This chapter uses extensive evidence from press reports to demonstrate how the breakdown of the community membership norm in late 2005 and the EU’s failure to re-converge on a new norm in later years enabled member states to engage in hard bargaining in pursuit of their enlargement preferences, all in stark contrast to the pattern in prior decades. In the Turkish case, hard bargaining among the member states has produced policy deadlock, as member states favourable to Turkish accession or unwilling for other reasons to antagonize Ankara keep the country’s candidacy alive while sceptical member states blocked progress towards accession. Meanwhile, the collapse of the EU’s liberal democracy norm and the rise of hard bargaining among member states made it impossible for Ukraine to be recognized as eligible for eventual membership despite domestic developments that would almost certainly have sufficed in earlier decades.

In this study, we report the first known Turkish case of a novel nonsense mutation c.2453dupT (p.M818fs*28) in the KMT2B (NM_014727.2) gene diagnosed in a male patient with KMT2B-related dystonia (DYT-KMT2B, DYT-28, Dystonia*-28), which is a complex, childhood-onset, progressive, hereditary dystonia. The patient, who is followed up from 9 to 13 years of age, had dysmorphic features, developmental delay, short stature, and microcephaly, in addition to focal dystonia and hemichorea (in the right and left lower extremities). Generalized dystonia involving bulbar and cervical muscles, in addition to dystonic cramps, myoclonus, and hemiballismus, were also observed during the course of the follow-up. While he was able to perform basic functions like eating, climbing stairs, walking, and writing with the aid of levodopa and trihexyphenidyl treatment, his clinical status gradually deteriorated secondary to progressive generalized dystonia in the 4-year follow-up. Deep brain stimulation has been shown to be effective in several patients which could be the next preferred treatment for the patient.

Hypermasculine hegemonic masculinities have become the norm to dominate the foreign policies all around the world. As the populist foreign-policy visions, the byproducts of androcentric norm-creation, undermine the established rules for peace, diplomacy and co-existence in the international system, other experiences have faded away from the narratives that have defined and contributed to foreign policies. The accelerating urgency of the national security agendas of the hypermasculine states seek to cancel feminist definitions, practices and theories for the sake of physical force and state control. Nevertheless, more than any other period in history, it is these conflicting times that necessitate Cynthia Enloe’s ‘curious feminist’ questions the most. Turkish foreign policy of the last decade has become a quintessential example of hypermasculine hegemonic masculinity, especially within the context of the S-400 crisis with the US, NATO and Russia; its feminist critics are distressingly rare. This paper aims to offer an alternative reading of Turkey’s S-400 saga from a feminist perspective to contribute a Turkish case to feminist International Relations. First a definition of feminist International Relations will be provided. Then, the hypermasculine character of the Turkish hegemonic masculinity and its reflection on the current Turkish foreign policy will be analyzed. Lastly, the S-400 crisis of Turkey’s decision to buy Russian defense missiles as a NATO member will be examined.

This paper presents a utilization of the information mining technique to decide the financial profiles of the public clinics in Turkey. The review depends on the information accumulated in 2004, covering 645 public clinics run by the Ministry of Health (MoH) as the fundamental supplier of essential and optional wellbeing administrations in Turkey. The public medical clinics, as of now financed by a combination of assets allotted from the overall spending plan and separately worked rotating reserves, need critical answers for their financial issues as a piece of a continuous public change exertion. The examination takes on the Chi-Square Automatic Interaction Detector (CHAID) choice tree calculation, as one of the most efficient and cutting-edge information digging technique utilized for division. The investigation has discovered that the public clinics could be sorted by the CHAID into 12 unique profiles as far as their financial execution. These profiles have directed us in deciding the key financial markers to be engaged upon in the public emergency clinics and present accepted procedures to work on their individual financial exhibitions. The findings have likewise permitted strategy ideas regarding the financial techniques that might be considered in working on the financial execution of the public medical clinics toward an effective wellbeing area change in Turkey.

This study was conducted to determine sheep farmers' selection of marketing channels in livestock sales and the factors affecting their choices. The research data were generated from the survey data of 53 enterprises selected via simple random sampling method in Samsun province in 2019. In this research, descriptive statistics were used to determine some characteristics of the sheep farmers, and the chi-square test was employed to compare the farmers' characteristics according to the selection of the marketing channels. According to the results of the study, four marketing channels were identified to be efficient in livestock marketing. These were final consumers, brokers, retailers, and mixed channels. Besides, it was determined that the variables of selling additional products (milk, cheese, fleece) in the enterprise other than livestock, being a member of the Sheep and Goat Breeders Association, and the reason of choosing marketing channels had an impact (P<0.05) on the selection of marketing channels.

Spondylometaepiphyseal dysplasia short limb-abnormal calcification type (SMED-SL/AC) is a rare autosomal recessive disorder. It is a severe dwarfism syndrome with a characteristic feature of progressive calcification of epiphyseal and other cartilaginous tissues. It is caused by pathogenic variants in the DDR2 gene encoding the discoidin domain receptor tyrosine kinase 2. Thus far, 37 cases and 8 pathogenic variants have been reported. Most of the reported cases are of Middle Eastern and Puerto Rican origins. Only one Turkish case has been reported previously with a novel truncating variant p.(R489*). Here, we report 2 new cases, 1 with a novel variant p.(S311G) and 1 with a splice site variant c.2283+1G>A. In addition, we reviewed a previously reported case, and sequencing of stored DNA revealed the recently reported nonsense variant p.(R489*) as the underlying cause. Therefore, our data increase the number of SMED-SL/AC Turkish patients with molecular results to 4. Furthermore, we compared the features of Turkish patients with other reported cases and expanded the characteristics of the disorder with new features such as triventricular hydrocephalus, intracranial hemorrhage, hypopigmentation of hair, dry and scaly skin, arthralgia, and hypocalcemia. We also compared the pathogenic variants of Turkish patients with other variants, aiming to explain the mechanism leading to a more severe and early fatal course in Turkish patients.

In the last two decades, multiple Islamic parties have become incumbent parties and/or joined coalition governments. Such a development brought debate as to whether these parties could moderate into democratic actors à la Christian Democratic Parties in Western Europe, or whether they were aiming at the formation of an Islamist state and society through electoral means. What remains relatively unaddressed in the literature, however, is to what degree Islamic parties truly derive their socio-political agenda from Islam. Hence, this paper will ask, how do Islamic parties utilize Islam? To answer this question, this paper will use a single case-study approach to test and to rethink Islamic political parties and what is “Islamic” about them in the Turkish case. This paper will study the Turkish case because the country’s incumbent party, the Justice and Development Party (JDP), has been governing Turkey since 2002, making the Party the longest ruling Islamic party still in power. Based on the literature on populism, this paper will argue that the way the JDP utilized Islam can be characterized as populism flavored by religion that is based on (i) a thin theological foundation, (ii) a majoritarian rather than a multivocal interpretation of Islam, and (iii) a Muslim unity rhetoric.
