The article actualizes the challenges of developing the theoretical and methodological basis for managing environmental turbulence in the 21st century under the unprecedented changes that have taken place both in the interpretation of the category of turbulence itself and the ability to manage it between the end of 2019 and the present in the context of the COVID-19 pandemic. The results of the analysis of the category of turbulence of the new type are presented, as well as its nature and content are determined. Conceptual approaches to the criteria for the effectiveness of turbulence management have been developed. The vector of the direction of the evolution of national systems of government in the era of total turbulence at the level of public policy has been defined. The experience of the best management practices at the beginning of 2021 is noted, which, however, shows that without the use of an arsenal of hard technologies it is not yet possible to curb the challenges of extremely high environmental turbulence. Based on the study, the authors made the conclusion about the key role of general civil consent and cooperation in the implementation of manual management regime under the conditions of extremely high environmental turbulence of the early twenties of the 21st century. The peculiarities of forming the international socio-economic context of the period of extremely high turbulence, its problems and contradictions are highlighted. The main features of this context of the newest period include the ongoing systemic crisis of the world economy, permanent structural financial and economic crises, as well as the characteristics of globalization and deglobalization processes as major long-term trends. The trend towards general deglobalization, expressed in the strengthening of national protectionism and manifested in the economic policy of nation-states, has become the most pronounced at the current stage. New international platforms have been sought to implement regulatory management actions in the face of new type of turbulence.

As early as the pandemic has spread to Southeast Asian countries and elsewhere, observers have been tempted to associate regime type with COVID-19 responses. This trend encompasses the debate between democratic vs. authoritarian regimes that has been particularly helpful in identifying the normative basis to global pandemic responses. However, it leads into an inquiry whether the comparison of regime as part of variable isolation is scientifically viable in assessing the public policy, given the fact that the comparative matrix is vague. The comparison between democracy and the authoritarian regime will not bring a fair debate, but only to insinuate epistemological obstacle due to socially constructed dichotomy between the two even if the authoritarian regime has done any good practice. Furthermore, such a dichotomy only reflects a binary oversimplification of reality, which neglects an alternative explanation. Drawing on the framework of typology of COVID-19 responses by Greer et. al. (2020)–which includes four key foci, i.e., social policies and crisis management, regime type, formal political institutions, state capacity–this article will extend the framework by applying to the case of Southeast Asian countries, where these countries share similar structure and challenges, yet some countries arguably have been more successful.

The prescription of forest management determines the number of trees to be cut and, consequently, the harvested wood volume, which directly influences the forest operations dynamic. The objectives of this paper were (i) to analyze the effect of process factors on wood extraction performance with forwarder in first thinning and clearcutting of Pinus taeda L. plantations; and (ii) to economically determine the optimal road density to manage these plantations. Time and motion studies at the cycle element level were conducted to quantify and model the time consumption, productivity, and operational costs of the extraction. The optimal road density (ORD) for both operation types (OT) was determined based on the transport geometry model, considering the minimization of the sum of unitary costs with construction and maintenance of roads, loss of productive area, and wood extraction. The extraction distance (ED), slope (SL), average log volume (LV), and OT had a significant effect on the time consumed in travels, and therefore, on productivity (PPMH). In clearcutting, the average PPMH was 12.17 m3ob PMH0-1, while, in thinning, it was 10.94 m3ob PMH0-1; however, as the ED increased, the difference of PPMH and the cost of extraction between the operations decreased, which highlighted a greater effect of this factor on forwarder’s work in clearcutting. For this reason, the ORD for clearcutting (37.76 m ha-1) was higher than for thinning (27.84 m ha-1). Therefore, we demonstrated in this study that the type of operation and forest management regime, as well as their interaction with process factors, affect the sizing of the number of roads per unit area, and also the costs of the forest activity.

