Hazard-prone areas in southern Africa experience many natural hazards, which include cyclones, floods and droughts. The severe climatic conditions of southern Africa have an especially large impact on the agricultural practices of small-scale farmers. These hazards should be mitigated to ensure more resilient communities and food security. This study mainly focuses on the timing of agricultural production in hazard-prone areas to prevent losses at peak-risk periods by adapting the agricultural cycle. This study focuses on the agricultural activities of small-scale farmers in Malawi, Madagascar and Mozambique. A literature review is presented, and a mixed-method research design were followed to determine the timing of production followed by these small-scale farmers and its impact on production and food security. Although this study found that the small-scale farmers generally plant with the first rains, it is recommended by literature that early planting should be practised to ensure optimal production. It is also recommended that small-scale farmers should implement watermanagement techniques for dry periods, and when farmers practice late planting, the use of residual-moisture retention should be utilised as a mitigation measure. This will in effect ensure that the communities are less vulnerable during peak-risk periods by improving or ensuring food security. Therefore, adapting the planting and production time in these hazardprone areas at peak-risk periods could limit losses and increase communities’ resilience.

Devolution of government functions is one of the key moves introduced by the government, to enhance its service delivery and promote self-governance at County level. At a glance, devolution has come with both benefits and downsides, which are unique to the service/function that has been devolved. Agriculture was previously a function of the National government, under the Ministry of Agriculture. It is currently a devolved ministry, no longer under the sole control of the National government. Same as other devolved functions, it was expected that devolving the ministry of Agriculture would lead to better agricultural production at county level. Devolution Agricultural functions was expected to enhance agricultural production in the counties. The study thus sought to establish the effect of devolution of the agricultural sector on the livelihoods in Wajir County. This study was guided by the following objectives; to establish the effects of devolution of agricultural sector on the empowerment of small-scale farmers, to determine the effects of devolution of agricultural sector on incomes of households and to examine the effects of devolution of agricultural sector on food security of households in Wajir County. The study is hinged on the Sustainable Livelihood Approach. The study adopted a descriptive survey that helped in determining and reports the way things are and attempts to describe such things as possible behavior, attitudes, values, and characteristics. The study targeted5273 small-scale farmers and agricultural officers across all Wajir sub-counties. The study sampled 372 farmers from all the Sub-Counties in Wajir. Therefore, 372 farmers and 6 agricultural officers were used making a total sample size of 378 respondents. The researcher purposively selected six agricultural officers one from each sub-county. In identifying the farmers from each sub-county, the study used simple random sampling. The study will adopt both qualitative and quantitative data. The study used questionnaires for collecting data from 372 farmers, which will be constructed based on the research objectives. The questionnaires were administered using drop and pick method; this provided farmers with enough time to answer the questions. Quantitative data was analysed using descriptive statistics such as mean, mode, percentages and standard deviation. The study used Chi-Square to establish the relationship between the variables. The study findings indicated that the effect of devolution of agricultural activities in Wajir County has significantly affected the level of food security, sources of income and empowerment among the households in the county. Due to devolution of the agricultural activities, the county government now provides extension services, funds, inputs such as fertilizers and credits for agricultural activities and that has led to an increase in food production which has greatly improved food security and enhanced income generation. The small scale farmers no longer rely on livestock farming but also crop farming. Since the study findings present a significant effect of devolution of the agricultural activities to the county level in Wajir, it recommends that the county government should invest more in some of the agricultural activities such as access to agricultural services like Plough and tractor, Borehole and dam for irrigation, Extension services, Livestock vaccination and Disease surveillance, control, and awareness. There should also be an increase in the provision of services such as the provision of farm inputs and marketing of farm products on behalf of farmers in order to encourage more participation in agriculture by the households. In so doing, the small scale farmers in Wajir County will be more empowered, their income will improve and food security will also be enhanced.

