Entre el conjunto de los parámetros que miden la calidad de los sistemas educativos, se encuentra la evaluación, el elemento curricular que lo abarca todo, convirtiéndose en la pieza clave del dispositivo pedagógico (Sanmartí y Jorba, 1993). En estos momentos, la educación, y con ella la evaluación educativa, se encuentra inmersa en un proceso de transformación hacia un nuevo paradigma de la educación basado en competencias (EBC). Un modelo que asigna a la escuela una nueva función, dirigida a formar ciudadanos competentes, preparados para resolver problemas en situaciones reales, con capacidad de aprender a lo largo de toda la vida. El panorama de la educación española, medido en porcentaje de fracaso escolar, requiere que se adopten medidas urgentes al respecto. Y, aunque tocar la evaluación educativa siempre es un tema de controversia por las consecuencias implícitas, tanto sociales como económicas, muchas investigaciones (Tonda y Medina, 2013) confluyen en que, solo tocando la evaluación desde el nivel micro del sistema, puede modificarse el currículo y, para ello, se necesita una transformación en la mentalidad docente. Y mientras los docentes se resisten a dejar sus metodologías tradicionales, una alerta sanitaria mundial paraliza sus actuaciones, haciéndoles dudar de su modelo educativo. El nuevo panorama de la educación basado en competencias (De la Orden, 2011) encuentra su oportunidad abriéndose paso entre las enseñanzas tradicionales basadas en la evaluación de objetivos educacionales y apostando por la evaluación competencial. En ese contexto se desarrolla la tercera fase de esta investigación (Tonda, 2012), que culmina con la implementación de un modelo de evaluación competencial en un centro educativo de Algeciras (Cádiz), el colegio Los Pinos, en sus etapas desde Infantil a Secundaria. Reinventar la evaluación, utilizando la adversidad como una oportunidad para crecer y transformarse, a través de la formación de grupos colaborativos de docentes que trabajan la investigación-acción. Utilizando estrategias formativas basadas en la elaboración de mapas evaluativos competenciales y en la reflexión vertical para encontrar la escalera de contenidos más ajustada que permita conseguir el desarrollo competencial pleno del alumnado.   Educational assessment, the key piece of the pedagogical device (Sanmartí y Jorba, 1993), along with the rest of the parameters that measure the quality of education systems, is undergoing a process of transformation towards a new paradigm of education based on competences (EBC). A model that assigns a new role to schools, aimed at training competent citizens, prepared to solve problems in real-life situations, with the ability to learn throughout life. The picture of education in Spain, measured in terms of school failure rates, requires urgent action. And, although touching on educational assessment is always a matter of controversy because of the implicit consequences, both social and economic, many studies (Tonda and Medina, 2013) agree that the curriculum can only be modified by touching on assessment at the micro level of the system and, for this to happen, a transformation in the mentality of teachers is needed. And while teachers are reluctant to abandon their traditional methodologies, a global health alert paralyses their actions, causing them to question their educational model. The new landscape of education based on competences (Ministerial Order, 2011) finds its opportunity to break through traditional teaching based on the assessment of educational objectives and to focus on competency-based assessment. It is in this context that the third phase of this research is developed, culminating in the implementation of a competence assessment model in an educational centre in Algeciras, in its stages from Pre-school to Secondary Education. Reinventing evaluation, using adversity as an opportunity for growth and transformation, through the formation of collaborative groups of teachers working on research-action. Using training strategies based on the development of competency-based assessment maps and on vertical reflection to find the most appropriate content ladder to achieve the full competency development of students.

The assessment tool to evaluate learner performance on the apprenticeship is variety. Therefore, we were need a standardized assessment tool. This study was attempt to develop a competency based assessment model on job performance in apprentice of the family welfare education. Problem solving was conducted using research and development approach, through stages of: (1) a study introduction, (2) a development model, and (3) a validation model. The research subjects are internal and external tutors, also a learner intern. Data collection was carried out by interviews, observation, survey and expert judgment. The results showed that the planning, the instrument and the implementation of the assessment was the development of competency based assessment model on job performance in family welfare education apprenticeship. Planning assessment was consisting of components of the purpose, job performance, and assessment methods. An instrument assessment was use a test of performance in the form of assessment rubrics. The implementation of the assessment was covering a preparation, collecting, judging, deciding, and moderation stage. From the validation model through the expert judgment, it turns out that assessment model was already developed feasible to implement on job performance assessment in family welfare education apprenticeship

