Background: South Africa has pioneered national evaluation systems (NESs) along with Canada, Mexico, Colombia, Chile, Uganda and Benin. South Africa’s National Evaluation Policy Framework (NEPF) was approved by Cabinet in November 2011. An evaluation of the NES started in September 2016.Objectives: The purpose of the evaluation was to assess whether the NES had had an impact on the programmes and policies evaluated, the departments involved and other key stakeholders; and to determine how the system needs to be strengthened.Method: The evaluation used a theory-based approach, including international benchmarking, five national and four provincial case studies, 112 key informant interviews, a survey with 86 responses and a cost-benefit analysis of a sample of evaluations.Results: Since 2011, 67 national evaluations have been completed or are underway within the NES, covering over $10 billion of government expenditure. Seven of South Africa’s nine provinces have provincial evaluation plans and 68 of 155 national and provincial departments have departmental evaluation plans. Hence, the system has spread widely but there are issues of quality and the time it takes to do evaluations. It was difficult to assess use but from the case studies it did appear that instrumental and process use were widespread. There appears to be a high return on evaluations of between R7 and R10 per rand invested.Conclusion: The NES evaluation recommendations on strengthening the system ranged from legislation to strengthen the mandate, greater resources for the NES, strengthening capacity development, communication and the tracking of use.

This article describes the development of the national evaluation system in South Africa, which has been implemented since 2012, led by the Department of Planning, Monitoring and Evaluation (DPME, previously the Department of Performance Monitoring and Evaluation) in the Presidency. It suggests emerging results but an evaluation of the evaluation being carried out in 2015 will address this formally. Responding to dissatisfaction with government services, in 2009 the government placed a major emphasis on monitoring and evaluation (M&E). A ministry and department were created, initially focusing on monitoring but in 2011 developing a national evaluation policy framework, which has been rolled out from 2012. The system has focused on improving performance, as well as improved accountability. Evaluations are proposed by national government departments and selected for a national evaluation plan. The relevant department implements the evaluations with the DPME and findings go to Cabinet and are made public. So far 39 evaluations have been completed or are underway, covering around R50 billion (approximately $5 billion) of government expenditure over a three-year expenditure framework. There is evidence that the first evaluations to be completed are having significant influence on the programmes concerned. The big challenge facing South Africa is to increase capacity of service providers and government staff so as to be able to have more and better quality evaluations taking place outside of as well as through the DPME.

We review existing studies on rice harvest loss from the aspects of estimation methods, magnitudes, causes, effects, and interventions. The harvest losses examined occurred from the field reaping to storage processes, including threshing, winnowing, and field transportation. We find that existing studies on rice harvest losses have focused on quantitative losses in Asia and Africa. Lack of knowledge, inadequate harvesting techniques, poor infrastructure, and inefficient harvest management practices are considered critical contributors to the losses. The magnitudes and causes of rice harvest losses are now better understood than interventions, which have simply been presented but lack an assessment of the effects and a cost–benefit analysis. Interestingly, reduction in harvest losses may threaten some farmers’ profits, such as rural women who make their living from post-production manual operations. Considering the current status of the literature, future researchers should examine how to balance social and individual welfare since farmers are key stakeholders in intervention implementation. A good understanding of the existing researches can help clarify future efforts for loss reduction, thereby reducing the burden of increasing agricultural production and promoting sustainable development of resources and the environment.

The Rhodes trout fishery, located in the North Eastern Cape, is one of South Africa’s premier fly-fishing destinations. The integrity of the fishery is, however, under threat due to various land-use practices, which could weaken its appeal as a tourist attraction. The aim of this study is to estimate the amount recreational users are willing to pay for a project to improve the trout habitat of waters managed by the Wild Trout Association (WTA) in this fishery in order to improve its fish population density by 100 per cent. Data were collected from a biased sample of 96 respondents via a questionnaire during September 2006 to September 2007. The median estimated willingness-to-pay (WTP) for the project was R245 per annum per person, and the total WTP was estimated at R171 500 per annum. A valuation function to predict WTP responses was also estimated, and showed that gross annual pre-tax income and the number of visits per annum were positive determinants of WTP. The results of this study show that policy-makers should take heed of the importance trout fly fishers attach to this fishery when declaring trout zones in the upper catchments of South Africa. The aggregate WTP estimation, however, constitutes only a partial analysis of value. A number of other factors and environmental value streams need to be analysed and compared with the value estimates generated by this study if adequate holistic decision-making is to take place with regard to trout stream improvement. More specifically, the aggregate WTP estimated in this study must be viewed as only one input into a comprehensive social cost-benefit analysis to determine the desirability of trout stream improvement for wider society.

Abstract With the introduction of many derivatives into the capital market, including stock index futures, the trading strategies in financial markets have been gradually enriched. However, there is still no theoretical model that can determine whether these strategies are effective, what the risks are, and how costly the strategies are. We built an agent-based cross-market platform that includes five stocks and one stock index future, and constructed an evaluation system for stock index futures trading strategies. The evaluation system includes four dimensions: effectiveness, risk, occupation of capital, and impact cost. The results show that the informed strategy performs well in all aspects. The risk of the technical strategy is relatively higher than that of the other strategies. Moreover, occupation of capital and impact cost are both higher for the arbitrage strategy. Finally, the wealth of noise traders is almost lost.

<p>New Time of Use (ToU) tariff scheme known as Enhanced ToU (EToU) has been introduced on 1st January 2016 for industrial customers in Malaysia. EToU scheme is the advanced version of current ToU where the daily time frame is divided into six period blocks, as compared to only two in the existing ToU. Mid-peak tariff is introduced on top of peak-hour and off-peak tariff. The new scheme is designed to reduce Malaysia’s peak hour electricity demand. On customer side, they could be benefited from the low off-peak tariff by simply shifting their consumption. However, it depends on their consumption profile and their flexibility in shifting their consumption. Since EToU scheme is voluntary, each customer needs to perform cost-benefit analysis before deciding to switch into the scheme. This paper analyzes this problem by considering EToU tariff scheme for industry and customer’s electricity consumption profile. Case studies using different practical data from different industries are presented and discussed in this paper.</p>
