Talking about NSA Wiretapping and Guantanamo

Following the attacks of September 11, 2001, American leaders confronted difficult dilemmas involving civil liberties in the context of terrorism. Previous scholarship has made clear that exposure to threatening information may result in significant decreases in the public's willingness to support expansive civil liberties guarantees, yet relatively few researchers have systematically examined the content of information transmitted to the public during these debates. This study employs a computerized content analysis to investigate differences in broadcast media coverage following the reporting of significant post-9/11 security/rights dilemmas. The analysis focuses on two key periods: the reporting of President Bush's authorization of warrantless NSA wiretapping in late 2005 and the coverage of President Obama's 2009 proposal to close the detention facility at Guantanamo Bay, Cuba. Findings suggest that broadcast sources diverged significantly in the amount of threatening information conveyed to the public during the reporting of key security/rights dilemmas.

Can states afford to protect human rights when facing a terrorist threat? Contemporary academic literature suggests that the answer to this question is no, concluding that states that afford their citizens basic political rights and civil liberties leave themselves more exposed to terrorist attacks (Piazza 2008; Wade and Reiter 2007; Pape 2003; Eubank and Weinberg 1994). American policymakers seem to agree. Both the Bush and Obama administrations regard the curtailment of physical integrity rights as a necessary element of effective counterterrorism policy. The Bush administration responded to the terrorist attacks of September 11, 2001, with policies permitting indefinite detention, extraordinary rendition, use of physically abusive interrogation practices, and increased and largely unchecked surveillance and wiretapping of suspected terrorists. Although it banned abusive interrogation and announced plans to close the detention facility at Guantanamo Bay, the Obama administration has maintained the practice of wiretapping, reserved the option of rendition, and dramatically increased unmanned drone attacks against suspected terrorists in Pakistan, which often results in civilian casualties. Both presidents have claimed that these policies are necessary to keep Americans safe from terrorism (Hosenball 2009; “Bush Defends Policy on Terror Detainees” 2005).

This study considers how ethnic trust and minority status can impact the ability of ethnic groups to pursue cooperative public goods, focusing on groups with a history of conflict and lingering hostility. A public good experiment between ethnic Albanians and Serbs in postwar Kosovo reveals that subjects contribute far more to a mutually beneficial public good when they are part of an experimentally induced coethnic majority. However, when in the minority, subjects not only underinvest, but many actively divest entirely, privatizing the public good. Majority/minority status also has wide-ranging implications for how individuals relate to real-world public goods and the institutions of government that provide them. Compared to majority Albanians, survey data indicate how minority Serbs in Kosovo express greater safety and security concerns, feel more politically, socially, and economically excluded, are more dissatisfied with civil liberties and human rights protections, and are less likely to participate politically or pay taxes to support public goods. Conflict-related victimization and distrust of out-groups are strong predictors of these minority group attitudes and behaviors. This suggests a mechanism for how conflict amplifies out-group distrust, increasing parochial bias in public good commitments, especially among minorities who are wary of exploitation at the hands of an out-group majority. To restore trust, this study finds that institutional trust and intergroup contact are important to bridging ethnic divides that inhibit public good cooperation.

In an era where expertise is increasingly critiqued, this study draws from the research on expertise and scientist stereotyping to explore who the public considers to be a scientist in the context of media coverage about climate change and genetically modified organisms. Using survey data from the United States, we find that political ideology and science knowledge affect who the US public believes is a scientist in these domains. Our results suggest important differences in the role of science media attention and science media selection in the publics “scientist” labeling. In addition, we replicate previous work and find that compared to other people who work in science, those with PhDs in Biology and Chemistry are most commonly seen as scientists.

AbstractThis article examines the development of the Republic of Korea’s strategy to prevent the spread of COVID-19 with particular focus on ethical issues and the problem of politicization of public communication. Using prominent examples of stakeholders who have acted and expressed themselves in highly contradictory ways on the topic of the pandemic, we provide an analysis of how the public health policy discourse has entered into the realm of politicization and elaborate on the danger that this phenomenon poses in terms of rational debate and appropriate policy measures geared toward the public’s safety. Considering the role that the Republic of Korea have had in global media coverage of quarantine policies and epidemic prevention, we believe that our study makes a significant contribution to the literature because it provides a new perspective and insights into the forces at work within and around a prevention strategy that has both been lauded and seen as highly controversial.

This article explores the impact of protests against economic globalization in the public sphere. The focus is on two periodical events targeted by transnational protests: the ministerial conferences of the World Trade Organization (WTO) and the annual meetings of the World Economic Forum (WEF). Based on a selection of seven quality newspapers published in different parts of the world, we trace media attention, support of the activists, as well as the broader public debate on economic globalization. We find that starting with Seattle, protest events received extensive media coverage. Media support of the street activists, especially in the case of the anti-WEF protests, is however rather low. Nevertheless, despite the low levels of support that street protesters received, many of their issues obtain wide public support.
