Applying Organizational Theories to Realize Adaptive IT Governance and Service Management

With the cost, complexity and risk associated with IT systems, the approach to IT governance and service management in many organizations is to centralize and standardize. Often executives pursue a generic approach to the management of information technology, without consideration of their organizational context. This chapter examines the adaptation of IT governance arrangements through the lens of organizational theory. It uses concepts from systems theory, differentiation, value chains and structural contingency theory to give an appreciation of the factors that influence how IT can best support an organization’s business.

This chapter introduces current and prior IT governance literature across five key focus areas being strategic alignment of business and IT systems, delivery of value from IT systems, risk management of IT systems, management of IT resources and measurement of the performance of IT systems. The chapter focuses on synthesising the current literature on ITG to achieve three primary objectives. First, the review presents a detailed overview of research across the key focus areas of ITG. Second, the synthesis of the literature identifies important gaps in ITG research. Third, the review aims to guide future thinking and research on ITG in each of the focus areas. This chapter will provide a comprehensive understanding of the current state of IT governance literature.

ITSM (Information Technology Service Management System) is a Cloud-Based Web App that is designed to handle the workflow of various IT projects that are undertaken in an organization. The workflow includes the commencement of the idea of the project from the Business Department to the Central Technical Surveillance Department, which monitors the entire workflow, and the IT Department which handles the development of the project. There are various stages from the Initialization of the project, Documentation, and Validation. The Validation stages are divides into various sub-stages where the idea is presented to each department for assessment and for providing a rough estimation of the cost that would be incurred while working on the project. The members of various Departments may hold meetings to discuss and to infer upon the changes or modifications that are necessary to incorporate in the project. The goal of Web App is to serve as a platform where the information can be stored, and shared centrally, to ensure a smooth workflow.

Cloud computing is a technology that uses internet services that use central servers will be virtual with the purpose of maintenance of data and applications. The existence of a clear cloud computing will lead to a change in how the information technology systems within an organization. This is because the concept of cloud computing through virtualization, standardization and other fundamental features can reduce the cost of information technology, simplifying information technology service management and accelerating service delivery. In general, cloud computing architecture consisting of (1) Infrastructure as a Service (IaaS) (2) Platform as a Service (PaaS) and (3) Software as a Service (SaaS). In this journal exemplified an application of Cloud Computing for the manufacture and storage of documents and presentation of data by using Google Docs.

Empirical studies into the governance of Information Technology (IT) have advanced our understanding of the mechanisms used to control the management of IT. However, there has been relatively little research into the formulation of a theoretical model of IT governance that explains and organises the growing collection of mechanisms into a coherent whole. To further advance the concept of the corporate governance of IT, the Viable Governance Model (VGM) is proposed. The VGM is a theoretical model of governance based on the laws and principles of cybernetics as embodied in Stafford Beer’s Viable System Model (VSM). The VGM is used to formulate a series of design propositions or principles that may be used to guide the design and implementation of specific IT governance arrangements. The study draws on empirical studies or professional standards to establish how these theoretical design propositions may be satisfied in practice.

Development of Information Technology as a strategic tool, it is important to use to maximize the potential of the company in increasing resources and targeting strategies. The public service as a business process menlibatkan citizens have a high complexity so that the utilization of information technology needs to be a requirement that is not inevitable. Application of information technology systems and governance in the public service into an absolute concept is implemented to increase productivity, effectiveness and efficiency. Productivity, customer service effectiveness refers to the achievement of customer satisfaction. Benchmark customer satisfaction in the context of public service seems quick response citizens in the government's performance when the service performed. The main focus of government is to be achieved prosperity,profitability and good governance. A series of IT Governance concepts are applied in this study adopts the IT service management. The constraints in the implementation of IT Governance in the public service is the influence of social, political and economic collaboration between organizations and concepts. This study is a study conducted to determine selanjutkan will be developed in IT Governance strategies of public service.
