Regarding low-carbon and sustainable development as themes of the era, people concentrate more on resources recycling. However the current social recycling system loses substantial potential recyclable resources and causes additional waste of energy and resources itself, due to the lack of an appropriate and effective mechanism. Based on the studies of modern logistics and reverse logistics, this article proposes a technique as Recycling Reverse Logistics System to solve the problem in order to improve the situation. Combined with E-business and IT technology, the technique provides measures to construct and assess the system. In addition, the article provides a case-study of the campus paper recycling system, so that the technique is tested and validated.

The importance of reverse logistics and product recovery is evident in various industries as well as in current UNESCO sustainable development goals. This includes plastics and recycling with the former “contributed” significantly towards environmental issues and the latter being one of the primary solutions. The motivations of its implementation are generally divided into legal, economic, and socio-environmental factors. One of the crucial components of plastics recycling and a reverse logistics system is product return channels. The success of other components especially the recovery operations depends on the effectiveness of the return channels. Although numerous investigations on product return channels have been carried out, research on some critical aspects remains wanting. This study presents a review that highlights this deficiency, depicts relevant research development on product return channels, decision-making issues, and direction for future research. At the end of the study, the authors propose a new closed-loop logistics network and future research framework propositions.

Based on an urban agglomeration regional planning in 12th Five-Year Planning , selected two indicators of carbon intensity, energy intensity that were required by the regional planning, this paper developed an optimal model of low-carbon urban agglomeration on the base of sustainable development of economy, society and environment. The case study shows that the carbon emission level of urban agglomeration is 1.8×107 tons in 2015, and the carbon intensity was decreased by 19.00% and energy intensity was reduced by 39.17% compared with those in 2010; meanwhile, the carbon intensity and energy intensity in the core area was reduced by 40.00% and 41.86% respectively compared with those in 2010 subject to the conditions of carbon intensity, carbon sink area, energy intensity, GDP and so on. The optimized scheme could not only meet the requirements of carbon intensity decreased by 17.00%, energy intensity reduced by 16.00% in 2015 compared with those in 2010 proposed by 12th Five-Year Planning Outline of Controlling Greenhouse Gas Emission, but also complied with the requirements of carbon intensity decreased by 18.00% and energy intensity reduced by 20.00% of regional planning targets. The established model also provided more decision-making space for the sustainable development of low-carbon urban agglomeration.

Disused electric appliances have become new urban polluter because of the replacing of appliances households and corporates throw away. Recycling systems of disused electric appliances in a few Chinese cities have been put on the agenda. On the basis of summarizing domestic and overseas research about reverse logistics management, this paper proposes re-use reverse logistics system model of disused electric appliances and use election campaign algorithm to solve the problem. Finally, the paper provides an optimization method of reverse logistics network for electric appliances recycling system.
