Social Inclusion and the Digital Divide

It is becoming more important to better utilize various resources as digital convergence and informatization progresses. Therefore, it is a necessity to show the qualitative differences regarding digital divide, and relevant policies and efforts need to be strengthened to narrow the digital divide. In this regard, the overall improvement of information literacy of the public is required as it can increase the convenience in citizens' everyday lives and can create added value. It is, therefore, necessary to continue the development of policies and projects to narrow the digital divide. The Korean government plans to keep strengthening its support with policies to legislate regulations that narrow the digital divide and provide fair opportunities to access information and to improve information literacy. The efforts to narrow the digital divide and effective policies to achieve the goal must be continued to relieve social conflict and integrate the society. This is explored in this chapter.

Cilj rada je prikazati ulogu pismenosti iz privatnosti kao relativno novog koncepta u prevladavanju digitalnog jaza, povezati prevladavanje digitalnog jaza s ulogom knjižnica u postizanju više razine kritičke informacijske pismenosti, te smjestiti digitalnu uključenost i pismenost iz privatnosti u širi teorijski okvir. U tu svrhu u radu se istražuju ishodišni pojmovi društvene isključenosti i društvene uključenosti, digitalne podjele i digitalne uključenosti. Zatim, razmatra se uloga kritičke informacijske pismenosti u informacijskom društvu i tzv. “društvu platformi” te se naznačuje uloga knjižnica u opismenjavanju iz područja privatnosti s ciljem smanjenja digitalnog jaza i povećanja digitalne uključenosti. Digitalni jaz jedna je od najvećih prepreka društvu znanja, a isključenost iz informacijskog društva predstavlja problem svjetskih razmjera. U radu se objasnilo kako su knjižnice prikladna mjesta za borbu protiv društvene izoliranosti te imaju važnu ulogu u jačanju društvene kohezije. Također se prikazalo kako su ljudi s nižim razinama obrazovanja, kao i oni s nižim primanjima, više izloženi riziku digitalne isključenosti, a pomoć u izlazu iz takvog problema može se naći u opismenjavanju iz područja privatnosti. = The aim of this paper is to present the role of privacy literacy as a relatively new concept in bridging the digital divide, to link the bridging of the digital divide with the role of libraries in achieving a higher level of critical information literacy, and to place digital inclusion and privacy literacy in a broader theoretical framework. For this purpose, the paper researches the basic concepts of social exclusion and social inclusion, digital divide and digital inclusion. Furthermore, the role of critical information literacy in the information society and the so-called platform society is taken into consideration; and the role of libraries in privacy literacy is indicated, with the aim of reducing the digital divide and increasing digital inclusion. The digital divide is one of the biggest obstacles to the knowledge society, and exclusion from the information society is a global problem. The paper explains that libraries are suitable places to combat social isolation and that they play an important role in strengthening social cohesion. It has also been shown that people with lower levels of education, as well as those with lower incomes, are more at risk of digital exclusion, while help in getting out of such a problem can be found in privacy literacy.

Despite the increase in the globally connected population, there is still a high percentage of European citizens who do not have basic digital skills. In the era of smart cities, the Digital Divide affects the possibility for citizens to participate in public life through the use of ICT tools. To deal with this issue, the European Union promotes strategies to develop e-government tools, such as digital participatory platforms (DPPs), in order to connect citizens with the public administration. The research proposes a survey of Italian DPPs, investigated through a questionnaire, to bring out which strategies have been adopted in relation to participation, social inclusion and digital illiteracy, transparency of data, processes, and user-friendliness of the platform. With regard to these issues, certain elements of success of the DPPs presented are highlighted.

In order to increase the added value and sellingvalue of the products, it is necessary synergy between Universities and Partners in the form of application of the results ofscience and technology to the public. The main components of the composer of the versatile filter are the cylindrical plateas the bucket of the filter, the cylinder filter, the electric dynamo as the centrifuge system rotator and the load-bearingconstruction. The method of this program is the provision of materials, design and manufacture of tools, demonstrationtools and the provision of a versatile filter cylinder system centrifuge model by the team, simulation tools, specialcounseling at the location of partners and suggestions as a follow-up in the endurance of production. The output of thisprogram can provide added value in the form of the use of this tool can improve labor efficiency, increase productivitypartners by producing 40 kg to 50 kg raw material, raw fish marlin, fish meat after cleaning, processed, fried, in andpacked into 80-100 packs of fish floss with the price of Rp. 40,000.00 per package weighing 250 grams. With estimatedpartners will earn a profit of Rp 3,200,000 - 4,000,000.00 per production or 12,800,000.00 - 16,000,000.00 per month incash and consumptions, as well as the abundance of non-greasy, clean and hybrid fish products

Though rights of self-medication needn’t change medical decision-making for most patients, rights of self-medication have the potential to transform other aspects of healthcare as it is currently practiced. For example, if public officials respected patient’s authority to make medical decisions without authorization from a regulator or a physician, then they should also respect patient’s authority to choose to use unauthorized medical devices and medical providers. And many of the same reasons in favor of rights of self-medication and against prohibitive regulations are also reasons to support patient’s rights to access information about pharmaceuticals, including pharmaceutical advertisements. Rights of self-medication may also call for revisions to existing standards of product liability and prompt officials to rethink justifications for the public provision of healthcare.

As is described in this conclusion, more than the media and culture, Madrid’s public space constituted the primary arena where reactions and attitudes toward social conflict and inequalities were negotiated. Social conflict in the public space found expression through musical performance, as well as through the rise of noise that came with the expansion and modernization of the city. Through their impact on public health and morality, noise and unwelcomed musical practices contributed to the refinement of Madrid’s city code and the modernization of society. The interference of vested political interests, however, made the refining of legislation in these areas particularly difficult. Analysis of three musical practices, namely, flamenco, organilleros, and workhouse bands, has shown how difficult it was to adopt consistent policies and approaches to tackling the forms of social conflict that were associated with musical performance.

This article explains how the issue of inclusion is central to Habermas’s theory of democracy and how it is deeply rooted in his conception of a political public sphere. After recalling Habermas’s views on the public sphere, I present and discuss various objections raised by other critical theorists: Oskar Negt and Alexander Kluge, Nancy Fraser, Axel Honneth and Iris Marion Young. These criticisms insist on the paradoxically excluding effects of a conception of democracy that promotes civic participation in the public debate. Negt, Kluge and Fraser develop a Marxist line of analysis that question who can participate in the public sphere. Honneth and Young criticize in various ways the excluding effect of argumentation: are unargumentative speeches excluded from the public debate? I show how Habermas’s model can provide some responses to these various objections by drawing inspiration from his treatment of the gap between religious and post-metaphysical world views.
