The Quality Promotion of Tax Sources of Private Enterprises in Perspective of Total Factor Productivity in China - Malmquist Index Analysis Based on the DEA

We use the tax survey data of the central treasury, combine with the trajectory and evolution path of China's private economy, introduce a non-parameter DEA method to calculate the Malmquist index and analyze the quality of tax sources and the level of total factor productivity of private enterprises in the post financial crisis era. We find out that the total factor productivities of the three industries have increased in the recent years, nut of different extents. Specifically speaking, there are more efficiency improvement and technical progress in tertiary industry than that in secondary industry, while there is an obvious trend that the secondary industry is shifting to the tertiary industry. At the same time, the status of the first industry has been consolidated and improved.

By the growth regression approach, the research has identified that the investment capital contributed 1,939 and agricultural labor contributed 1,291 to the agricultural growth of An Giang province. More specifically, the contribution of TFP (Total Factor Productivity) to the agricultural growth in the period 2000 - 2004 was averagely 0,11%, in 2005 - 2010 was -5,03%, and in period 2011 - 2016 was 0,81%. The total factor productivity contributed to the agricultural growth slowly. In order to raise the contribution of TFP, the research represents 05 solutions including the increase of the effectiveness of using the investment capital, the increase of the quality of labor, the application of the science and technology into agricultural production, agriculturalrestructuring, and the increase of  agricultural demand.

Tujuan penelitian ini adalah untuk mengetahui tingkat efisiensi dan produktivitas perusahaan asuransi jiwa antara konvensional dan syariah (baik Unit Usaha Syariah maupun Full Fledge) periode 2014 – 2017. Penelitian ini menggunakan pendekatan kuantitatif dengan metode non parametrik DEA (Data Envelopment Analysis) yang dilandaskan dengan asumsi CRS (Constant Return to Scale) dan VRS (Variable Return to Scale) dan Indeks Malmquist asumsi TFPC (Total Factor Productivity Change) dengan diolah menggunakan aplikasi DEAP Versi 2.1. Variabel yang digunakan meliputi Total Aset, Beban, Klaim, Premi/Dana Tabrru’, dan Pendapatan. Subjek yang digunakan dalam penelitian ini sebanyak 29 perusahaan asuransi jiwa syariah yang terdiri 10 perusahaan asuransi jiwa syariah dan 19 perusahaan asuransi jiwa konvensional. Poverty alleviation through tourism is an important way for China to achieve targeted poverty alleviation and win the battle of poverty alleviation. As a region with deep poverty and great difficulty in poverty alleviation, whether tourism development has injected key impetus into ethnic minority areas needs to be tested by both qualitative analysis and quantitative measurement. This paper takes eight ethnic provinces (regions) in China as an example to conduct an empirical study. Based on the Data Envelopment Analysis (DEA)-BCC model and Malmquist index, it evaluates the tourism investment and tourism poverty alleviation efficiency of the ethnic regions in the two stages of tourism poverty alleviation, and analyzes them by classification. The results of the study show: (1) The pure technical efficiency in the first stage is relatively high, but the total factor productivity of each region is declining; (2) The pure technical efficiency in the second stage is also relatively high, but the scale efficiency is low, and the change rate of total factor productivity of the provinces in China has increased significantly; (3) The “double high” type includes Guangxi, Inner Mongolia, and Guizhou, and the “double low” type includes Qinghai, Yunnan, Tibet, Xinjiang, and Ningxia. The results of the study generally show that tourism poverty alleviation has brought about the improvement of the living standards of residents and the development of local economy, but the efficiency of tourism poverty alleviation needs to be improved. On this basis, the article puts forward corresponding improvement measures, in order to further help the ethnic minority areas get rid of poverty in a comprehensive way by promoting the efficient and sustainable development of tourism.

This chapter focuses on the productive role of government in improving the environment for doing business. Improvements in the performance of government are measured as total factor productivity and differences in income across countries can be explained by differences in the quality of their economic institutions. This makes it essential to understand why some countries make the right investments in legal institutions and deploy such legal capacity effectively. A running theme of the chapter is the possibility of a complementarity between the extractive (taxation) and the productive (supporting markets) roles of government. This is at the heart of the empirical observation that market development and state development move hand in hand. But the key insight from this is that we have to understand the incentives of a government to make investments to improve the workings of the economy.