Abstract Objectives There is currently no information on what buyers know about nutrition of their fair trade coffee grower's nutrition and therefore are missing the opportunity to improve the condition of their grower families, many of whom are headed by women. Our objectives are to highlight knowledge and awareness of buyers and consumers; identify best practices to address needs of coffee growers and families to improve nutrition resources; and develop “Nutrition Actions for Coffee Growers” for companies to implement. Methods Review evidence and secondary data; review U.S. Government programs supporting small-scale farmers and their effectiveness to address grower nutrition; conduct key informant interviews with coffee buyers and companies identified during the Specialty Coffee Expo, April 2019 and Sustainability Consortium TSC10 Conference. Research protocol: Internet-search (pubmed, other sources); synthesize evidence from studies, publications, research; attend Specialty Coffee Expo and Sustainability Consortium TSC10; identify key informants among TSC10, International Women's Coffee Association (IWCA), coffee buyers and companies focusing on fair trade coffee; develop interview instruments; conduct interviews. Results This abstract is focused on methods and protocol for our research which will be the first of its kind. Conclusions This study will provide insight into fair trade purchasers’ understanding and recommend actions companies can take to enable women growers and their families to improve family food security and nutrition. Women provide up to 70% of labor in cultivating and harvesting coffee and 20–35% of coffee-producing households are female headed (International Coffee Organization, ICC 121, 2018). Even when growers get a price premium for fair trade or organic certification, it is not enough to support family livelihoods (Bacon, 2008; Méndez, 2010; Beauchelt, 2012, 2011). Better understanding among fair trade coffee buyers and companies will provide opportunities for growers to ensure better household nutrition. These actions could be scaled to other fair trade products like cocoa, essential oils, artisanal textiles. Many West African farmers are struggling to cope with changing weather and climatic conditions. This situation limits farmers’ ability to make optimal decisions for food and income security. Developing more useful and accessible weather and climate information services (WCIS) can help small-scale farmers improve their adaptive capacity. The literature suggests that such WCIS can be achieved if forecast information is produced jointly by farmers and scientists. To test this hypothesis and derive design requirements for effective WCIS, we evaluated the outcomes of an experimental coproduction of weather forecasts in Ada, Ghana. The experiment involved a user-driven design and testing of information and communications technology (ICT)-based digital (smartphones and apps) and rainfall monitoring tools by 22 farmers. They collected data and received weather forecasts during the 2018/2019 study period. The results showed a positive evaluation of the intervention, expressed by the level of engagement, the increase in usability of the tools and understanding of forecast uncertainty, outreach capacity with other farmers, and improved daily farming decisions. The success of the intervention was attributed to the iterative design process, as well as the training, monitoring, and technical support provided. We conclude that the application of modern technology in a coproduction process with targeted training and monitoring can improve smallholder farmers’ access to and use of weather and climate forecast information.


Potential influence of water stress, climate change, erosion of fertility, unorganized agro-financing practices in agricultural-yields espoused with incongruity in regulating and developing the credible distribution mechanism for the resilience of computable equilibrium in the supply chain have warranted the continuing negative economic implications relating to agricultural production-patterns as well as ensuring food security of the country. An authoritative introspection for the sustainability of agro-economic policy in consistence with the increasing population becomes the cry of the hour of the country. Sensitivity-variance of different crops to warming though confines the scopes and preferences of territoriality of productivity however, the complexity of impact of climate-change on agricultural productivity necessitates the appraisal and interrelations of physical, economic and social factors as well changing ecological imbalances. The attempt to bring structural reforms in the farming practices in weather variability context in the country requires financial support for the marginal and small-scale farmers as farming practices are predominantly adapted to local climates. The global character of atmospheric circulation and the impact of ecological and climate-changes encourage combined use of climate, crop, and economic models for sustaining growth of supply chain to market. In addition, the increasing deterioration of agricultural production due to the eventuality of climate-change and eventual ecological imbalance considerably would affect the trade balance of the country for the legislative mandate of food security. To transform the progressive move of LPG (Liberalization, Privatization and Globalization) into secured and sustainable agro-economy to save our planet from the ravages of climate change, a comprehensive schematic approach involves configuration of legal and policy tools containing thereof: a) ‘spillover costs’ of agricultural productivity due to increased ecological and climate changes; b) coherent assessment of the modalities of agriculture to harmonize the present-day water-stressed; c) coherent financing mechanism for the farmers, in particular the small-scale and marginal ones who are not only being affected disproportionately rather the changes warrant them to be displaced internally. The present discussion reviews two prime factors: viz; a) Effects of Climate-Change upon agro-economy of the country; and b) Attenuation of Agro-financing measures in the regulatory mechanism for regulating and developing the vibrant supply chain to the market

The paper has aimed to explore the effectiveness of small-scale farmers in improving household income and food security, particularly looking at the barriers to market access in rural areas. This study was undertaken in rural areas of Kanyamazane, Clau-Clau and Nyongane, South Africa, where small-scale producers depend on low-risk and low-return markets to generate household income from production, thus ensuring food security. To achieve the aim of this study, a qualitative approach was used to provide in-depth interpretation of the perspectives, experiences, and behavioural patterns of the small-scale farmers faced with market related issues. Small-scale farmers, agricultural extension officers, and municipal officials were purposefully selected to share their views, perceptions, and experiences on the effectiveness in accessing markets. The findings revealed that there was limited access to formal markets by small-scale farmers because of limited knowledge and capacity to meet market requirements. The study confirmed that a lack of marketing skills, institutional support services, and limited access to arable land, have directly negative effects on achieving livelihood outcomes. This study recommends a sustainable crop production method which reduces the costs of farming resources, such as pesticide and fertilizer, through organic methods to ensure food safety and enhanced nutrient quality. This study further encourages inclusive rural development, where small-scale producers are treated as stakeholders in agricultural policy formulation to enable access to financial resources and increase in production through the formation of cooperatives.
