Implementation of Total Quality Management Principles in Public Health Institutes in the Republic of Croatia

Due to the growing prominence of quality management systems in health, this article presents the theoretical background and the results of an empirical study conducted among the Institutes of public health in the Republic of Croatia, with the aim to determine the level of implementation of TQM principles. The research was based on a questionnaire built on the Kanji model. According to the quality managers' perception, all analyzed TQM principles have been implemented at high level. Although in general a high level of implementation exists, certain TQM principles have been implemented to a larger extent than others. The research was also focused on finding if the difference among QM managers' perceptions exists depending on the status of ISO 9001 (implemented/not implemented/plan to implement). The differences were found in relation to the activities connected with people-based management and continuous improvement. Based on the research results, specific areas of improvement, i.e. activities that foster implementation of TQM principles, are emphasized.

Abstract This investigation is focused on two objectives: 1) explaining the relationship between quality management and performance management in higher education; 2) evaluating the existing quality management systems in the higher education institutions of the Republic of Moldova. In order to accomplish the first objective, a comparative theoretical analysis of the quality management and performance management was carried out in terms of common aspects and distinctive peculiarities. Consequently, it was reasoned that the performance management system of a higher education institution is created and functions on the basis of the quality management system by extending the area of the quality objectives to the level at which they will ensure performance or, in other terms, by moving towards excellence. In order to achieve the second objective, an opinion survey for the teaching and managerial staff from 6 universities was carried out. As a consequence of processing the obtained results, there were identified problems related to the functioning of the quality management systems. The investigation resulted in the formulation of a set of recommendations for the higher education institutions of the Republic of Moldova in order to increase the efficiency of the quality management systems functioning and thus to ensure an efficient management.

Open innovation contributes to serving the customers of organizations with higher quality, as the customers become an active part of the innovation process. A successful solution for implementing open innovation can be achieved if organizations first create a total quality management (TQM) culture and then build on this foundation an ISO 9004:2018. The success of a quality management system depends first and foremost on the attitudes of the stakeholders, and the importance of technological and other conditions is only secondary. The goal in developing a successful philosophy of TQM is to build and sustain the leaderships’ and employees’ commitment, while the key to the success of ISO 9004:2018 is to establish and maintain the employees’ commitment and customer loyalty. The case study presented in this article demonstrates the need to increase the affective and normative commitment of leaders and employees in TQM, and after its implementation, there is a need to increase the employees’ continued commitment and customer loyalty in ISO 9004:2018 in order to succeed in quality management systems and open innovation.

Purpose The purpose of this paper is to create a theoretical framework that shows how the specialties of the organizational culture relate to the success of quality management systems’ (QMSs) application. In addition to these variables, the dependent variables of employees’ self-evaluation and some dimensions of commitment are also analyzed. Design/methodology/approach Unsuccessful organizational implementations of ISO 9000, total quality management (TQM) and Six Sigma are presented in case studies. These conclusions are utilized to retrieve individual and organizational barriers to the variables considered in each culture. Findings The characteristics of adhocracy determine self-efficacy and professional commitment. Through high levels of these variables, Six Sigma can be suggested for adhocracies. The clan culture is characterized by a high level of affective commitment and self-esteem, which support the TQM together with the internal focus dimension of the culture. The market culture is characterized by a high level of continuance commitment and neuroticism, which support ISO 9000 standards together with the control dimension of the culture. Research limitations/implications The limitation of the findings comes from the small sample size. The model presented is partly based on case studies; therefore, further research studies need to support or refute it. Practical implications In the practical use of the results, QMSs can be selected more targeted, reducing the risk of failing quality improvement strategies. Social implications Increasing and aligning quality and commitment in organizations supports the strengthening of individual and social well-being. Originality/value The study attempts to determine the most appropriate QMSs for organizational cultures in a complex way by analyzing the relationships between multiple organizational and individual variables.

In this study, the quality management systems in sports clubs were handled specifically for amateur sports clubs and the perceptions of sports club managers regarding quality management systems were searched. The aim of the research is to determine whether the applications for total quality management in amateur sports clubs are implemented effectively and efficiently and to determine the precursors which have an impact on total quality management processes simultaneously. The scale developed by Özdemir (2015) was used to determine the perception of Total Quality Management in sports clubs as a measurement tool in the research. The survey sample is composed of 123 managers, including 4 female (3,3%) and 119 male (96,7%) volunteers who act as managers in the clubs operating under the Kocaeli Amateur Sports Clubs Federation and voluntarily respond to the questionnaires. Analyzes of the collected data using the total quality scale (Cronbach’s Alpha: 0,970). It is found that amateur sports clubs are positive towards the applicability of total quality management processes, whereas amateur sports clubs are positive about the applicability of total quality management processes, it is predicted that managers have sports history (μ = 4,022> μ = 3,98) The positive attitude towards the applicability of total quality management processes in the clubs was not the result of the managers being trained in sport management and quality system (μ = 3.99> μ = 4,03).

The aim of this study is to investigate the effect of Total Quality Management (TQM) applications on organizational performance depends on Production Performance (PP) within context of this aim it is made Anova, correlation and regression analyses by the results of survey data in production corporations that implement TQM and Quality Management Systems (QMS). As a result of these analyses although positive relationship is found between TQM and corporation performance, it is not found explanatory relationship between TQM implementation degree and PP degree. Keywords: Total quality management, organizational performance, production performance;
