Higher education centers have become important social organizations that play a major role in the comprehensive and sustainable development of countries. The mission of universities as a learning organization has a great impact on micro and macro government decisions in the short and long term because the product of universities affects the knowledge, insight, characteristics and behavior of graduates as managers and current and future decision makers of the country. This research was conducted with the aim of presenting a favorable model for the implementation of cultural policies of the higher education system in line with the cultural policies of the Islamic Republic of Iran. Descriptive research method was used in this study. The statistical population of the study includes higher education staff in the southeastern provinces of the country. A questionnaire was used to collect data and SPSS software version 23 and AMOS version 23 software were used to analyze the data.

This study investigated the status of strategic planning in Iran higher education system. It was an applied descriptive-survey study. The statistical population consisted of heads and deputies of the universities covered by the Ministry of Science, Research and Technology and the Ministry of Health, Medical Education and Islamic Azad University of Khorasan Razavi (N=320). 175 individuals were selected using cluster random sampling. For data collection, the standard questionnaire of Braison (2010) was used. The reliability coefficient was (0.910) using Cronbach's alpha test. The face and content validity were evaluated using expert opinion and construct validity using confirmatory factor analysis. For statistical analysis of the data, one-variable t-test, skewness and kurtosis test, Friedman test and confirmatory factor analysis were used in Smart Pls, Spss software. The findings indicated that the status of implementation of strategic planning in the studied population was at an unfavorable level, and components of strategic planning are not ranked the same. The component of determining organizational duties had the highest rank among the components of implementation of the strategic planing and the components of initial agreement and strategic issues were ranked next (p-value <0.05). Given the unfavorable state of implementation of strategic plans, universities and higher education institutions are urged to correctly and timely implement the plans and eliminate existing obstaclesv

In the past decade, the term “world-class university (WCU)” - also called “globally competitive universities”, “world-class”, “elite”, or “flagship” universities- has become a catch phrase. This is simply not only for improving the quality of learning and research in higher education, but is also more significant for developing the competency to compete in the global higher education marketplace through the acquisition and formation of advanced knowledge. The main objective of this paper is to propose strategic alternatives for transforming public Egyptian universities to world-class universities. In achieving this objective, the paper starts by attempting to construct an operational definition of a world-class university. Then, it outlines the features of world-class university, the requirements for transformation into world-class universities, the challenges involved in achieving world-class universities, and the key problems and challenges of the Egyptian higher education system. Finally, the selected statistical population of the research include higher education experts [N=57]. Thus, a mix method of using a questionnaire and conducting interviews were used. The research questions are: 1- What does it mean for a university to be a world-class university? 2-What are the essential features and characteristics of a world-class university? 3-How does the ecosystem influence the performance of universities? 4-What are the present performance, problems, and challenges of the Egyptian higher education system? 5-What are the higher education reform initiatives in Egypt? 6-What are the requirements that could upgrade public Egyptian universities to world-class universities? 7- What are the existing challenges of developing world-class universities? 8-What strategic alternatives have been developed for transforming public Egyptian universities to world-class universities? Therefore, one-Sample Kolmogorov-Smirnov Test was used to analyze the data. In addition, the result obtained in the study shows the use of collaborative strategic alternative rather than to upgrade the present Public universities, or create or merge them together.

ABSTRACT This research aims to conduct a predictive study for determining the technological and systematic returns of applying blockchain technicality to improve management experience sharing at Qassim University. The study is quantitative in nature and uses descriptive research design. The population consists of teaching staff members and administrative employees at Qassim University in 2019-2020. The research sample is selected using the random sampling method to achieve the targeted sample size of 100 individuals. The study is quantitative in nature and uses descriptive research design. Results show a huge technological return of applying blockchain technicality to improve management experience sharing in the higher education system at Qassim University. Applying blockchain technicality is recommended because of its vast technological and systematic returns in improving management experience sharing in the Saudi higher education system in general and Qassim University in particular.

After first surveying the development of academic studies of Islam within the modern Turkish higher education system, this essay provides an inventory of material that has been translated from Western languages into Turkish. It is inevitable that orientalist studies will have a place of tremendous importance in this analysis. However, approaches to the Qur'an and its exegesis which have been developed under the influence of the Western scientific and cultural world encompass a larger range of literature that includes not only the orientalist studies themselves but also the criticisms directed against these studies. Particular attention is paid to the work of Fazlur Rahman and Arab scholars influenced by Western methods, and an assessment of the various issues related to the critique of orientalist works is provided.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.