Ginseng replant disease (GRD) has had a major impact on the American ginseng (Panax quinquefolius L.) industry in Canada and is a threat to its survival. With only 150 yr of domestic ginseng cultivation, GRD and its effect on the industry in North America is well documented compared with replant diseases in other crops. However, minimal research has been published on the etiology and management of GRD. Research and observations of replant diseases of the major commercial Panax species worldwide are presented to propose mechanisms of GRD and potential management options. The available evidence suggests the specific involvement of the soil-borne fungus Ilyonectria mors-panacis (A.A. Hildebr.) A. Cabral & Crous combined with an unknown host-related factor as the ultimate cause of GRD, since other proposed mechanisms seem unlikely to have occurred in the diversity of regions where GRD is reported. Other abiotic and biotic factors influencing the severity of the disease are also likely to be involved. Given the lack of clarity in the scientific literature between problems associated with continuous cultivation of ginseng and true replant disease, a definition of GRD is proposed. The development of an effective and economical management regime will require a better understanding of the mechanisms of GRD. Potential management options include reducing ginseng debris after harvest of the first crop, preplant testing to identify low-risk sites for replanting, fumigation, alternative disinfestation techniques, and fungicides (including biofungicides) targeting I. mors-panacis.

Rangelands are composed of patchy, highly dynamic herbaceous plant communities that are difficult to quantify across broad spatial extents at resolutions relevant to their characteristic spatial scales. Furthermore, differentiation of these plant communities using remotely sensed observations is complicated by their similar spectral absorption profiles. To better quantify the impacts of land management and weather variability on rangeland vegetation change, we analyzed high resolution hyperspectral data produced by the National Ecological Observatory Network (NEON) at a 6500-ha experimental station (Central Plains Experimental Range) to map vegetation composition and change over a 5-year timescale. The spatial resolution (1 m) of the data was able to resolve the plant community type at a suitable scale and the information-rich spectral resolution (426 bands) was able to differentiate closely related plant community classes. The resulting plant community class map showed strong accuracy results from both formal quantitative measurements (F1 75% and Kappa 0.83) and informal qualitative assessments. Over a 5-year period, we found that plant community composition was impacted more strongly by weather than by the rangeland management regime. Our work displays the potential to map plant community classes across extensive areas of herbaceous vegetation and use resultant maps to inform rangeland ecology and management. Critical to the success of the research was the development of computational methods that allowed us to implement efficient and flexible analyses on the large and complex data.

<p>Although it has been noted that fisheries is 90% managing people, most management regimes focus solely on the other 10%; the biological aspect. Furthermore, despite the growing popularity of recreational fishing and increased awareness of its biological effects, there exists even less literature on the human dimensions in this domain than in commercial fisheries. In New Zealand, the Marlborough Sounds recreational blue cod fishery is strictly regulated, due to its popularity and a top-down management regime, with limited fisher involvement. Despite substantial biological information on the fishery, there is only one piece of human dimensions research, carried out before the current management regime came into force. This thesis responds to calls for greater integration of human behaviour into fisheries analyses and management. Specifically, the aim is to explore fisher attitudes towards and compliance with the fishery regulations.  The research presented here is a combination of intercept and online surveys of over 500 fishers and is interdisciplinary in nature. Four related studies, aimed towards publication, provide important insights for a more inclusive management style in the future. The first chapter examines fisher attitudes and the factors shaping them, a poorly understood area. Responses reveal that although overall, fishers were dissatisfied with the current regulations, inexperienced and non-locally-resident fishers display more positive attitudes towards the regulations. The second core chapter examines regulation non-compliance, a worldwide fisheries problem that can undermine the effectiveness of a management regime. As rule-breaking behaviour is often a sensitive behaviour, two indirect methods (Randomized Response and Item Count) are tested against direct questioning in estimating violations of three recreational blue cod fishing regulations. Results show mixed effectiveness for the indirect methods, with a significantly higher estimate of non-compliance estimate obtained for only one of the three regulations. The third core chapter uses structural equation modeling to examine the drivers of non-compliance with the size and daily limits for blue cod. Knowledge of these drivers is essential to increasing voluntary compliance with the regulations and these results demonstrate that social norms are the largest influence for both the regulations. Finally, the fourth core chapter examines the potential effects of the maximum size limit on the number of blue cod discarded as well as fisher satisfaction and compliance. A scenario approach reveals that either increasing or eliminating the maximum size limit could offer significant gains compared with the control scenario.  The four chapters contribute to the global literature on subjects including fisher attitudes, estimating sensitive behaviours, drivers of non-compliance, discards in recreational fisheries and natural resource management. Taken together, the results reaffirm the benefits of including the human dimensions in fisheries management regimes. For the Marlborough Sounds recreational blue cod fishery, a shift away from the current, top-down and biologically focused management regime is suggested. I also argue that a more inclusive management strategy may be the best chance for success and allow the fishery to be saved for future generations; a goal shared by both fishers and management.</p>

