Ukraine’s energy system, namely the sector of thermal energy, is the country’s largest producer of greenhouse gas emissions nowadays. Given the significant contribution of Ukraine’s energy sector to the nationwide producing greenhouse gas emissions, the need for its restructuring is becoming increasingly obvious from an economic point of view. However, the lack of economic incentives for private parties and the limited financial capacity of the public sector hamper the implementation of appropriate measures. Given that the natural economic incentives for reducing greenhouse gas emissions from the private sector in the energy sector (80% of the thermal energy sector belongs to the private sector) can only arise in the event of a change in the energy market situation, this raises the question of how to effectively use the limited financial resources of the state for such needs. In view of this, the concept of reducing greenhouse gas emissions in Ukraine’s energy sector is developed, which should be implemented in three stages: (i) the optimization of electricity generation at the TPPs by bringing the load to the maximum and relatively efficient levels, at which the largest amount of energy will be generated per unit of greenhouse gas emissions; (ii) clustering of TPPs into two groups by the performance indicators of operation: the identifying relatively efficient TPPs to be modernized; (iii) ranking of relatively inefficient TPPs by priority for replacement with renewable energy sources. To identify the enterprises in relation to which the proposed measures should be applied, the software is developed, which will determine the relevant information by analyzing the data characterizing the activity of enterprises.

The purpose of this paper is to explore the influence of the new Ukrainian and European regulatory framework for 2019-2020 concerning the decarburization of economy of the functioning of Ukrainian gas industry. The paper provides an overview of the Ukrainian regulatory framework of 2019–2020 on the implementation of the system of monitoring, reporting, and verification of greenhouse gas emissions in our country. We also provide an overview of new European documents on the decarbonisation of economy, in particular, the European Green Deal, the EU Strategy for Reducing Methane Emissions, and the Hydrogen Strategy for Climate-Neutral Europe. We showed that these EU documents will exert a significant influence on the functioning of both the energy sector of our country as a whole and its part – gas industry. The paper shows that, under the existing plans of the development of energy sector in European countries in order to reach the state where there are no net emissions of greenhouse gases by 2050 and under conditions of fierce competition for sources and routes of gas supply to the European market, the most pressing problem confronting the gas transportation system of Ukraine is to optimize its structure with simultaneous replacement of outdated compressor equipment by modern one with lower carbon dioxide emissions, which will require a significant amount of investment. Under such conditions, it is necessary to study carefully the feasibility of introducing activities for the main transportation of gas under the action of Greenhouse Gas Trading System. We also showed that the reduction of methane emissions along the natural gas chain supply in accordance with the EU Strategy for the reduction of methane emissions is extremely important for Ukraine. In addition to the implementation of measures for reducing these emissions, it is necessary to attract attention to the development of national methods for estimating methane emissions and the use of national coefficients in the formation of the National Greenhouse gas emissions inventory for estimating volatile emissions from natural gas activities. Australia is experiencing a time of major change in its energy sector. First, there is record investment in developing new fossil fuel resources—such as coal, LNG and coal seam methane gas—for export. Second, there is an ever-increasing attention to renewable energy generation for the domestic market. The looming introduction of a price on carbon (greenhouse gas emissions) in 2012 has fuelled the debate about how clean various energy sources are, and how any/all emissions associated with their development and the generation of energy should be treated. As a market reponse, a significant increase in using life-cycle assessment (LCA) results to communicate environmental performance, particularly about greenhouse gas emissions, have been witnessed. When undertaken appropriately, a full life-cycle approach is the only acceptable methodology to compare disparate technologies or products; however, given the often technical nature of LCA studies, the results are not always conveyed accurately in the non-technical mainstream media. This extended abstract discusses case studies related to the energy sector using LCA results—their benefits and shortcomings—in Australian media; suggestions for better communication and decision making in the coming period are also discussed.
