossambicus is currently receiving much attention as a candidater species for aquaculture programs within Southern Africa. This has stimulated interest in its breeding cycle as well as the morphological characteristics of the gonads. Limited information is available on SEM and TEM observations of the male gonads. It is known that the testis of O. mossambicus is a paired, intra-abdominal structure of the lobular type, although further details of its characteristics are not known. Current investigations have shown that spermatids reach full maturity some two months after the female becomes gravid. Throughout the year, the testes contain spermatids at various stages of development although spermiogenesis appears to be maximal during November when spawning occurs. This paper describes the morphological and ultrastructural characteristics of the testes and spermatids.Specimens of this fish were collected at Syferkuil Dam, 8 km north- west of the University of the North over a twelve month period, sacrificed and the testes excised.
