At the end of June 2017, in the poviats served by the Sanok and Brzozów branches of Arriva Bus Transport Polska (formerly PKS Brzozów and PKS Sanok), an important carrier serving the area of several poviats withdrew unprecedentedly its services. Unlike many other former PKS enterprises that were being closed down, it still had a dominant, and even monopolistic, position on the market. As part of a broader study on the issue of transport based social exclusion, changes in the collective public transport network in the studied area, were identified. This was used to indicate the areas most exposed to this unfavorable process. One of such administrative division units is the Komańcza commune. Therefore, an additional study was conducted on the current transport problems of adults. It showed that they did not use public transport, and many were forced to buy a car due to insufficient offer of rail and bus operators.

Mid-March 2020 surprised societies of many countries with restrictions resulting from a need to curb the spread of a pandemic caused by a new type of coronavirus. Poland joined this group very quickly. The growing isolation of society also had an impact on non-urban public transport, especially one that was operated at the carriers’ own risk. The author of the article had a database, current as of spring 2019, with the number of bus connections in the area of six counties covering the ranges of the Low Beskids and the Bieszczady Mountains. This was an ideal starting point for trying to answer the question what the situation is like almost exactly a year later. Based on a study conducted in early April 2020, a catastrophic picture of public transport in the area has emerged. In the case of Bieszczady and Lesko Counties, there was a total lack of local bus connections. In Sanok, Krosno, Jasło and Gorlice Counties, the network of connections serving mainly the capitals of these units of administrative division has been severely limited. One of the main reasons for the observed process is suspension of school activities. This is also accompanied by a reduction in adult mobility resulting from a fear of a serious disease and a greater tendency to use other means of transport, as well as resignation from commuting by people working in jobs where remote work is possible or in companies that suspended their activity. Maintaining this situation poses a threat of huge economic problems for carriers. If it continues for many months, it may result in difficulties in traveling to schools that may appear after the holidays.

AbstractThe cognitive aim of this study is to point to the optimum number of local government units and the optimum boundaries of spatial units in Poland with the assumption of minimizing the cumulated theoretical travel time to all settlement units in the country. The methodological aim, in turn, is to present the use of the ArcGIS location-allocation tool for the purposes of delimitation processes as exemplifi ed by administrative boundaries in Poland. The rationale for the implementation of this study is that number and the boundaries of units of all levels of Poland’s current territorial division are far from optimum in the light of minimization of accumulated theoretical travel time to all settlement units in the country. It may be concluded that it would be justifi able to increase the number of voivodships from the current number of 16 to 18. Besides it would be necessary to introduce modifi cations in relation to units with regional functions. In contrast, the number of districts and communes should be reduced. A continuation of this research may go in the direction of including analysis of public transport network in the research, creating in this way a multimodal set of network data. This would illustrate, apart from the potential itself resulting from the infrastructure, also the actually existing connections.

AbstractTransport-based social exclusion is currently a serious social problem in Poland, and one which is apparently most severe at the level of the county (Polish powiat) in the south-east of the country, including the Beskid Niski and Bieszczady Mountains. A deeper illustration of this problem requires both observation of changes in the suburban public-transport network and the identification of areas in which this has deteriorated significantly in quantity and quality. The chosen starting point for the research was therefore 1990, as a year in which — on the one hand — the Polish economy was already shifted to the new free-market principles; while — on the other — state PKS (Przedsiębiorstwo Komunikacji Samochodowej) non-urban bus transport enterprises still dominated public transport. The endpoint of the study is then the beginning of 2019 (the author’s research year). The article introduced here seeks to identify and present cartographically the changes affecting the public-transport network in the study area over the last 30 years, as well as to point to possible consequences of these processes. The background of the described changes is also discussed, as are the observed consequences of what is taking place.

To mitigate car traffic problems, the United Nations Human Settlements Programme (UN-Habitat) issued a document that provides guidelines for sustainable development and the promotion of public transport. The efficiency of the policies and strategies needs to be evaluated to improve the performance of public transportation networks. To assess the performance of a public transport network, it is first necessary to select evaluation criteria. Based on existing indicators, this research proposes a public transport criteria matrix that includes the basic public transport infrastructure level, public transport service level, economic benefit level, and sustainable development level. A public transport criteria matrix AHP model is established to assess the performance of public transport networks. The established model selects appropriate evaluation criteria based on existing performance standards. It is applied to study the Stonnington, Bayswater, and Cockburn public transport network, representing a series of land use and transport policy backgrounds. The local public transport authorities can apply the established transport criteria matrix AHP model to monitor the performance of a public transport network and provide guidance for its improvement.
