Biotechnology and knowledge-based urban development in DNA Valley

The internationalization of Big Science programs such as the Human Genome Project to map the human genome heralds the arrival of a new model for knowledge-based urban development driven by scientific advancements in biotechnology. Indeed, the biotechnology industry is a potent engine for knowledge-based urban development around the globe. While the most famous example of biotechnology-driven knowledge-based urban development is Biopolis in Singapore, the National Capitol region of the United States is home to an emerging biotechnopole known as DNA Valley. Using a case study approach to compare and contrast DNA Valley with past examples of knowledge-based urban development in the United States, this chapter highlights the challenges for sustainable knowledge-based urban development in the global biotechnology industry and the practical steps public and private stakeholders can adopt to sustain knowledge-based urban development based on biotechnology.

This chapter evaluates the emerging industry of asteroid mining and the pivotal role of the United States in shaping the new rules for an extra-terrestrial economy. The Outer Space Treaty 1967 (OST) governs the use of space, with over 100 signatories, including the United States and China. However, as space exploration expands to encompass both public and private stakeholders, there is a growing international debate about whether the OST's provisions prohibit the assertion of sovereignty and, hence, property rights, in outer space. With the Commercial Space Launch Competitiveness Act (2015), the United States has pursued a legal framework that facilitates commercial asteroid mining and a political strategy that focuses on bilateral space exploration agreements with countries such as Luxembourg, Italy, and the United Arab Emirates. Due to its dominant position in the space sector, the United States will strongly influence the regulatory roadmap for the era of Space 2.0.

AbstractGlobalization is not simply a matter of transnational trade, and of the state, non-state and supra-state legal regimes which facilitate, regulate or resist it; it also involves transnational social, cultural, intellectual and ideological forces. These forces play upon strategically located knowledge-based elites which play an important role in restructuring the legal fields by which public and public and private institutions are constituted. Canada's experience of globalization—unique because of proximity to the United States—has been both exemplified and, in part, shaped by the fate of its knowledge-based elites, including the business community (especially that part of it involved directly or indirectly with transnational corporations), academics and intellectuals, lawyers, artists and other cultural figures, and individuals involved in politics and public administration. Because of the effects of this “globalization of the mind” upon the institutions which all of these elites inhabit, state and non-state legal fields associated with them have been transformed.

The 29th ACM International Conference on Information and Knowledge Management (CIKM) was held online from the 19 th to the 23 rd of October 2020. CIKM is an annual computer science conference, focused on research at the intersection of information retrieval, machine learning, databases as well as semantic and knowledge-based technologies. Since it was first held in the United States in 1992, 28 conferences have been hosted in 9 countries around the world.

In 2000, researchers from the Human Genome Project (HGP) proclaimed that the initial sequencing of the human genome definitively proved, among other things, that there was no genetic basis for race. The genetic fact that most humans were 99.9% the same at the level of their DNA was widely heralded and circulated in the English-speaking press, especially in the United States. This pronouncement seemed proof that long-term antiracist efforts to de-biologize race were legitimized by scientific findings. Yet, despite the seemingly widespread acceptance of the social construction of race, post-HGP genetic science has seen a substantial shift toward the use of race variables in genetic research and, according to a number of prominent scholars, is re-invoking the specter of earlier forms of racial science in some rather discomfiting ways. During the past seven years, the main thrust of human genetic research, especially in the realm of biomedicine, has shifted from a concern with the 99.9% of the shared genome — what is thought to make humans alike — towards an explicit focus on the 0.1% that constitutes human genetic variation. Here I briefly explore some of the potential implications of the conceptualization and practice of early 21st century genetic variation research, especially as it relates to questions of race.

Objective With the completion of the Human Genome Project and swift development of genomic technologies, public health practitioners can use these advancements to more precisely target disease interventions to populations at risk. To integrate these innovations into better health outcomes, public health professionals need to have at least a basic understanding of genomics within various disciplines of public health. This descriptive study focused on the current level of genomics content in accredited master of public health (MPH) programs in the United States. Methods We conducted an internet search on all 171 Council on Education for Public Health (CEPH)–accredited MPH programs in the United States for genomics content in required and elective courses using the search terms “genetics,” “genomics,” and “molecular.” Results Of the 171 CEPH-accredited MPH programs examined, 52 (30.4%) schools and programs in 34 states offered some type of genomics education. Thirty-five (20.5%) schools and programs had a course in genetic epidemiology, 29 (16.9%) had a course in genetic biostatistics or bioinformatics, and 17 (9.9%) had a course in general public health genomics. The remaining 119 offered no course with a focus on genetics or genomics. In addition, some electives or specifically focused courses related to genomics were offered. Conclusion We found inadequate training in public health genomics for MPH students. To realize the promise of precision public health and to increase the understanding of genomics among the public health workforce, MPH programs need to find ways to integrate genomics education into their curricula.
