In recent years, cars have steadily colonized the sidewalks in downtown Tbilisi. By driving and parking on sidewalks, vehicles have reshaped public space and placed pedestrian life at risk. A variety of social actors coordinate sidewalk affairs in the city, including the local government, a private company called CT Park, and a fleet of self-appointed st’aianshik’ebi (parking attendants) who direct drivers into parking spots for spare change. Pedestrian activists have challenged the automotive conquest of footpaths in innovative ways, including art installations, social media protests, and the fashioning of ad hoc physical barriers. By safeguarding sidewalks against cars, activists assert ideals for public space that are predicated on sharp boundaries between sidewalk and street, pedestrian and machine, citizen and commodity. Politicians and activists alike connect the sharpness of such boundaries to an imagined Europe. Georgia’s parking culture thus reflects not only local configurations of power among the many interests clamoring for the space of the sidewalk, but also global hierarchies of value that form meaningful distinctions and aspirational horizons in debates over urban public space. Against the dismal frictions of an expanding car system, social actors mobilize the idioms of freedom and shame to reinterpret and repartition the public/private distinction.


The transformation of redundant port facilities has become a priority in many cities willing to attract a larger number of tourists. From Baltimore‟s successful initiative to Barcelona‟s dissemination of the model in Europe, one city after another have implemented the same examples with few variations. The objective of the research is to analyze the renovation of former industrial ports in two medium-size cities: Plymouth and Malaga, focusing on whether the projects have matched the initial objectives to turn the facilities into tourist attractions as well as to integrate them in the city life. The methodological process is based on a comparative analysis of five different issues, namely external accessibility, internal mobility, activities, heritage protection and general integration in the urban context. The research process has ended up in the production of comparative maps. Major differences between both examples can be found in the integration of heritage, both cultural and natural, the consolidation of a mix of uses and the existence of physical barriers between the port and the rest of the city.

A pessoa com deficiência enfrenta inúmeras dificuldades para inserção no posto de trabalho, principalmente relacionadas às barreiras atitudinais e físicas, bem como à restrição no acesso aos dispositivos de Tecnologia Assistiva. O objetivo do estudo foi apresentar a intervenção da Terapia ocupacional, sob abordagem da Ergonomia, no processo de adequação de postos de trabalho para um trabalhador com deficiência física. Trata-se de um relato de experiência, realizado em uma instituição pública, na cidade do Recife-PE, no período de abril a maio de 2018. A partir da análise ergonômica do trabalho (AET), foram verificados mobiliários e equipamentos com dimensões inadequadas em relação às medidas antropométricas da trabalhadora, layout inadequado do ambiente de trabalho e cadeira de rodas com medidas incompatíveis às necessidades da usuária. Diante dos achados, foram propostas recomendações para adequação do posto de trabalho às capacidades da trabalhadora, com base na NR 17, na NBR 9050 e nos princípios do Design Universal, bem como foram indicados dispositivos de Tecnologia Assistiva, com o intuito de promover o aproveitamento da capacidade laboral da trabalhadora e minimizar os impactos negativos da deficiência, tais como as dores e os riscos de acidentes.AbstractPeople with disabilities face numerous difficulties for inclusion in the workplace, mainly related to attitudinal and physical barriers, as well as the restriction on access to Assistive Technology devices.The objective of the study was to present the intervention of Occupational Therapy, under Ergonomics approach, in the adequacy of jobs for a worker with physical disability. This is an experience report, carried out in a public institution, in the city of Recife-PE, from April to May 2018. From the ergonomic analysis of work (EAW), furniture and equipment with incompatible dimensions with the anthropometric measures of the worker, inadequate layout of the work environment and wheelchair with measures incompatible with the needs of the user. Abstract. Architectural barriers are physical elements that limit the freedom of movement and use of services of a person. The lack of accessibility is one of the physical barriers that most limit people with motor disabilities, as recognised by the World Health Organization. The work aims to identify the optimal methodology to map accessible ways and critical barriers, in order to produce cartographic support for people with motor disabilities. It should also be a tool that allows citizens to report barriers to public authority. The work is part of the ViaLibera?! project, which aims to apply the methodology in the Municipality 9 of the city of Milan. The project is founded by Fondazione di Comunit`a Milano; Politecnico di Milano is the scientific partner, while the other partners are associations that represent people with disabilities: Spazio Vita Niguarda Onlus, Ledha Milano and AUS Niguarda Onlus. The mapping elements of interest for the project were identified in collaboration with the other partners, also studying the state of the art. In the framework of Open Street Map, a comparison between different existing mapping techniques was done to select the optimal compromise between rigour and simplicity. In addition, the different techniques must be suitable for the chosen tagging scheme to map accessibility elements. The techniques analysed involve the use of paper maps, Field Papers, and street-level images or applications for smartphones. They are compared to identify the best one.

Residual spaces are the leftover spaces such as the spaces under flyovers. These spaces further act as physical barriers in the city’s urban form.. The spaces under flyovers have been neglected, left underused, even in some cases, remain frightening, and unattractive. These spaces provide local communities with various opportunities. In the city of Lahore, there is a lack of public places that enhance social interaction. There are many possibilities of transforming the dead and unused spaces under flyovers into creative venues for various communal activities. This paper attempts to focus on the concept and importance of leftover spaces, while identifying and analyzing the type of social space according to the presented concept of Lefebvre.

The recognition, by public authorities, of the shared nature of urban places and the extent and variety of disabling conditions associated with the emergence of phenomena of social exclusion and a steadily ageing population has motivated the creation of new legislation and strategic tools under the umbrella of inclusive design and accessibility for all. This study aims to show how the use of a new interactive accessibility instrument—the System of Accessible Itineraries (SIA)—can help decision-makers, municipality services and citizens to develop pedestrian-friendly networks in their cities. An in loco analysis of the main features, weaknesses, and potential of public spaces was undertaken within a selected survey area in the city of Porto, with the aim of improving the inclusiveness of public spaces. The integration of several concerns and regulations, pertaining to inclusiveness in the design of public spaces, into an easy-to-understand summary specific to this territory constitutes an important first step towards changing the existing paradigm. Apart from the inherent advantages to citizens with reduced mobility, the SIA also has the ability to inform urban planners concerning areas in need of intervention, prioritizing the execution of corrective actions within the public space. Additionally, due to the morphological similarity of the consolidated urban fabric of most Portuguese and European cities, the adopted interactive framework also reveals a considerable potential for comprehensive replication in many city centres, reducing the physical barriers, in a more integrative land strategy.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.
