Transnational families, welfare states, and marriage rules in the time of COVID-19

AbstractThis chapter explores the social-protection domain of old-age pensions for Sudanese transnational families. The chapter is based on data collected during 14 months of multi-sited and partly matched-sample ethnographic fieldwork (2015–2017) with 21 Sudanese migrants in the Netherlands, 22 in the UK and 19 of their families in Sudan. Drawing on the life stories of members of different Sudanese families, this contribution addresses the question of what kinds of consideration underlie the decisions of Sudanese migrants when moving to certain places to secure their old-age pension. The chapter shows that the different mobilities in which Sudanese migrants engage have the double aim of both providing for their elderly parents back home now and securing their own pension in the future. The findings question the idea of ‘welfare shopping’ and show that migrants’ decision to move is not based so much on more or less generous welfare states but on the possibilities to arrange their own and their families’ social protection in a manner that is deemed better in the family’s understanding of social protection, which is strongly embedded in practices of generalised reciprocity.

Welfare states have historically been built on values of egalitarianism and universalism and through high taxation that provides free education, health care, and social security for all. Ideally, this encourages participation of all citizens and formation of inclusive public sphere. In this welfare model, the public service media are also considered some of the main institutions that serve the well-being of an entire society. That is, independent, publicly funded media companies are perceived to enhance equality, citizenship, and social solidarity by providing information and programming that is driven by public rather than commercial interest. This article explores how the public service media and their values of universality, equality, diversity, and quality are affected by datafication and a platformed media environment. It argues that the embeddedness of public service media in a platformed media environment produces complex and contradictory dependencies between public service media and commercial platforms. The embeddedness has resulted in simultaneous processes of adapting to social media logics and datafication within public service media as well as in attempts to create alternative public media value-driven data practices and new public media spaces.

This article explores the incongruities between transnational American studies as theorized and practiced. Inspired by our experience at the 2013 Nordic Association of American Studies (NAAS) conference, we discuss the challenges of practicing “transnational” American studies within specific nation- and regionbased communities. U.S. scholars tend to conceptualize “transnational” American Studies as an attempt to destabilize U.S. nation—a broadening of the geopolitical frames of reference to promote a variety of heuristics such as hemispheric, Atlantic, circum-Caribbean, borderlands, and transpacific. Scholars at the NAAS conference foregrounded emergent trends and lines of exchange that are sometimes elided in a transnational American studies conceived largely from the vantage point of the U.S. While many themes emerged at the NAAS conference, we examine how the focus on Scandinavian-American relations, Asia, and transnational families help us rethink the transnational turn in American Studies and the borders that bind its practice. In this context, we discuss the paradox of transnational American Studies – that, despite its aim to expand toward an all-encompassing “transnational” paradigm, it remains defined by our geopolitical positions. This paradox presents opportunities for theorizing the divide between American studies and its varying scholarly terrains, especially through international scholarly practice.