The purpose of this research is to apply a competency-based assessment model on the job performance of Public Area at Housekeeping Department. The scope of the study produced 2 targets in housekeeping department: 1) competency based assessmen model on the job performance of public area; 2) assessment tool on job performance of public area. This study was used a descriptive method with three stages of development study. First is a preliminary study, second stage is development model, and finally is validation test of the model. The research subject was teacher of public area subject matter, and employees of housekeeping department. Data was collected through interviews, observations, and expert judgment. Data was analyzed in accordance with the procedures and characteristic of the findings. It was used both the qualitative and quantitative data. The finding showed that competency-based assessment model on the job performance of public area in housekeeping department included the planning, the instrument and the process of assessment stages. The instrument consisted of the preparation, practices, and outcome of assessment stages. The conclusion is assessment tools on the public area practices using competency-based assessment is very appropriate to apply this competency-based assessment at senior vocational high school, especially for job performance on housekeeping department expertise.   Abstrak Tujuan dari penelitian ini adalah untuk menerapkan model Competency Based Assessment pada pengembangan Job Performance Public Area di Housekeeping Department. Target khusus yang ingin dicapai dari penelitian ini adalah menghasilkan: (1) Model  Competency Based Assessment pada pengembangan Job Performance Public Area di Housekeeping Department, (2) Alat Penilaian Job Performance Public Area di Housekeeping Department. Penelitian ini mengunakan metode deskriptif dengan pendekatan Research and Development. Studi pengembangan ini dilakukan dalam tiga tahap, meliputi: Tahap pertama merupakan tahap studi pendahuluan, Tahap kedua merupakan tahap pengembangan model dan Tahap ketiga merupakan tahap uji validasi model. Subjek penelitian terdiri dari guru pengampu mata pelajaran Public Area dan praktisi dari housekeeping depatment. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan expert judgement. Analisis data penelitian dilakukan sesuai dengan prosedur dan karakteristik dari temuan data penelitian; untuk data kuantitatif dianalisis secara kuantitatif dan untuk data kualitatif dianalisis secara kualitatif. Temuan penelitian berkaitan dengan Model Competency Based Assessment pada pengembangan Job Performance Public Area di Housekeeping Department meliputi tahap perencanaan penilaian, instrumen penilaian, dan pelaksanaan penilaian. Instrumen penilaian terdiri dari tahap persiapan praktik, proses praktik, dan hasil praktik. Dari temuan penelitian dan hasil validasi dapat disimpulkan bahwa Alat Penilaian praktik Public Area dengan menerapkan model  Competency Based Assessment “sangat layak” untuk diimplementasikan di SMK Akomodasi Perhotelan dan di Housekeeping Department pada saat melakukan penilaian terhadap Job Performance Public area. This paper presents the phases involved in the design of a methodology to contribute both to the acquisition of competencies and to their assessment in the field of Financial Accounting, within the European Higher Education Area (EHEA) framework, which we call MANagement of COMpetence in the areas of Accounting (MANCOMA). Having selected and defined the competencies to be acquired by students in our subject, we break them down into sub-competencies, and the latter in turn into indicators, allowing us to design activities to be offered to students for the development of competencies and their subsequent assessment. Our work therefore centred on the design of a model for the "Financial Accounting III" subject belonging to the Accounting module of the syllabus for a Degree in Business Administration and Management.

Tujuan jangka panjang dari penelitian ini adalah untuk mengembangkan model competency based-assessment pada Praktik Cleaning Bathroom di Housekeeping Department. Target khusus yang ingin dicapai dari penelitian ini adalah menghasilkan: 1) Model competency based-assessment pada pembuatan alat penilaian Praktik Cleaning Bathroom di Housekeeping Department. 2) Implementasi model competency based-assessment pada praktik Cleaning Bathroom di Housekeeping Department. 3) Capaian kompetensi pada praktik Cleaning Bathroom di Housekeeping Department. 4) Kualitas model competency based-assessment praktik Cleaning Bathroom di Housekeeping Department. Penelitian ini mengunakan  metode deskriptif dengan pendekatan Research and Development. Penelitian mencakup studi pendahuluan, tahap pengembangan model, dan tahap uji validasi model. Subjek penelitian terdiri dari praktikan, penilai internal dan eksternal pada praktik Cleaning Bathroom. Teknik pengumpulan data dilakukan melalui observasi dan uji kompetensi. Analisis data penelitian dilakukan sesuai dengan prosedur dan karakteristik dari temuan data penelitian; untuk data kuantitatif dianalisis secara kuantitatif dan untuk data kualitatif dianalisis secara kualitatif. Temuan penelitian menunjukkan bahwa model competency based-assessment pada praktik Cleaning Bathroom di Housekeeping Department yang diimplementasikan memiliki keunggulan mencakup tahap persiapan, proses dan hasil sesuai Standar Operasional Prosedur Hotel. Tahapan penilaian mengacu pada Job Performance di Housekeeping Department yang diimplementasikan oleh penilai internal dan eksternal menunjukkan capaian kompetensi praktikan sesuai standar kinerja hotel yaitu seluruhnya mencapai kompeten. Model competency based-assessment pada praktik Cleaning Bathroom di Housekeeping Department memiliki kualitas yang baik melalui hasil uji interrater reliability dan  dibuktikan dengan nilai cronbach alpha rata-rata sebesar 0,854 yang berada di atas batas minimal reliabilitas 0,6. Abstract The long term objective of this research is to develop a model competency assessment based on the cleaning bathroom in housekeeping department. Targeted to be achieved from the study on cleaning bathroom practices in housekeeping department is to produce:(1) the competency based-assessment model, (2) implementation of the competency based-assessmentmodel, (3) the competence result, and (4 )the quality model of competency based-assessment. This research used descriptive methods with research and development approach. The research includes the preliminary study,  the stage of development model, and the step of experiment validation model. The subject of this study are interns,  external and internal examiner of the cleaning bathroom practices.The data collection technique was done through observation and competency test. Data analysis the research was done in accordance with the procedures and characteristic of the findings; data was analyzed both quantitatively and qualitatively. The findings showed that model competency based assessment that implemented on cleaning bathroom practices in housekeeping department have the advantages. First, it has the preparatory, proces and resultstages according to standard operating procedures hotel. Second, the assessment stage referring to job performance in housekeeping department that implemented by an internal and external appraiser, and show that of interns’competence according to standard performance hotel that is entirely reached competent. The competency based-assessment model on practices cleaning bathroom in housekeeping departmentpossed having a good qualities. It was prove through the interrater reliability test that showed the score is 0.854 more than the minimum score of 0,6 of the cronbach alpha.
