The article presents the use of the Building Information Modelling (BIM) method applied to historic buildings (HBIM). This is a very current topic with a direct link to the development of digital innovations. The HBIM approach presented in the article is primarily targeted at the owners/managers of historic buildings where its greatest expected benefit for this type of buildings is, in particular, in Facility Management. The key output of the article is the group of proposed parameters, which represents the requirements for the data on the part of both the facility manager, and the public authorities collecting selected information about historic buildings. As an example, the proposed parameters were applied to the All Saints’ Church, where the “BIM technologies“ were used for the elaboration of the project documentation.

Abstract During construction, there is often a change in contractual terms, either in advance of construction or delayed construction. This phenomenon is due to many influencing factors such as delayed subcontracting, climatic conditions, the surrounding construction site, the quality of project documentation, the solvency of the investor, the expertise of the general contractor, etc. The aim of the paper is to assess the planned and actual construction of reinforced concrete monolithic structural elements using tower cranes. The subject of the paper is to state the expected method of implementation in time and how the construction proceeded. Milestones for accelerating and slowing down construction, analyzing their causes and proposing future measures will be presented. Data are obtained by measuring real buildings.

Abstract Kekava Bypass public-private partnership (PPP) project is the first highway infrastructure PPP project in the Baltic States to be implemented according to Design-Build-Finance-Maintain (DBFM) model. Its objective is to solve the “bottleneck” of the TEN-T network road section entering Riga City with only one lane in each direction. The duration of the project is 23 years, including 3 years for design and construction of the infrastructure and 20 years for its maintenance. Kekava Bypass consists of the main road 17.22 km, auxiliary roads 20.66 km, 2 tunnels, 5 two-level road junctions, 1 bridge (all in all more than 100 lane km), 2 pedestrian bridges/tunnels etc. The Latvian government required that the assets of the Kekava Bypass project are classified off government balance sheet during the whole duration of the PPP contract. Thus, the Kekava Bypass PPP tender documentation was elaborated strictly observing this off-balance sheet treatment frame. Eurostat assessed the project documentation and issued its opinion that the project corresponds to the off-balance sheet criteria. Latvian State Roads on behalf of the Ministry of Transportation launched Kekava Bypass tender in December 2018. The tender was implemented in four sequent phases, namely, the qualification phase, the submission of initial offers, negotiations with the selected bidders about the initial offers, the submission of the best and final offers. On August 13, 2020, Latvian State Roads announced the winner and the financial due diligence phase to be performed by financial institutions started.

The review encompasses changes in Russian legislation in the field of construction, real estate, housing and utilities management. The review addresses the legal and regulatory framework of the shared equity construction legislation and guaranteed rights and legitimate interests of citizens participating in the shared equity construction; reusable project documentation, standard project documentation, the availability of technical specifications needed for the architectural and construction design, connections to engineering networks; the calculation of amounts payable by citizens and organizations for the maintenance of residential premises in apartment buildings in Moscow, the city of federal significance; the protection of rights and legitimate interests of owners of residential buildings in respect of the calculated amounts of utility payments, as well as the improvement of relations in respect of the operation and modernization of the state information system of housing and utility services, protection of state information resources; a decision making procedure as part of the legal framework for the remote participation in meetings of members of civil communities, etc.

Материалы статьи могут быть использованы в области управления в технических системах в энергетике при разработке функциональных схем, определяющих управление и регулирование технологического процесса. The aim of the article is to describe the elaboration stages of project documentation for the total air regulator. Functional automation schemes are elaborated according to the requirements of technical documentation aimed at ensuring safety rules. The article may be used in the field of technical control systems in energy sector.

Introduction. A library of reusable information models of capital construction facilities (CCF), having different functional profiles, is to be established within the framework of the future institute of standardized design. The quality of these models determines the quality of the project documentation, which influences the quality of construction facilities. When the focus is placed on standardized design, the introduction of an assessment system turns all the more relevant, since the quality of one project will pre-determine the quality of numerous construction facilities built from one single design. Presently, the criteria, that determine the economically efficient reusability of the project documentation, are rather biased, and they need qualitative and quantitative assessment parameters. The purpose of this research is to develop a methodology for the comprehensive quality assessment of the project documentation and its approval as the documentation designated for economically efficient reuse. The attainment of this purpose requires the accomplishment of the following objectives: transformation and formalization of the requirements applicable to the assessment of the economic efficiency of the project documentation; identification of the relationship between the quality and economic efficiency of the project documentation; issuance of draft quality assessment criteria. Materials and methods. The quality of the project documentation is assessed with the help of an integrated quality indicator, based on a set of criteria and their weight coefficients. The expert evaluation method is used to identify the weight coefficients. Results. The case of a capital construction facility (a school building) was used to present the quality assessment criteria applicable to the project documentation. Three groups of quality indicators were considered. The expert evaluation method was applied to identify the weight coefficients for each criterion, and the quality assessment methodology was proposed. The methodology entails the calculation of a quality indicator, whose value serves as the basis for a decision to enter the project into the register of standardized projects. Conclusions. The co-authors have confirmed the need to transform and formalize the requirements applied to the assessment of the economic efficiency of the project documentation. They have proven that the multi-criterial project selection procedure will make the process of the project documentation quality assessment multilateral and less biased.

ITSM (Information Technology Service Management System) is a Cloud-Based Web App that is designed to handle the workflow of various IT projects that are undertaken in an organization. The workflow includes the commencement of the idea of the project from the Business Department to the Central Technical Surveillance Department, which monitors the entire workflow, and the IT Department which handles the development of the project. There are various stages from the Initialization of the project, Documentation, and Validation. The Validation stages are divides into various sub-stages where the idea is presented to each department for assessment and for providing a rough estimation of the cost that would be incurred while working on the project. The members of various Departments may hold meetings to discuss and to infer upon the changes or modifications that are necessary to incorporate in the project. The goal of Web App is to serve as a platform where the information can be stored, and shared centrally, to ensure a smooth workflow.

The current study sought to explore and understand how te use of management accounting techniques in microenterprises affects those entities. Precisely, the study focused on examining how the application of management accounting tools affects microenterprises. The research methodology employed in this study involved collecting data from journals, articles, publications, and relevant empirical studies. The collected data was analyzed through common themes generated from the project documentation. The results of the study depicted that management accounting practices such as cost system analysis, budgeting and providing accounting information improved the performance of microenterprises. Besides, these tools were evidently supported as essential elements in decision making as far micro enterprises are concerned. The study recommends that microenterprises should focus on budgeting, cost system analysis and using accounting information as their key drivers in decision making. Besides, the study proposed further research to be done with empirical studies to gauge whether the conclusions drawn will be the same.
