Abstract Two noteworthy and successful vernacular rhetoric manuals printed in sixteenth-century England are actually writing manuals, books on how to compose letters: William Fulwood's The Enimie of Idlenesse (1568), and Angel Day's The English Secretorie (1586). Both works reflected and sought to influence literacy habits in the book-reading public, and reveal a wider range of cultural engagement than has previously been thought. In particular, three aspects are likely to have stirred reader interest: a connection for vernacular learners with both the humanist and dictaminal epistolary traditions that formed the core of prestige education; a focus on practical letter exchanges that carry familial and social significance; and a large collection of model letters, in which readers would have found exemplary discourse coupled with proto-fictional and amatory elements that could be enjoyed as entertainment. Understanding the varied appeals of these two books helps us fill out the larger picture relating to how vernacular literacy was valued, developed, and applied.

It is assumed that by now the widely known UNESCO statement about the value of vernacular literacy has achieved the status of “common sense” knowledge among those interested in the schooling of minority language groups. The term “common sense” here implies that although there is much that is sound in a common sense view, there is also the danger of oversimplification. Although strongly in favour of bilingual education, both educationally and in terms of the ethics of racial contact, I see a number of areas where an oversimplified approach to it can bring either some harm with the good or at least lessen the effectiveness of the use of the vernacular language in education. The “initial literacy in the vernacular” approach is not a panacea for all minority group educational problems. The article by Joy Kinslow-Harris (1968), probably the best single statement made on the value of vernacular education for Australian Aboriginals, was a profound call for a basic change in attitude towards the education of Aboriginals, and outlined sound starting procedures. While this paper strongly supports Kinslow-Harris’s statement, it wishes also to extend understanding of some important theoretical issues.

Tone languages provide some interesting challenges for the designers of new orthographies. One approach is to omit tone marks, just as stress is not marked in English (zero marking). Another approach is to do phonemic tone analysis, and then make heavy use of diacritic symbols to distinguish the "tonemes" (shallow marking). While orthographies based on either system have been successful, this may be thanks to our ability to manage inadequate orthographies, rather than to any intrinsic advantage which is afforded by one or the other approach. In many cases, practical experience with both kinds of orthography in sub-Saharan Africa has shown that people have not been able to attain the level of reading and writing fluency that we know to be possible for the orthographies of non-tonal languages. In some cases this can be attributed to a socio linguistic setting which does not favour vernacular literacy. In other cases, the orthography itself may be to blame. If the orthography of a tone language is difficult to use or to learn, then a good part of the reason may be that the designer either has not paid enough attention to the FUNCTION of tone in the language, or has not ensured that the information encoded in the orthography is ACCESSIBLE to the ordinary (non-linguist) user of the language. If the writing of tone is not going to continue to be a stumbling block to literacy efforts, then a fresh approach to tone orthography is required — one which assigns high priority to these two factors. This article describes the problems with orthographies that use too few or too many tone marks, and critically evaluates a wide range of creative intermediate solutions. I review the contributions made by phonology and reading theory, and provide some broad methodological principles to guide those who are seeking to represent tone in a writing system. The tone orthographies of several languages from sub-Saharan Africa are presented throughout the article, with particular emphasis on some tone languages of Cameroon.