<p>People understand their relationship, and that of broader society, with nature in a diverse range of ways. Yet the expression of such diversity is often constrained in decision making processes, and in western contexts, neoliberalised understandings of nature are often privileged. Feminist political ecology provides a nuanced approach to exploring how meanings of nature are made and remade, and how some meanings come to be dominant. An emergent body of political ecology has begun to draw on radical democratic theory to shed light on how this privilege is created and perpetuated in political processes in ways that channel certain outcomes. In extending this engagement between theories, this research explores how different understandings of nature compete in formal and informal political spaces through the case study of a new water management regime. For more than a decade, debate has raged about whether or not to dam the Hurunui River for irrigation. Such debate about the future of freshwater bodies has characterised politics in the Canterbury region through which the Hurunui flows. Canterbury has seen rapid agricultural intensification that has been enabled by the enclosure of freshwater. However, enclosure has been contested, and this contestation came to a head when, in early 2010, the national government intervened and dramatically reregulated freshwater in the region; elections for the regional council were suspended, access to judicial reconsideration of decisions about the environment were severely narrowed, and processes underway to protect freshwater bodies were interrupted. Promising better environmental democracy, central government, and the appointed officials replacing the elected councillors, endorsed a new freshwater management initiative based on devolved collaboration and consensus building. In response to conflict over the Hurunui River, the catchment was the first area in which this initiative was tested, a process that became the case study for this project. Through a feminist poststructural approach, I conducted and analysed 42 semi-structured interviews with those involved with Hurunui politics, and was a participant observer at 12 meetings of the new collaborative committee for the catchment. I argue that there were multiple processes that worked to channel particular understandings of nature, and facilitate the enclosure of freshwater for economic advantage. This channelling occurred in three key ways. Firstly, reregulation in Canterbury removed many democratic rights, limiting opportunities for participation in water politics. Secondly, the devolved collaborative and consensus based water committee was constrained by targets and discourses that determined that more water needed to be enclosed to serve a neoliberal growth agenda. Thirdly, community was privileged as a scale of democracy. As a result, narrow constructions of community belonging and performance remained unexplored, and these constructions inhibited public debate and limited possibilities to articulate and explore difference. I argue that such everyday experiences of power and constrained agency constitute an important dynamic of nature politics. There were, however, hopeful aspects of the new regime. An emphasis on dialogue led to transformative social learning, particularly about Ngāi Tahu, the Māori iwi (tribe) with traditional authority over the region, and the ways the iwi negotiated and enacted a relational ethics with the river. This study argues that considerations of power must be at the forefront of democratic design and uneven power relations need to be engaged with in such a way that multiple understandings of nature and society can be articulated and seen to be legitimate. Such an approach provides possibilities for political space in which to reimagine environmental futures and contest the dominance of neoliberal natures.</p>

Thirteen years ago, PAYOPAYO Peasant School Network, an Indonesian community organizing network based in Sulawesi, facilitated Participatory Action Research (PAR) that eventually culminated in a creation of a common resource management regime around an irrigation system for agricultural use in Tompobulu, a village within a national park in upland South Sulawesi. This note from the field presents a reflection on collective action experiences of a community in building the commons in 2008 to 2009, and revisits the extent to which the commons has been managed, how management regimes changed over time, and how it survives as a commons today. The initial factors allowing for establishment of the commons, understood here as a social practice toward common goals, were a shared need for water (local needs & conditions), and the success to make use of the irrigation commons as a means to initiate other collective actions. Drawing from concerted engagement and analysis conducted in 2021, this note revisits the key factors and highlights different ways the commons continues to persist, namely due to the distinct benefits felt by participants, the existence of institutions that regulate the use and maintenance of the commons, the existence of a monitoring system among members, participation of members in formulating and modifying the rules, and the recognition of National Park authorities on the commons and its rules.
