Background: This qualitative–exploratory study examined the barriers to participation amongst children with disabilities in Lusaka, Zambia, from the mothers’ perspective.Objectives: The objectives of this study were to understand how mothers of children with physical and cognitive disabilities who engaged their children in community-based rehabilitation (CBR) services in Lusaka, Zambia, perceived and described (1) the level of support they received and the barriers they encountered in terms of their child’s meaningful social participation; (2) the use and awareness of these barriers to identify and pursue advocacy strategies; and (3) hopes for their child’s future.Methods: Data were collected through semi-structured interviews with each mother in her home.Results: Findings revealed both support and barriers to the child’s social participation in relationship to their family, friends and community. Support also came from the CBR programme and mothers’ personal resourcefulness. Mothers identified their child’s school,their immediate environment and financial burdens as barriers to participation as well as their own personal insecurities and fears. Strategies to overcome barriers included internal and external actions. The mothers involved in the study hope their child’s abilities will improve with continued CBR services. Some mothers described a bleak future for their child due to alack of acceptance and access to education.Conclusion: The findings of this study suggest the significant role the mother of a child with a disability plays in her child’s social participation. Recommendations include enhancing CBR programming for families, especially for mothers, and advocating on behalf of children with disabilities and their families to attract the attention of policy makers.

Background: Youth with disabilities encounter multiple barriers to livelihood opportunities and socio-economic inclusion. Research focusing on identifying and evaluating evidence-based strategies that may facilitate their transition into socio-economic participation is limited.Objectives: The study undertook to contribute knowledge and evidence to inform inclusive socio-economic development of youth with disabilities and capacitation of community-based workers engaged in implementing the livelihood component of community-based rehabilitation programmes advocating for inclusive development.Method: This qualitative exploratory case study used the International Classification of Functioning, Disability and Health: Children Youth Version to analyse community-based workers’ knowledge and experience of the rural and peri-urban communities in which they worked in Botswana. It further analysed their activities, strategies and recommendations in response to environmental factors impacting the livelihood opportunities of youth with disabilities. Data were generated through semi-structured interviews, following a life history and phenomenological approach. Data were analysed inductively using thematic content analysis.Results: Community-based workers showed sufficient knowledge and experience of barriers and enablers in health, education and training, social development, employment and governance that facilitated or obstructed access to livelihood opportunities for youth with disability. Identifying more barriers than enablers, community-based workers adopted innovative strategies to sustain and strengthen their practices and activities in the livelihoods domain. They contributed recommendations, mainly aimed at government.Conclusion: Community-based workers have the capacity to provide valuable evidence and design strategy to facilitate the socio-economic inclusion of youth with disabilities. They are particularly adept at intervening at local levels but do not have sufficient confidence or capacity to mobilise supportive community structures or to exert influence at the level of policy formulation, decision-making and implementation.

Purpose – Previously, diversion from the criminal justice system for people with learning disability (LD) and serious forensic needs in Scotland meant hospitalisation. More recently new legislation has meant that community-based rehabilitation is possible for this group. The purpose of this paper is to qualitatively explore the views of people with LD subject to these legal orders. This is both a chance to work in partnership to improve services and also to make the voices of this potentially vulnerable group heard. Design/methodology/approach – Semi-structured interviews were conducted with ten participants subject to a community-based order. All participants were male. Ages, index behaviour, and time spent on order varied. The data was transcribed and analysed using interpretative phenomenological analysis. Findings – The main themes which emerged from the data were a taste of freedom, not being in control, getting control back, loneliness, and feeling like a service user. Participants described positives about community-based rehabilitation but also a number of negatives. Practical implications – Participant accounts suggest that the current community rehabilitation model has some shortcomings which need to be addressed. Suggestions are made for improvements to the current model relating to: achieving clarity over the role of support staff and pathways out of the system; increasing opportunities for service users to voice concerns; empowering staff teams via extensive training and supervision; and directly addressing internalised stigma to promote community integration. Originality/value – This is the first piece of work evaluating compulsory community forensic care for people with LD from the perspective of service users. It highlights difficulties with the system which could lead to helpful ways to evolve this model.

This paper looks at patterns of Community Based Rehabilitation (CBR) in two rural, isolated regions of Flores, Eastern Indonesia. It examines methods adapted by local NGOs to integrate children with disabilities (CWD) into the community as it also examines the major constraints that ensure CBR as an approach is far from being realized. While the paper argues for the necessity of a stronger guideline in defining disability and a more gendered focus in research and practice, it also shows how the various methods embraced by the donor agency (as well as the local implementing NGOs) raise many questions that need to be better understood for future disability activities in rural, low income communities.

A confident statement in Social Inclusion by Mannon and MacLacLan that disability is not a health problem places doubt on the rationale of their otherwise well-written research agenda for disability studies. Both by definition and in practice disability is in part about the impact of health on a person's functioning. The consequence of this misperception among social policy makers is a decreased emphasis on the resources and research needed to build medical rehabilitation programs. This is especially true in lower resource countries where naive inclusion of medical rehabillitation within community based rehabilitation strategies has resulted in fewer resources and less expertise to deliver the distinctly different, and well validated services of a medical rehabilitation team. Any rational research agenda on disability must focus on disease and medical rehabilitation as well as the psychological, social, and environmental factors discussed in this article.

Spatial closure regimes such as marine protected areas (MPAs) have emerged as a prominent tool in the effort to balance ecosystem health and fishery productivity. As MPAs have proliferated, the conservation community has begun to supplement traditional biological metrics with social and community considerations in the way it seeks to manage and evaluate such tools. To assess management outcomes and opportunities for a network of community-based, marine no-take zones (NTZs) in the Mexican Caribbean, semi-structured interviews were carried out with fishers and key management stakeholders. Findings indicate that the community-based management strategy has inherent tradeoffs between community engagement and conservation potential. Managers have succeeded in fostering high levels of community support for the initiative, but significant challenges remain, most notably the high presence of illegal fishing within NTZs. Successes and challenges of the community-based management strategy are documented and evaluated within a fisheries resource management framework. As the NTZ network undergoes legal renovation following the completion of its initial five-year term, this work serves as an important resource for both reflection on, and adaptation of, the community-based NTZ management regime.
