Research on the Role of Project Stakeholder in Sustainable Construction of Chinese Mainland

Project stakeholders play an important role in the implementation process of sustainable construction. Due to different attributes of each stakeholder in the project, their importance level is different. This paper firstly identifies 13 project stakeholders based on Chinese construction project management mechanism and then a questionnaire survey was conducted to investigate their importance. This finding indicates that client and government play extremely important role in the sustainable construction; all the project stakeholders are important in the three aspects and the importance level order of project stakeholders in the three aspects is different.

The article briefly discusses the content and terms of construction project management. It identifies the main problems of construction management and discusses ways to solve those using multi-criteria methods. Well-performed management is one of the critical factors which leads to the success of any significant sustainable project. Construction project management consists of setting goals and defining user requirements, project constraints, and resources needed. This paper aims to create a practically useful model. The paper presents a comprehensive set of criteria, which led to the creation of a decision-making model for construction management, which was applied to a Turkish case study. The Analytic Hierarchy Process (AHP) method and the Expert Choice computer program were used for calculations.

Choosing an appropriate project delivery system (PDS) directly affects the achievement of performance goals, and at the same time it is of great significance for sustainable construction project management (SCPM). This paper took the PDS of construction engineering as the research object, took the Design-Build (DB) and the Design-Bid-Build (DBB) as examples, and established the indicator system for determinants of the PDS decision. Based on Multi-Agent Systems (MAS), a decision-making simulation model of the PDS decision was constructed, and this paper analyzed the influence of the project attribute characteristics, policy and market environment, owner ability and preference, and contractor technology and capabilities of the PDS decision. While analyzing the circumstances under which the owners tend to choose DB or DBB, the following conclusions were reached: (1) the contractor technology and capabilities increase faster in DB than in DBB. (2) The PDS with policy and market environment preferences has an advantage in the PDS decision, and the owners are more willing to choose the PDS which was selected previously. (3) The competition mechanism in the construction market will eliminate contractors whose growth rate is too low to meet the needs of projects in the market. The research provides theoretical references for the scientific decision-making of construction enterprises.
