Citizen participation in government decision making through online and other electronic technologies has been termed e-participation, and has the potential to facilitate better decisions, better citizens, and better government. The chapter examines the extent to which progressive e-participation practice interacts with local government decision making and contributes to the espoused benefits of citizen participation. The international case studies indicate that e-participation can inform the intelligence, design, and choice phases of decision making and transform the way future local government decisions are made by formalising new inclusive processes and building community capabilities and motivation. E-participation can positively contribute to community capabilities, political relevance, better problem identification, and more relevant solutions, but the initiatives studied were costly and resource intensive. These e-participation initiatives provide robust examples of utilizing progressive information communication technologies because of the novel ways in which technology is applied, and due to the significant affect on information flows and decision making.

Modern society will only reach its potential when citizens individually and collectively are able to use their knowledge and capabilities to shape their lives and communities. Citizen participation in government decision making that uses online technologies is one way of leveraging this capacity, and has been termed e-participation. Case studies of a Swedish and an Australian local government examine how e-participation fits into initiatives to increase community involvement in decision making. Interactive chat sessions between stakeholders can facilitate debate. Information portals can provide supporting information in interesting and accessible ways. E-voting can enable greater input and influence by a wider number of citizens. But ultimately the technology choice and e-participation implementation must be driven by the objectives of the engagement exercise, and these can range from better decisions to community capacity building and issues of trust and legitimacy.

Citizen participation in planning as a decision-making and future-oriented activity is still in the hands of government. New advances in Information Communication Technologies and community informatics have allowed new forms of e-participation and e-planning to emerge. The article refers to theories of social psychology and digital rationality to support the use of ICTs and Web 2.0 in planning as means to deliver more meaningful and independent participatory processes. Moreover, it looks into different planning approaches to and theories of participation to argue and conclude that a digital community and plural planning approach may provide communities with a better setting to move up Arnstein's ladder of citizen participation. The article presents three different open source software and one proprietary software which can be used in practice by citizen groups to produce planning documents. Based on these findings, future research will explore the application of the approach and tools in an urban setting in close collaboration with grass-roots and citizens organizations.

The proliferation of ICT (information communication technologies) throughout the business environment has lead to exponentially increasing amounts of data and information generation. Although these technologies were implemented to enhance and facilitate superior decision making, the result is information chaos and information overload; the productivity paradox (O’Brien, 2005; Laudon & Laudon, 2004; Jessup & Valacich, 2005; Haag et al. 2004). Knowledge management (KM) is a modern management technique designed to make sense of this information chaos by applying strategies, structures and techniques to apparently unrelated and seemingly irrelevant data elements and information in order to extract germane knowledge to aid superior decision making. Critical to knowledge management is the application of ICT. However it is the configuration of these technologies that is important to support the techniques of knowledge management. This chapter discusses how the process oriented knowledge generation framework of Boyd and the use of sophisticated ICT can enable the design of a networkcentric healthcare perspective that enables effective and efficient healthcare operations.

Information Communication Technologies (ICT) has experienced remarkable development and changes provoked by the spread of digitization and the rise of electronic technologies. Those changes made it urgent to understand academics' perceptions and professional usage of those technologies in higher education. To understand the academics' perception of digital technologies in higher education we have conducted this study in Al-Hussein Bin Talal University (AHU) as an example of academics' digital competencies, professional attitudes, and professional application of digital tools, and possibility of predicting the degree of application of digital tools through the degree of academics' competencies and professional attitudes . This study carried out in Ma'an, a poor-environment area of Southern Governorate in Jordan, with 107 academics who work in AHU as an instructors, has one aim which is to explore how they perceive new digital technologies. Most important result of the study showed that academics competence, attitudes, and digital technologies tools usage are in average level. Moreover the study showed that digital technology tool usage's degree can be predicted through the degrees of the academics' competence and attitudes.. Recommendations were included in this study.

This chapter analyses local government’s response to the pressure to modernise its structures through its use of Information Communication Technologies (ICT) to execute its broad range of tasks. The chapter begins by discussing Chadwick and May’s (2003) three basic models of e-government; managerial, consultative and participatory. Using data collected from an analysis of 658 local government websites in Australia together with existing survey research the chapter then analyses the extent to which local government sites fit into the three models. The chapter concludes with a discussion of the issues and problems faced by local government in its attempt to develop e-governance as both an extension of administrative as well as democratic functions.

Local government in Australia is under pressure to modernize its structures in the new public management environment, as well as respond to increasing demands from its local electorates for better delivery of services and greater levels of participation in the democratic process. This article analyzes local government’s response to these pressures through its use of information communication technologies (ICT) to execute its broad range of tasks. I begin by discussing e-governance in the light of Chadwick and May’s (2003) three basic models of interaction between the state and its citizens: managerial, consultative, and participatory.
